This Note first discusses the legal precedents, child development theories, and policies regarding "reasonable efforts" and parental termination that led to the enactment of ASFA. Next, it examines Illinois's and New York's different responses to ASFA. It also introduces the debate over "congregate care" as an alternative for those children who may never be returned to a parent's care, but whom are unlikely to be adopted. Lastly, it argues that the New York system is more workable than the Illinois system given the complexities of the foster care system. Circular permutation analysis has detected fairly strong sites of intrinsic DNA bending on the promoter regions of the yeast GAL1–10 and GAL80 genes. These bends lie in functionally suggestive locations. On the promoter of the GAL1–10 structural genes, strong bends bracket nucleosome B, which lies between the UASG and the GAL1 TATA. These intrinsic bends could help position nucleosome B. Nucleosome B plus two other promoter nucleosomes protect the TATA and start site elements in the inactive state of expression but are completely disrupted (removed) when GAL1–10 expression is induced. The administration of leptin to leptin-deficient humans, and the analogous Lepob/Lepob mice, effectively reduces hyperphagia and obesity. But common obesity is associated with elevated leptin, which suggests that obese humans are resistant to this adipocyte hormone. In addition to regulating long-term energy balance, leptin also rapidly affects neuronal activity. Proopiomelanocortin (POMC) and neuropeptide-Y types of neurons in the arcuate nucleus of the hypothalamus7 are both principal sites of leptin receptor expression and the source of potent neuropeptide modulators, melanocortins and neuropeptide Y, which exert opposing effects on feeding and metabolism. In many normal and transformed cell types, the intracellular second messenger cyclic AMP (cAMP) blocks the effects of growth factors and serum on mitogenesis, proliferation, and cell cycle progression. cAMP exerts these growth-inhibitory effects via inhibition of the mitogen-activated protein (MAP) kinase cascade. Here, using Hek293 and NIH 3T3 cells, we show that cAMP’s inhibition of the MAP kinase cascade is mediated by the small G protein Rap1. Activation of Rap1 by cAMP induces the association of Rap1 with Raf-1 and limits Ras-dependent activation of ERK. In NIH 3T3 cells, Rap1 is required not only for cAMP’s inhibition of ERK …

Recent laboratory studies show that terrestrial salamanders exhibit anti-predatory behavior in response to chemical cues from predators, but no studies have confirmed these results in the field where environmental and social factors may influence responses. We examined the character and duration of anti-predator behavior of red-backed salamanders (Plethodon cinereus) exposed to control stimuli and chemical cues from garter snakes (Thamnophis sirtalis) in evening laboratory and field trials. In the laboratory, P. cinereus significantly avoided snake rinse for 36 h. In the field, P. cinereus exposed to the same cues delayed emergence from refugia for 2 h, …

High concentrations of free Zn2+ ions are found in certain glutamatergic synaptic vesicles in the mammalian brain. These terminals can be visualized histochemically with quinoline sulfonamide compounds that form fluorescent complexes with Zn2+. The present study was undertaken to examine the interaction of the water-soluble quinoline sulfonamide probe, Zinquin (2-methyl-8-(toluene-p-sulfonamido)-6-quinolyloxyacetic acid) with the complex heterogeneous cellular environment. Experiments on rat hippocampal and neocortical slices gave indications that Zinquin in its free acid form was able to diffuse across the plasma and synaptic vesicle membranes. Heat shock proteins are molecular chaperones. Atlantic salmon is a major aquaculture species in the world, their anadromous nature made them encounter osmotic shock twice in the life cycle. Salmon prior treated with a mild thermal shock observed a significantly higher survival rate upon transfer to hyperosmotic seawater than control fish. Heat shock protein 70 was prominently induced and persisted up to 24 hours after initial heat shock. Fish with prior heat shock treatment exhibited significant higher rate of protein synthesis over control after transfer to seawater. Hsp90 is known to enhance the fidelity of glucocorticoid hormone and receptors. Northern …

