Many people in the mountain state are unaware that it was a West Virginian, Lyda Judson Hanifan, Superintendent of Rural Schools in the state department of education who introduced the concept of social capital to the world in 1916. Many of those discussing the concept of social capital today focus exclusively on the role of trust. A second important second dimension is networking, and an important third dimension can be called social skill repertories. This latter dimension can be illustrated with reference to the distinctive West Virginia activity of rafting and river craft. It is also evident that many people …

Explicit Versus Implicit Income, Thomas J. Kniesner, James P. Ziliak

By supplementing income explicitly through payments or implicitly through taxes collected, income-based taxes and transfers make disposable income less variable. Because disposable income determines consumption, policies that smooth disposable income also create welfare improving consumption insurance. With data from the Panel Study of Income Dynamics we find that annual consumption variation is reduced by almost 20 percent due to explicit and implicit income smoothing. Consumption insurance is as important economically as private health or automobile insurance. Although taxes have become an increasingly important source of consumption insurance, the 2001 income-tax reform legislation should have little effect on implicit consumption insurance.

OBJECTIVE: The authors mainly focus on the initial observations of the implementation phase of a health project that aims to integrate mental health into primary care. METHODS: In the light of specific aims and objectives of both planning and curriculum development phases, 2- weeks of intensive psychiatric training consisting of basic theoretical and clinical concepts of psychiatry was imparted to a group of general practitioners and paramedical staff. The Empire Of The Lone Mother: Parental Rights, Child Welfare Law, And State Restructuring, Hester Lessard

Osgoode Hall Law Journal

This article uses the Supreme Court of Canada's decision in G.(J.) v. New Brunswick to frame a discussion of the historical and ideological character of Canadian child welfare regimes on the nature and experience of women’s citizenship within the liberal political order and, in particular, within the current neo-liberal restructuring of welfare provision. The article also analyzes traditional understandings of the political character of child welfare in terms of state intervention and non-intervention, by placing the state ordering of parent-child relations in the context of larger issues of colonialism, gendered parenting discourses, and the linkage between child neglect and poverty. …

In an early scene in The Terminator, the Cyborgian Arnold Schwarzenegger walks into an L.A. gun shop and asks to see the wares. The shopkeeper lays out Uzis, submachine guns, rocket launchers, and other sophisticated means of overkill, nervously understating, "Any one of these will suit you for home defense purposes." The situation is likewise in the growing child protection industry. Essential Tasks, Skills, And Decisions For Developing Sustainable Community-Based Programs For Children, Youth, And Families At Risk, Mary Banach, Paula J. Gregory

Experienced grant writers suggest the only thing worse than writing a grant proposal is getting funded! For those with little or no experience in program development, the many decisions of running a grant-funded project are both overwhelming and costly. The effectiveness of those decisions ultimately affects a project's sustainability. This article draws on experiences from Cooperative Extensions Children, Youth and Families At Risk (CYFAR) projects in proposing a model for sustainable community-based programs. The model delineates five typical stages of program development, and the critical tasks, skills, core questions, and feedback loops essential at each stage of effective practice.
