Telecommunications Reform In Botswana: A Policy Model For African States, Patricia K. Mccormick Jul 2001

Telecommunications Reform In Botswana: A Policy Model For African States, Patricia K. Mccormick

Communication Faculty Research Publications

Since the mid-1990s, Botswana has pursued a policy of telecommunications liberalisation. This article, based on fieldwork conducted in Botswana in the summer of 2000, analyzes several notable aspects of the process of reform and denotes those worthy of emulation by other African states. The participation and protection of domestic telecommunication users, transparency in decision-making, the creation of an independent regulatory agency, and the introduction of competition in the form of private cellular service providers are among those policy features that are recommended for replication. Various facets of the tendering process and subsequent licences granted to the mobile operators as well …

Anatomy Of A Community-Level Fiscal Impact Model: Fit-4-Nh., Tracey L. Farrigan, John M. Halstead, Martin L. Shields, Douglas E. Morris, Edmund F. Jansen Jr

Natural Resources & the Environment

Abstract: This paper describes the development of a fiscal impact tool for New Hampshire communities (HT -4-NH). FIT -4-NH belongs to a family of computergenerated fiscal impact assessment models designed to estimate the impacts to local government revenues and expenditures that result from economic changes. In the past, work in this area has centered on the completion of countylevel models for the midwestern states. FIT-4-NH is unique in that it was designed for rural community-level use in the northern New England region of the country.

Depth Jumping: A Comparison Of The Most Effective Depth Jumping Techniques In The Improvement Of Power/Vertical Jumping, Stefan Darvishi

Graduate Theses

A four week depth jump training program was conducted to determine if there is a significant difference between bounce drop Jump technique and counter drop jump technique in improving leg power as measured by vertical jumping height. Eleven college females, age 18 to 21, involved in the sport of volleyball and basketball served as subjects in this investigation. Following pre-testing, the subjects were assigned to one of two treatment groups based on the sports they played. Both groups participated in the training two sessions per week. There were no control groups used in this investigation. The subjects in group one …

When Children And The Elderly Are Victims: Balancing The Rights Of The Accused Against Those Of The Victim, Charles W. Ehrhardt Jul 2001

When Children And The Elderly Are Victims: Balancing The Rights Of The Accused Against Those Of The Victim, Charles W. Ehrhardt

Scholarly Publications

Child sexual abuse prosecutions involve difficult societal issues as well as complex evidentiary and constitutional problems. The abusive act frequently occurs in private upon a young victim who proves an unpersuasive witness during a subsequent trial. Often only two eye witnesses exist, the victim and the accused, thus making the victim's credibility a critical issue. Because of the nature of these prosecutions, there has been a special focus on the principles regulating the admissibility of evidence in child abuse cases. Balancing the due process and constitutional rights of the accused against the interests of both the child and society in …

Challenging Assumptions: A Social Worker's View Of Future Of The Field, Lori Messinger

Center for LGBTQ Studies (CLAGS)

It was a pleasure to gather with other LGBT scholars from across the country, including some of the biggest names in the field, at the conference, "Futures of the Field: Building LGBT Studies into the 21 st Century." That said, I came away with some serious reservations about the state of our field, where we will be going, and who is leading us there. I spoke a few times at the conference, but I wanted to offer my thoughts in a more coherent and comprehensive manner.

Citizen Action (through New Mexico Community Foundation)

Citizen Action commissioned Dr. Marvin Resnikoff, Radioactive Waste Management Associates, New York, to review Sandia National Laboratories’ risk assessment for the Mixed Waste Landfill and evaluate whether the objectives identified under the Phase 2 RCRA Facility Investigation to “determine thoroughly the contaminant source, define the nature and extent of contamination, identify potential contaminant transport pathways, evaluate potential risks posed by the levels of contamination identified, and recommend remedial action, if warranted, for the landfill” were satisfied. A copy of Dr. Resnikoff’s curriculum vitae is included with this report.

This research was completed money allocated during Round 2 of the Citizens’ …

Application Of Neuro-Fuzzy Technique+2:9s To Predict Ground Water Vulnerability In Northwest Arkansas, B. Dixon, H. D. Scott, J. V. Brahana, A. Mauromoustakos

Arkansas Water Resources Center Technical Reports

Contamination of ground water has been a major concern in recent years of local, state and federal agencies involved with the management, quality, and quantity of water and their relationships with human health. The Springfield Plateau aquifer, which lies beneath the study area in northwest Arkansas, has been shown to have higher nitrate-N (NO3-N) concentrations than the national median. The dominant landuse (LULC) of this area is agriculture (primarily pasture/cattle and woodlands) and an encroaching urbanization. The major sources of nitrogen in the study area are poultry/cattle wastes, inorganic fertilizers (Peterson et. al., 1998) and septic filter fields. Many of …
