A Synopsis Of The Ferns And Fern Allies Of Nebraska, With Maps Of Their Distribution, Steven B. Rolfsmeier, Robert B. Kaul, David M. Sutherland

An annotated list and county-by-county distribution maps are presented for the 32 species of ferns and fern allies native to Nebraska, based upon field and herbarium studies and critical evaluation of the literature. Native to the state are Isoetes melanopoda, Selaginella rupestris, five species of Equisetum, and 25 species in 18 genera of ferns. Three native species are here verified for the first time, based upon recent collections: Matteuccia struthiopteris var. pensylvanica, Ophioglossum engelmannii, and Pellaeaglabella ssp. glabella. Isoetes melanopoda was rediscovered in 2000, the first record since 1941. Rejected are published reports …

Water Policy and Theoretical Models: Political, Bureaucratic and Class Dynamics in a Growth Economy explores the three major socio-political theories of the state and public policy: pluralism, elite/managerialism and class-dialecticism using a case study of a series of policy decisions and outcomes during the period from 1989 to 1995 related to the Las Vegas Valley Water District which serves Las Vegas, Nevada. This time period is important due to the unprecedented levels of population growth experienced in the Las Vegas Valley and due to the extreme scarcity of water resources. REAPPORTIONMENT BY LEGISLATURE. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends state constitutional provisions concerning reapportionment of Senate, Assembly, Congressional, and Board of Equalization districts. Requires Legislature to adjust existing districts in accordance~ with specified criteria within 90 days after adoption of measure. Provides that legislators should not draw boundaries of own legislative districts or other districts where they have a self-interest. Permits any elector to petition California Supreme Court to challenge reapportionment plans and to propose alternative plan. Adopted plans are subject to voter approval. Provides that if voters reject any reapportionment plan the Legislature must adopt a new plan within specified time. …

Open Source Software: A History, David Bretthauer

Published Works

In the 30 years from 1970-2000, open source software began as an assumption without a name or a clear alternative. It has evolved into a sophisticated movement which has produced some of the most stable and widely used software packages ever produced. This paper traces the evolution of three operating systems: GNU, BSD, and Linux, as well as the communities which have evolved with these systems and some of the commonly-used software packages developed using the open source model. It also discusses some of the major figures in open source software, and defines both “free software” and “open source software.”

The isolation and characterization of cDNAs encoding poly(ADP-ribose) glycohydrolase (PARG) enzymes and the amino acid sequences of PARGs from several species are described. PARG is involved in the cellular response to DNA damage and its proper function is associated with the body's response to neoplastic disorder inducing agents and oxidative stress. Expression vectors containing the cDNAs and cells transformed with the vectors are described. Probes and primers that hybridize with the cDNAs are described. Expression of the cDNA in E. coli results in an enzymatically active protein of about 111 kDa and an active fragment of about 59 kDa. Methods …

A critical task in developing a solar cooker is to identify reflector materials that would be both suitable for this application as well as economical. FSEC has conducted an extensive search for available reflective materials. This has included contacting reflective materials manufacturers as well as national laboratories that are currently working with private industry in developing reflector that can be used primarily on large concentrating solar energy devices. We report on observing a long-wavelength band in low-temperature photoluminescence(PL)spectrum of quaternary Al0.22In0.02Ga0.76N/Al0.38In0.01Ga0.61N multiple quantum wells(MQWs), which were grown over sapphire substrates by a pulsed atomic-layer epitaxy technique. By comparing the excitation-power density and temperature dependence of the PLspectra of MQWs and bulk quaternary AlInGaN layers, we show this emission band to arise from the carrier and/or exciton localization at the quantum well interface disorders. PL data for other radiative transitions in MQWs indicate that excitation-dependent spectra position is determined by screening of the built-in electric field.

We report the observation of giant photoresistivity in electrochemically self-assembled CdS and ZnSe nanowires electrodeposited in a porous alumina film. The resistance of these nanowires increases by one to two orders of magnitude when exposed to infrared radiation, possibly because of real-space transfer of electrons from the nanowires into the surrounding alumina by photon absorption. This phenomenon has potential applications in ‘‘normally on’’ infrared photodetectors and optically controlled switches.

Boron Carbide/N-Silicon Carbide Heterojunction Diodes, Shireen Adenwalla, P. Welsch, A. Harken, Jennifer I. Brand, A. Sezer, Brian W. Robertson

Nebraska Center for Materials and Nanoscience: Faculty Publications

The fabrication, initial structural characterization, and diode measurements are reported for a boron carbide/silicon carbide heterojunction diode. Current–voltage curves are obtained for operation at temperatures from 24 to 351 °C. Plasma-enhanced chemical-vapor deposition (PECVD) -deposited undoped boron carbide material is highly crystalline and consists of a variety of polytypes of boron carbide (BC) with crystal sizes as large as 110 nm. Crystal phases are similar to those for PECVD BC on Si but only partially match known boron and boron-rich BC phases.