In this dissertation, the deposition of particles in human airway models is studied. The dissertation consists of three parts: In the first part, an analytical model of particle nasal airway deposition by diffusion considering effects of both laminar and turbulent flows is proposed. It appears in the literature that neither laminar nor turbulent analytical models alone works well for the entire range of diffusion parameters. A simplified turbulent particle diffusion equation is first developed and then a new combined turbulent/laminar diffusion model is proposed. Numerous reports have indicated that some biological effects of relatively weak alternating magnetic fields depend upon the presence and magnitude of a parallel-directed static magnetic field. One explanation of these phenomena is parametric resonance mechanism, originally proposed by Lednev and also applied in modified form by Blackman and Blanchard. The mechanism, as formulated by Lednev, involves the Zeeman splitting of infrared vibration levels of Ca2+ ions within proteins such as calmodulin. Alginate, carrageenan, soy protein concentrate (SPC), sodium tripolyphosphate (STPP), and sorbitol were chosen as potential cryoprotectants. Their effects on physicochemical and sensory properties of frozen red hake (Urophycis chuss) and Alaska pollock (Theragra chalcogramma ) mince at ˆ’20 °C for 17 weeks were investigated. The mince was mixed with 0.3% STPP, 4% sorbitol and either 0.2-0.4% alginate, 0.2-0.4% iota-carrageenan, or 4% SPC. Changes in texture, microstructure, and profiles of proteins, free amino acids and lipids of fresh and frozen mince were evaluated. Presents a novel approach to sharing electronic health-care records that leverages the Internet and the World Wide Web, developed as part of two European Commission-funded projects, Synapses and SynEx. The approach provides an integrated view of patient data from heterogeneous, distributed information systems and presents it to users electronically. Synapses and SynEx illustrate a generic approach in applying Internet technologies for viewing shared records, integrated with existing health computing environments. Prototypes have been validated in a variety of clinical domains and health-care settings

This Note examines the types of protection given to databases in both the United States and Europe. Part I discusses the reasons for providing databases protection. Part I also provides background information on the EU Database Directive, and examines the history of copyright protection of databases in the United States in light of a landmark Supreme Court decision and then analyzes the approach to database protection arising under the Collections of Information Antipiracy Act, a proposed law in the U.S. Congress. This article suggests that, as an antidote to the ever-tightening restrictions on individual environmental standing, a state may charter a not-for-profit corporation organized to protect a particular environmental resource, giving the corporation a non-exclusive portion of the State's interest in enforcing applicable environmental protections. The dichotomy between not-for-profit organizations that may litigate only as the representative of individual members' interests, and business corporations that assert their own direct economic interests, may seem natural to our late-twentieth-century sensibility, but is not founded in original intent. The framers of Article III, which grants jurisdiction over “cases and controversies” to the federal courts, …

Without a better global effort to prevent and cope with forest fires, the remaining wild forests' resources of the world are at risk. Quite apart from the present loss of commercial timber and species habitat, and the present problems of flooding and erosion in the aftermath of fires, the loss of these wooded lands will reduce the capacity of regions to absorb carbon dioxide through photosynthesis, thereby making the challenge of managing emissions of greenhouse gases all the more problematic. Eutrophication is essentially the nutrient enrichment of waterways leading to algal growth. It must be controlled to maintain sustainable agricultural systems and the main mechanisms of control are stabilising catchment processes and reducing nutrient output.
Eutrophication can be defined as 'the nutrient enrichment of waters which results in the stimulation of an array of symptomatic changes, among which increased production of algae and macrophytes, deterioration of water quality and other symptomatic changes, are found to be undesirable and interfere with water uses' (OECD 1982). Pulsed field gel electrophoresis (PFGE) despite being a highly reproducible and discriminatory method for molecular subtyping of many bacterial pathogens has been criticised for being time consuming. We have developed a modified, rapid PFGE method for Gram positive bacteria, in particular, Streptococccus spp. Our method can be completed in only 3 days' time as compared to the standard procedure which required Lip to 6 days. We successfully applied this method on clinical isolates of Streptococcus pneumoniae (50) and Group B Streptococcus (50) obtained from the University of Malaya Medical Center with comparable results. If we are to be successful in teaching evolution, we must take into account our students' worldviews as well as their individual understandings and misconceptions. It is im-portant to know our students their cultures, personal his-tories, cognitive abilities, religious beliefs, [and] scientific misconceptions. [It is also important] to address directly the likely cultural/religious concerns with evolution and to do so early on so as to break down the barriers that keep many students from hearing what you say. Abundance And Distribution Of Commensal Amphipods From Common Marine Sponges Of Southeast Florida, Stacie E. Crowe

Marine sponges were examined from shallow waters of southeast Florida and the Florida Keys to determine species composition and distribution of commensal amphipod crustaceans from shallow reef, mangrove, and seagrass habitats. Twenty sponge species were investigated during this study, sixteen of which housed amphipods in the families Colomastigidae and/or Leucothoidae. Six species of commensal amphipods were identified. Leucothoe spinicarpa (Abildgaard) species "complex" was the most dominant amphipod commensal, representing 63% of the total amphipods collected. The L. spinicarpa "complex" contains four local morphotypes, which are diagnosed and briefly described. Common sponge hosts included Callyspongia vaginalis, Mycale sp., and Myriastra kallitetilla.
