The Politics Of Judicial Reform In Japan: The Rule Of Law At Last?, Setsuo Miyazawa Jan 2001

The Politics Of Judicial Reform In Japan: The Rule Of Law At Last?, Setsuo Miyazawa

Faculty Scholarship

The purpose of this paper is to discuss the most recent changes in Japan's political environment that could radically alter its judicial system and legal profession in the near future. Reform of the judicial system and legal profession has now been placed on the national agenda, and the cast of players involved has spread from the traditional groups of legal professionals (judges, prosecutors, and attorneys) to the major actors of the larger political process, namely the Liberal Democratic Party (Jiya Minshu T6) ("LDP"), the ruling conservative party, and the Federation of Economic Organizations (Keidanren), one of the most influential organizations …

Applying The Method Of Moments And The Partial Element Equivalent Circuit Modeling Techniques To A Special Challenge Problem Of A Pc Board With Long Wires Attached, Yun Ji, Bruce Archambeault, Todd H. Hubing Jan 2001

Applying The Method Of Moments And The Partial Element Equivalent Circuit Modeling Techniques To A Special Challenge Problem Of A Pc Board With Long Wires Attached, Yun Ji, Bruce Archambeault, Todd H. Hubing

Electrical and Computer Engineering Faculty Research & Creative Works

This paper investigates a canonical printed circuit board (PCB) problem using both a method of moments (MoM) and a partial element equivalent circuit (PEEC) modeling technique. The problem consists of a PCB populated with three traces. One trace is a signal line and the other two are I/O lines that couple to the signal line and extend beyond the boundary of the board. Although the MoM code was a frequency domain code and the PEEC code was a time-domain code, good agreement was achieved in both the time-domain and the frequency-domain

Federal Preemption Of Inconsistent State Safety Obligations, M. Stuart Madden Jan 2001

Federal Preemption Of Inconsistent State Safety Obligations, M. Stuart Madden

Elisabeth Haub School of Law Faculty Publications

The reach of Federal statutory preemption of inconsistent state law obligations has extended to numerous products liability subject matters, including most notably tobacco products, agricultural pesticides, medical devices and automobile air bags. The Supreme Court decision in Cipollone v. Liggett Group, Inc. countenanced a broad application of federal preemption when the subject statute contained an express preemption clause. Eight years later the Court appeared to back away from Cipollone, and held in Geier v. American Honda Motor Co. that even as to statutes with express preemption clauses, the simultaneous presence of a savings clause might trigger a narrow reading of …

Surface Fracturing Of Armatures Within Helical Flux-Compression Generators, Paul Nicholas Worsey, Jason Baird Jan 2001

Surface Fracturing Of Armatures Within Helical Flux-Compression Generators, Paul Nicholas Worsey, Jason Baird

Mining Engineering Faculty Research & Creative Works

Tubes of aluminum and of copper filled with C-4 high-explosive were tested during this study of high strain rate effects within thin metallic structures performed as an adjunct to helical flux-compression generator research at the University of Missouri-Rolla. Focusing on the stresses within a relatively thin metallic structure when brisant explosives abutting the structure are detonated, this study directly affects the understanding of flux cutoff and high strain-rate resistivity changes in an expanding armature. The detonation wave is compressive, and the shock waves resulting from its transmission into a thin metallic structure cause both compressive and tensile regions, posing an …

Method Of Creating Ultra-Fine Particles Of Materials Using A High-Pressure Mill, Marian Mazurkiewicz Jan 2001

Method Of Creating Ultra-Fine Particles Of Materials Using A High-Pressure Mill, Marian Mazurkiewicz

Mining Engineering Faculty Research & Creative Works

A method for creating ultra-fine particles of material using a high-pressure mill is described. The method includes placing a material in a first chamber and subjecting the material to a high-pressure liquid jet to divide it into particles. These particles are then transferred to a second chamber in which they are subjected to cavitation to further divide the particles into relatively smaller particles. These relatively smaller particles are then transferred to a third chamber, in which the particles collide with a collider to still further divide them into ultra-fine particles of the material. The mill of the present invention includes …

