Tanf And Work Support Services: On The Job In Greater Philadelphia, Lisa Sprague
National Health Policy Forum
This site visit looked at programs in the greater Philadelphia area to move welfare recipients into employment and support services aimed at keeping them employed. Four years after implementation of the Personal Responsibility and Work Opportunity Reconciliation Act, welfare caseloads were much reduced, but challenges remained. Pennsylvania officials described their plans to assist beneficiaries who would reach their five-year lifetime cash assistance limit beginning in 2002. Site visitors met with state and county assistance office staff, employers, consumer advocates, and employment and training contractors. They participated in discussions of how work support services, such as medical assistance, child care, and …

Between A Rock And A Hard Place: Managing Dual Relationships, Marleen S. Williams
Issues in Religion and Psychotherapy
Because LDS people often seek psychological help from LDS counselors, the potential for ethical dilemmas around dual relationships is high. The article reviews current professional literature concerning ethical reponses to dual relationships in the context of LDS culture and practices. Recommendations are made for ethical decision making. Steps in the decision-making process are outlined.

The Justice Cascade: The Evolution And Impact Of Foreign Human Rights Trials In Latin America, Ellen Lutz, Kathryn Sikkink
Chicago Journal of International Law
From a political point of view, it would have been easier to try Astiz in 1982 than Pinochet in 1999. Astiz was a mid-level naval officer of a country then at war with Britain. Trying him for human rights violations would have given substance to the British government's rhetoric about the repressive nature of the Argentine regime. Pinochet was a former head of state and current senator-for-life of a country that had supported Great Britain during the Falklands/Malvinas War. This Article examines what changed between 1982 and 1999 that made Pinochet's arrest in Britain possible. We address two main questions: …
Conflicting Laws In A Common Market? The Nafta Experiment, H. Patrick Glenn
Conflicting Laws In A Common Market? The Nafta Experiment, H. Patrick Glenn
Chicago-Kent Law Review
NAFTA represents an experimental common market, in which no measures have been taken, at the North American level, to resolve legal diversity and conflicts of laws and jurisdiction. The obvious contrast is with the European Union, with its pan-European institutions and formal program of legal unification. This Article defends the underlying philosophy of NAFTA, as appropriate for North America. There has also been substantial adaptation of the national laws of the NAFTA countries, which indicates that a process of informal harmonization is adequate for common market needs.

Scholarly Articles in Law Reviews & Journals
The United States is currently experiencing one of the largest waves of immigration in its history. Contrary to common assumptions, more than half of new immigrants are women. Despite this fact, U.S. immigration policy and most agencies serving immigrants have remained blind to gender differences and have treated all immigrants alike.

The Judiciary In The United States: A Search For Fairness, Independence And Competence, Stephen J. Shapiro

Alexander Hamilton referred to the judiciary as “the least dangerous branch” because it could neither make nor enforce the law without help from the other two branches of government. In the years since then, however, courts and judges in the United States have assumed a much more prominent role in society. American judges preside over criminal trials and sentence those convicted, decide all kinds of civil disputes, both large and small, and make important decisions involving families, such as child custody. They have also become the primary guarantors of the civil and constitutional rights of American citizens.
