The regulation of health care has traditionally been the province of the states, most often grounded in the police power. In Colonial times, this division of responsibility was a rational response to the technological level of the eighteenth century, although even in the youth of the Republic some health and safety regulation required national and international action. With the growth of distancecompression technology, the increase in mobility of goods and services, and a significant federal financial role in health care, the grip of the police power on the regulation of health care has been weakened. Creating a favorable candidate image is one of the more difficult tasks a political consultant faces. Besides researching which issues their client will address, the consultant must analyze what attributes voters find most appealing in a candidate. Then, through a complex process, a candidate image is finally packaged and presented to the public. This thesis looks at the end result of the packaging process for a Mayoral candidate in East Baton Rouge parish. By examining the press coverage and campaign ads in a local election in a mid-size city, this study expands on previous second level agenda-setting research. Literature in …

The purpose of this project was to provide a training alternative to assist in the drug and alcohol training program for probation officers. The product developed replicates the Biopsychosocial Model of Addiction Treatment and Behavioral Healthcare: A Linkage with the Criminal Justice System (BMAT) two-day workshop curriculum as an independent learning model.

The North Carolina Department of Administration (DOA) is under pressure by the North Carolina legislature and governor's office to increase both the quality of services provided, and decrease the cost of providing services. The pressure is on mission expansion, reduction in the number of positions, and limiting budgetary growth primarily to cost of living increases in salary.
The leadership of the department knows of no other reasonable way to respond to these pressures except through the implementation of continuous improvement or total quality management (TQM). However, the department has attempted to implement quality initiatives four times in the past with …

The mass media identify raves as the exclusive setting for consuming ecstasy. Ecstasy is a variety of compounds mimicking the effects of MDMA. Since ecstasy is an illegal drug often consumed at raves, moral entrepreneurs have defined raves as a threat to children and public safety. Moral entrepreneurs have mobilized to prohibit raves using legislation. I hypothesize that claims-makers have constructed in textual mass media the moral panic about raves, which resulted in legislation that was approved by moral entrepreneurs to control raves. I employed two separate studies using quantitative and qualitative methodologies to test the moral panic theory. In …
