The Turkish Armed Forces (TAF) assign more than 25,000 active duty personnel annually. TAF wants to obtain maximum utilization of its personnel by assigning the right person to the right job at the right time, To accomplish this task, decision-makers and personnel assignment staff should consider conflicting multiple objectives that create the widely known problem called "personnel assignment problem". To assist in this complicated task from a quantitative perspective, a preemptive goal programming approach was used to develop an integer programming (IP) model to capture the multiple objectives flexibly and interactively. Activated June 1,1998, Space and Missile Systems Center Detachment 11, located in Colorado Springs, integrates system support management for the Satellite Launch Control System (SLCS), MlLSTAR, the Defense Meteorological Support Program (DMSP), the Space Based Infrared System (SBlRSl, and the Global Positioning System (GPS). The Detachment performs operational software maintenance, satellite systems engineering, space testing and evaluation, and technology master planning. Factors Affecting Exchange Relationships Among Subordinates And Supervisors: A Study Of Military Officers, Laurie K. Richter

This research examined the effect of organizational structure on the relationships between subordinates and their supervisors using measures of leader-member exchange (LMX), mentoring effectiveness, perceived organizational support (POS), perceived opportunities for promotion, job satisfaction, affective commitment, and intent to remain. The sample obtained included 147 subordinate Air Force traditional Civil Engineer officers, Explosive Ordnance Disposal (EOD) officers, Bioenvironmental Engineer officers, and 27 squadron commanders at 19 Air Force bases. The methods of multiple analysis of variance and structural equation modeling were used to evaluate five research questions and nineteen hypotheses. Changing Organizations: A Meta-Analysis Of Change Implementation Strategies' Effects On Organizational Outcomes, Jay A. Welborn

This research represents a meta-analysis of 24 empirical studies that explored and identified which organizational factors moderated the relationships between facilitation strategies and change adoption The results indicate two key facilitation strategies, participation and communication that produced significant results. Participation resulted in a positive impact on job satisfaction, organizational commitment, performance, and turnover rates, while communication resulted in a positive impact on job satisfaction, organizational commitment, change adoption, and intent to remain. Contrary to many research studies, participation strategy was a non-significant moderator for change adoption. The identified strategies and outcomes were then analyzed for potential moderators. The Department of Defense (DoD) and the United States Air Force (USAF) have moved toward an aggressive stance to competitively source and privatize (CS&P) support functions as much as possible. This move is intended to shrink support costs and redirect the savings to force and equipment modernization. In addition, the USAF hopes to realize improved services, gain access to technology, share risks with contractors, and allow its forces to focus on the core competencies. This paper traces the transitions of first year students and other adults of the university as they partake in an intergenerational shared inquiry at a common table. My transformative research invites students, faculty, and staff to attend to (eat) and transform (digest) the moral and political encounters in successive becomings from their speaking positions at a common table. This dialogical partaking of words disrupts the market discourse of student as consumer and re-stories the university as a service organization where all organizational actors are consuming and being consumed. The primary contingency engineering capability within the United States Air Force is provided by Rapid Engineer Deployable, Heavy Operations Readiness Squadron, Engineer (RED HORSE). This thesis examines the macroscopic organizational structure of RED HORSE; that is, the manner in which RED HORSE resources (personnel and equipment) are organized collectively, above the unit (squadron or flight) level. Developing As A Learning Organization : A Hong Kong Case Of Sensegiving And Career Contracts, Robin Stanley Snell

I discuss a qualitative case study of a Hong Kong-based utility company where commercial imperatives drove, but also circumscribed, development toward ‘Learning Organization’ (LO) ideals. The case illuminates the paradox of promoting greater openness and creativity through top down sensegiving, as many managers and professionals participated in collective development towards LO ideals, but were seduced into what nearly became a propaganda trap. The case also highlights the importance of honouring psychological contracts, in that a covenant with the workforce, which leveraged the company’s dominant industry position, restored an atmosphere of mutuality with a marginalized rump. Competencies Needed To Be Successful County Agents And County Supervisors, Anita W. Cooper, Donna L. Graham

This study describes the competencies that county agents and county supervisors in Arkansas believe are important for future success. Participants identified 57 core competencies, with character traits being the top-rated items. Having a farm background and 4-H experience were not ranked as highly important. The competency area Faculty/Staff Relations was rated as the most important for both agents and supervisors. Management Skills were ranked more important for supervisors, while Public Relations and Work Habits were rated more important for agents. Training should be provided to increase agent and supervisor competencies in those areas identified as very important.

Servant Leadership is a theory of leadership in which the Servant Leader is motivated primarily by an intuitive desire to serve his/her followers. The leadership aspect is secondary. In this study, the concept of Servant Leadership was applied to the physician-patient relationship in a healthcare setting. In this paper the implications for lean production systems of the Internet are explored. Does the World Wide Web facilitate the implementation of Just-in-Time production systems, or alternatively, can it serve as a substitute for JIT? The possible effects on supply chains, production scheduling, inventory control, procurement, quality improvement, and the workforce are some of the issues addressed. Some case examples of use of the Internet for these purposes are presented. Constraints on the use of the Web to foster leanness are discussed and recommendations for integrating the Internet into production systems offered.

The Validity Of The Transformational, Transactional, And Laissez-Faire Leadership Model As Measured By The Multifactor Leadership Questionnaire (Mlq 5x), John Antonakis

Frank Dilley Award for Outstanding Doctoral Study

The Multifactor Leadership Questionnaire (MLQ), the most used instrument for gauging Bass and Avolio's full-range leadership model, underwent numerous revisions to answer criticisms about its construct validity. Since researchers found conflicting results regarding the number of factors that best constitute the model, this study examined whether the factor structure of the MLQ (5X) was consistent across a diverse array of samples. The total size of the samples was 6,525, integrated from 18 independent studies. Using confirmatory structural equation modeling techniques, results indicated that the factor structure was best represented by nine single-order factors, as asserted by Bass and Avolio. These …

Information and communication technologies (ICTs) are reshaping many industries, often by reshaping how information is shared. Information intensive industries, by their nature, show the greatest impacts due to ICTs that enable information sharing and the bypassing of traditional information intermediaries. Foundations and Leadership, recognized that to facilitate the successful implementation of IDEA provisions in local schools, educators need a sound conceptual understanding of congressional intent and best practice and opportunities to collaborate in new ways with school organization colleagues. This study was designed to identify and describe the stages of preservice development in a Professional Development School (PDS) for teachers of students with emotional disturbance. This study investigated two questions: (a) How does a preservice teacher for students with serious emotional disturbance in a one year full time PDS progress through a series of developmental stages, and (b) what are the opportunities that contribute to the learning of the preservice teacher in a PDS?

Only in about 35 percent of mergers do companies meet their pre-merger goals. One cause of these failures is attributed to the unstable work environment created by a pending merger. Previous research has focused on post-merger attitudes of employees. The purpose of the current study was to explore communication processes in announcing a merger. Scenarios were used to simulate merger announcements.