Design And Implementation Of A Biologically Realistic Olfactory Cortex In Analog Vlsi, Jose C. Principe, Vitor G. Tavares, John G. Harris, Walter J. Freeman Jan 2001

Design And Implementation Of A Biologically Realistic Olfactory Cortex In Analog Vlsi, Jose C. Principe, Vitor G. Tavares, John G. Harris, Walter J. Freeman

Electrical and Computer Engineering Faculty Research & Creative Works

This paper reviews the problem of translating signals into symbols preserving maximally the information contained in the signal time structure. In this context, we motivate the use of nonconvergent dynamics for the signal to symbol translator. We then describe a biologically realistic model of the olfactory system proposed by Walter Freeman that has locally stable dynamics but is globally chaotic. We show how we can discretize Freemans model using digital signal processing techniques, providing an alternative to the more conventional Runge-Kutta integration. This analysis leads to a direct mixed signal {analog amplitude/discrete time) implementation of the dynamical building block that …

Robust Adaptive Critic Based Neurocontrollers For Missiles With Model Uncertainties, Zhongwu Huang, S. N. Balakrishnan Jan 2001

Robust Adaptive Critic Based Neurocontrollers For Missiles With Model Uncertainties, Zhongwu Huang, S. N. Balakrishnan

Mechanical and Aerospace Engineering Faculty Research & Creative Works

A Lyapunov theory-based controller is proposed in this paper for robustness against model uncertainties in the control of a missile. The controller design consists of two parts; in the first phase, an optimal nonlinear controller is designed with neural networks for tracking. This is based on the adaptive critic method that consists of one neural network called the supervisor or critic and a second network called an action network or a controller. Each network is trained through the output of the other network and equations related to optimal control. When their outputs are mutually consistent, the controller network output is …

The Technologies Of Property Rights: Choice Among Alternative Solutions To Tragedies Of The Commons, Bruce Yandle, Andrew P. Morriss Jan 2001

The Technologies Of Property Rights: Choice Among Alternative Solutions To Tragedies Of The Commons, Bruce Yandle, Andrew P. Morriss

Faculty Scholarship

Garrett Hardin's classic description of the tragedy of the commons tells us that all environmental problems require a property rights solution. The property solution or rule may call for the definition and enforcement of common, public, or private property rights, but any escape from the tragedy requires some rationing mechanism that allocates a form of property rights to some entity. These solutions fall into one of two broad traditions within economics: the Pigouvian, or regulatory tradition, and the Coasean, or market-based tradition. Any proposal for action in either tradition implies some definition of property rights. The difference lies in the …

Rate-Matching Packet Scheduler For Real-Rate Applications, Kang Li, Jonathan Walpole, Dylan Mcnamee, Calton Pu, David Steere Jan 2001

Rate-Matching Packet Scheduler For Real-Rate Applications, Kang Li, Jonathan Walpole, Dylan Mcnamee, Calton Pu, David Steere

Computer Science Faculty Publications and Presentations

A packet scheduler is an operating system component that controls the allocation of network interface bandwidth to outgoing network flows. By deciding which packet to send next, packet schedulers not only determine how bandwidth is shared among flows, but also play a key role in determining the rate and timing behavior of individual flows. The recent explosion of rate and timing-sensitive flows, particularly in the context of multimedia applications, has focused new interest on packet schedulers. Next generation packet schedulers must not only ensure separation among flows and meet real-time performance constraints, they must also support dynamic fine-grain reallocation of …

Mathematization And Modern Science, Calvin Jongsma Jan 2001

Mathematization And Modern Science, Calvin Jongsma

Faculty Work Comprehensive List

The discipline of mathematics has not been spared the sweeping critique of postmodernism. Is mathematical theory true for all time, or are mathematical constructs in fact fallible? This fascinating book examines the tensions that have arisen between modern and postmodern views of mathematics, explores alternative theories of mathematical truth, explains why the issues are important, and shows how a Christian perspective makes a difference.

This chapter continues the process of tracing Western mathematization.
