A Poor Measure Of The Wrong Thing: The Food Stamp Program's Quality Control System Discourages Participation By Working Families, Ed Bolen

This Note examines how the Food Stamp Program's quality control system has contributed to an unprecedented drop in the number of households receiving food stamps. Since the only practical measure of the program's effectiveness is the rate of error in distributing benefits, state administrators face tremendous pressure, in the form of fiscal sanctions from the federal government, to reduce errors. That emphasis has resulted in state policies designed to eliminate errors, but these state policies have had a harmful side-effect in discouraging, if not preventing, otherwise eligible households from participating in the program. Lying, Misleading, And Falsely Denying: How Moral Concepts Inform The Law Of Perjury, Fraud, And False Statements, Stuart P. Green

This Article seeks to describe the relationship between the criminal law and various concepts of deception. Deception is defined as the communication of a message that is intended to cause a person to believe something untrue. Three different kinds of deception are identified: (1) lying (deception that involves an assertion and is literally false); (2) non-lying deception, or mere "misleading" (deception that requires neither an assertion nor literal falsity); and (3) falsely denying (deception that occurs in the context of a person's denying some accusation of alleged wrongdoing). Creating a favorable candidate image is one of the more difficult tasks a political consultant faces. Besides researching which issues their client will address, the consultant must analyze what attributes voters find most appealing in a candidate. Then, through a complex process, a candidate image is finally packaged and presented to the public. This thesis looks at the end result of the packaging process for a Mayoral candidate in East Baton Rouge parish. The purpose of this study was to test a new method for presenting information on the internet in a format that enhances adaptive learning and transfer to real-world applications. This web-based training method, called Cognitive Toolboxes (Mathews, 2001) involves analyzing course content into goal-based categories (toolboxes) linked to sets of knowledge facets (tools) and applications (cases). Three experiments examined the effects of internet access to different aspects of toolbox content (tools, toolbox names and cases) on subsequent application of the material to real-world problems. This study used a post occupancy evaluation to assess the impact of an existing hospital garden on its users. Previous studies of hospital gardens have been of passive garden use. This study addressed gardens including physical therapy, while also considering the emotional, spiritual, and social aspects. The POE included behavioral observation, interviews with the designer and lead therapist, a staff survey, and a patient questionnaire. In light of historical information and contemporary theory, the results revealed issues to be addressed in the design process of future healing gardens, specifically those including physical therapy. "Of One Kind or Another:" Rape in the Fiction of Eudora Welty explores the ways in which Eudora Welty's repeated inclusion of rape in her fiction reveals and questions southern society and women's roles in it. Despite the vague, even confusing language with which she describes the incidents of rape. Welty offers a rich, forceful commentary upon the culture and women's roles in it. The ambiguity with which she describes rape reveals ambivalence toward the society that Welty may be said at once to protect and to expose. This dissertation examines the political, intellectual, and cultural significance of France's provincial newspaper press, called affiches, published between 1750-1789. Combining the histories of the press, provincial life, and the public sphere, this dissertation explores the ways in which the affiches became an indispensable part of local economic, cultural, and intellectual life while at the same time articulated a world view that was antithetical to the tenets of monarchical absolutism. The first part of the dissertation focuses on the origins, form and contents of the provincial press. The author of this article forecasts an increasingly troubled future, if not the demise of the doctrine of fair use in copyright law. Legal developments, both at home and abroad, driven by technological change, and the push toward the international harmonization of legal norms, threaten the very survival of fair use. Given these realities the doctrine will, of necessity, be reconceptualized Although fair use values will always be inscribed in copyright law, these values will have their practical manifestation in decentralized form, and effectuated, in large part, through industry agreement. This Article explores what nondiscrimination means in the context of intercollegiate athletics. After reviewing the Department of Education's controversial Title IX Policy Interpretation, it critically examines the analytical framework used in Title IX athletic cases and concludes that commonly made analogies to litigation under Title VII of the 1964 Civil Rights Act are inapt. A major part of the Article is an empirical study, looking first at gender equity plans written by institutions of higher education for the National Collegiate Athletic Association and then at data collected from more than 325 institutions pursuant to the Equity in Athletics Disclosure Act. …

The particular purpose of this study is to compare the aid programs administered by the above organisations to the primary education sector using a case study approach. This paper examines the number sense of urban Aboriginal primary students attending school in Perth. The subjects were asked to complete a test designed to assess their number sense, which has been defined as "[a] propensity for and an ability to use numbers and quantitative methods as a means of communicating, processing and interpreting information" (McIntosh, Reys, Reys, Bana & Farrell, 1997, p. 61). In his speech The Light on the Hill Noel Pearson criticises the nature of contemporary social reality in Australia. In his view this social reality is co-dependent in portraying Indigenous Australians as victims and non-Indigenous Australians as guilty. The result has been the generation of a welfare mentality to the structural disadvantage of Indigenous Australians. I conclude that the debate Pearson has initiated is ongoing. This qualitative study considers the links between the political ideology that led to the deregulation of the dairy industry in July 2000 and the personal lived experiences of dairy farming families at a grass roots level. The transitional nature of adolescence predisposes the adolescent to the effects of evolving biopsychosocial development changes. However, these transitional processes do not occur in isolation in the adolescent. Using a systems approach, this paper examined the issues surrounding adolescents' sense of belonging (SoB) at school. SoB was identified as a means of providing an understanding of belongingness as a linking and stabilising mechanism for adolescents as they successfully negotiate their biopsychosocial changes. Previous research on exercise and bone mineral density (BMD) has established that increases in BMD are site specific, responding to unusual strain and particularly to high magnitude loading. The positive Gz forces generated during high performance flying provide all three variables. Naumann, Bennell and Wark (2000) investigated the effects of moderate gravitational force on the BMD of fighter pilots. The pilots in this study had significant increases in BMD and bone mineral content (BMC) for the thoracic spine, pelvis and total body. This study investigated the collaborative interaction patterns exhibited by five-year old pre-primary children in an educational computer environment. The case study method was used in one pre-primary centre in metropolitan Perth, Western Australia, to examine the patterns of collaborative interaction among young children whilst engaged with the computer. The one event case study was of the interactions exhibited by pre-primary children whilst engaged, in dyads, with the computer within a naturalistic classroom environment. This qualitative study into the effective use of fear arousal in social marketing advertising, focused on exploring gender differences in smokers' attitudes towards threats in anti-smoking messages in the 40 to 50 year old age group. This age group of smokers has received relatively little attention in the fear arousal literature to date, presumably because their 'hard core' attitudes are perceived as difficult to change by social marketing and medical practitioners. The success of any mining operation greatly, if not entirely, depends on the accuracy of prediction of recoverable mining reserves. However, prior to mining, knowledge about the distribution of the Selective Mining Unit (SMU) is limited. The SMU represents the volume on which extraction of ore takes place and on which recoverable mining reserves are based. Realistic recoverable reserve estimates can be obtained from the grade-tonnage curve that corresponds to the unknown distribution of the SMU rather than to the distribution of exploration sample data. This thesis presents a research study that investigated student learning in a mentor supported design office situation, using a cognitive apprenticeship learning approach that utilised authentic design project tusks. In this study, 29 final year Technical And Further Education (TAFE) building design students undertook authentic building design projects with expert building designers, who acted as mentors, in commercial design office situations. This study describes the influences on continued sporting participation in netball for a group of adolescent girls as they make the transition from primary to secondary school and between sub-junior and junior sporting structures. A qualitative research design using one to one and semi structured focus group interviews was applied.
