With the exception of attacks by ballistic missiles, the continental United States was long held to be virtually immune from attack. For Americans, wars were something that took place in other countries. In the future, that may not hold. But while strategic thinkers agree that homeland defense needs greater attention, there is less consensus on the precise nature of the threat. The author disagrees with the commonly-held assumption that the main threat to the American homeland will come from terrorism inspired by U.S. leadership of globalization. Most countries are exploring and implementing reforms of their health care systems. The Arab countries in the Gulf are no exception after establishing modern governmental health care systems accessible to all and free of charge. Current problems of the Arab systems include financial, managerial and quality issues. The private sector in these countries has no defined national role and is gowing abruptly and unplanned. The paper presents the major global health reform directions, analyzing the current activities in the Arab Gulf countries and proposing certain practical relevant approaches for health reform, and expansion of insurance in these activites.

In many high technology industries, strategic alliances have become important for improving a firm's financial performance by providing knowledge that can be used to develop the capabilities needed to introduce new products. Therefore, researchers have examined those characteristics of alliances that can contribute to the performance of high technology companies. There is agreement that the structure and knowledge flows within alliances can affect a firm's innovativeness. However, to date, researchers have studied alliances as individual events or transactions, failing to recognize their synergistic effects as a coherent portfolio. Pain Control In Healthcare Organizations: Developing Effective Disease Management Programs, C. Richard Chapman, Stephen D. Lande, Bill H. Mccarberg, David B. Nash

Although medicine possesses the knowledge and technology for preventing or relieving most pain, poor pain control is still widespread. Unrelieved pain causes unnecessary suffering and increases health care expenditures. Among the barriers to improving pain control are poor provider education in pain management, misguided beliefs about the inevitability of pain and the dangers of pain medication, provider resistance to changing practice patterns, and administrative resistance to implementing improvements that incur short-term costs but lead to long-term savings. In short, poor pain relief in America's health care institutions is a system issue, and improvement requires a system-wide change. An effective program …

The Boundary-Spanning Role Of A Cooperative Support Organization: Managing The Paradox Of Stability And Change In Non-Traditional Organizations, Lynn M. Harter, Kathleen J. Krone

This project provides an interpretation of how one cooperative support organization, the Nebraska Cooperative Council, discursively functions to help its constituent cooperatives consolidate resources in order to better intersect with organizations in a larger bureaucratic system. In analyzing qualitative data collected through in-depth interviews, surveys, and organizational documents, we found the paradox of stability and change a revealing prism through which to make sense of participants’ experiences. We work toward locating and describing how the Council, through its boundary-spanning activities, helps cooperatives manage the paradox of stability and change while protecting their core participatory ideologies. Do European Union Defense Initiatives Threaten Nato?, Kori N. Schake

This paper looks at whether European efforts to develop independent defense capabilities undermine or support the transatlantic alliance. EU defense initiatives, particularly the European Security and Defense Policy (ESDP), do not inherently threaten NATO. Instead, the primary concern lies in Europe’s limited military capabilities and continued reliance on U.S. support. This paper explores how EU-led operations, focused largely on crisis management, differ from NATO’s broader warfighting role. It highlights the importance of coordination, interoperability, and avoiding duplication between the two institutions. Stronger European defense capabilities, if aligned with NATO, can reinforce, rather than weaken, the alliance and contribute to more …

Enterprise resource planning (ERP) systems have emerged as the core of successful information management and the enterprise backbone of organizations. The difficulties of ERP implementations have been widely cited in the literature but research on the critical factors for initial and ongoing ERP implementation success is rare and fragmented. This article focuses on approaches for mentoring and coaching employees within Extension. Through presentation of research and discussion of current applications, the authors explore mutual benefits and differences between coaching and mentoring. Several examples are shared of processes that have been implemented within the Ohio State University Extension to support these concepts.

This is the second edition of the Learn and Serve America National Service-Learning Clearinghouse review of dissertations on service, service-learning, and related topics. In the first edition we identified approximately 110 studies, limiting the search to studies conducted from 1990 to the present. In this volume we provide information and abstracts on more than 200 studies- and expand the time they were produced to periods prior to 1990. Some date as early as the 1970s.

The purpose of this study was to explore the healthcare professional’s experience during the implementation of information technology. The focus is on the implementation of a computerized medication ordering, dispensing, and tracking system in acute care departments of a 600- bed public hospital. Spradley’s qualitative, ethnographic research methods were used to discover the personal meaning of the implementation. How do pharmacists and nurses feel about the implementation of an advanced technology system? Are there any barriers to implementation? Literally, ‘empowerment’ is seen to relate to the user’s power. It involves undoing negative social constructions, so that the people affected can perceive themselves as having the capacity and the right to act and have influence (Rowlands, 1995:102). Rao and Kelleher (1995:70) define women’s empowerment as “the capacity of women to be economically self-sufficient and self-reliant with control over decisions affecting their life options and freedom from violence”. In Asia, the recent catastrophic decline in regional stock markets, continuing currency crisis and failures of major financial institutions and industrial corporations have increased domestic and international interest in corporate governance. Nowhere is this greater than in Japan where financial institution reform has catapulted this to the fore. Agency theory and institutional theory, together with comparative case examples, are used in a study to derive some propositions on the dynamics of changing corporate governance systems in Japanese firms. The study argues for the co-existence of stakeholder and shareholder-centered corporate governance systems in Japan. This argument has an important implication for …

4-H Agents are change agents who foster changes in youth, communities, and individuals. As a youth development organization, we have an opportunity to clarify what we want to develop in youth. As we enter the new millennium, we are faced with the task of managing change and helping others adapt to change. This article discusses how the need to empower youth is intertwined with our own task of empowering ourselves.
