RIGHT TO KEEP AND BEAR ARMS. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends the California Constitution to add a personal right to keep and bear arms for defense of self, family, and home. Requires state to prove a compelling government interest for any action regulating the keeping and bearing of arms. Provides that this amendment, and such state laws as it allows, take precedence over county, city, and local government regulations on this subject. Allows the state to continue regulating the acquisition or possession of arms by felons, minors, mentally incompetent persons, or persons subject to restraining orders based on their violent conduct. …

STATE REIMBURSEMENTS TO LOCAL GOVERNMENTS. INITIATIVE CONSTITUTIONAL AMENDMENT. Requires state to reimburse local governments for costs, reduced revenues, funds, or amount paid by or charged to that local government for state requirements that: create new programs or higher service levels in existing programs; increase local government's share of jointly funded programs; reduce local government's share of local taxes, fees, vehicle license fees; reduce revenues from fines and forfeitures; or modify special fund allocations. Permits Legislature to suspend local government reimbursement for two fiscal years in 10 year period. Creates presumption local government entitled to reimbursement. Requires public financial accountability process. …

REAPPORTIONMENT BY LEGISLATURE. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends state constitutional provisions concerning reapportionment of Senate, Assembly, Congressional, and Board of Equalization districts. Requires Legislature to adjust existing districts in accordance~ with specified criteria within 90 days after adoption of measure. Provides that legislators should not draw boundaries of own legislative districts or other districts where they have a self-interest. Permits any elector to petition California Supreme Court to challenge reapportionment plans and to propose alternative plan. Adopted plans are subject to voter approval. Provides that if voters reject any reapportionment plan the Legislature must adopt a new plan within specified time. …

A critical task in developing a solar cooker is to identify reflector materials that would be both suitable for this application as well as economical. FSEC has conducted an extensive search for available reflective materials. This has included contacting reflective materials manufacturers as well as national laboratories that are currently working with private industry in developing reflector that can be used primarily on large concentrating solar energy devices. This investigation used a variety of resources. Employee Ownership After Privatization: Governance Institutions And Firm Performance In Romania, John S. Earle, ÁLmos Telegdy

This paper studies the governance institutions and performance consequences of privatization through management-employee buyout (MEBO) in Romania. Detailed firm-level survey data are used to analyze ownership rights practices concerning voting, dividend payment, and sales of shares, and to study the continued role of the state through restructuring restrictions in the privatization contracts, difficulties in installment payment, and possible renationalization of shares. Comprehensive privatization and registry data are used to estimate the productivity performance of industrial MEBOs, compared with mass transfers to dispersed individuals, sales to domestic and foreign blockholders, and continued ownership by the state. Employee grievance alleging breach of the Collective Agreement between the parties signed June 29, 1999 and bearing the expiry date December 31, 2001, which the parties agreed applies here, and in particular of Article 6, in that the Grievor was discharged without just reasonable and sufficient cause. On behalf of the Grievor, the Union requested an order that the Grievor be reinstated on sick leave with any long-term disability benefits to which he was entitled effec­tive the day of his discharge but with no pay and no order that he return to work other than in a supervised environment.
