It Isn't Easy Being Green: Environmental Policy Implications For Foreign Policy, International Law, And Sovereignty, Terry Anderson, J. Bishop Grewell Sep 2001

It Isn't Easy Being Green: Environmental Policy Implications For Foreign Policy, International Law, And Sovereignty, Terry Anderson, J. Bishop Grewell

Chicago Journal of International Law

This paper examines how foreign policy involving trade, defense, diplomacy, and international law is being "greened" at home and abroad as environmental groups pressure government agencies to give environmental concerns greater weight. It argues that these changes represent a fundamental shift in US foreign policy and international relations. It identifies problems that arise from these revisions and explains how free market environmentalism offers a sound alternative that will lead to better environmental protection through freer trade, increased wealth, and decentralization.

Inside "L": Some Thoughts On The Office Of The Legal Adviser, Ashley Deeks Sep 2001

Inside "L": Some Thoughts On The Office Of The Legal Adviser, Ashley Deeks

Chicago Journal of International Law

I have helped scour a foreign capital hours before a closing to assemble the twenty-one owners of a property we wanted to buy. I have litigated a million dollar case on my own. I have learned what "hak pakai" and "hak guna bangunan" are. I have seen China's Great Wall, Cambodia's Angkor War, and Cape Town's towMships (and I am one of the least well-traveled people in the building). I have had an ambassador swing an armadillo at me. For all that, I am still in my first rotation in the Office of the Legal Adviser (or "L," as it …

The Limits Of Pragmatism In American Foreign Policy: Unsolicited Advice To The Bush Administration On Relations With International Nongovernmental Organizations, Kenneth Anderson Sep 2001

The Limits Of Pragmatism In American Foreign Policy: Unsolicited Advice To The Bush Administration On Relations With International Nongovernmental Organizations, Kenneth Anderson

Chicago Journal of International Law

The attitude of the Bush administration with respect to the vast array of international nongovernmental organizations ("NGOs") that now populate the international scene is, of course, in a process of development. Yet while the Bush administration has identified international issues that raise serious questions of American sovereignty, it does not appear to have understood the importance of international NGOs as international actors carrying forward these issues with one political agenda or another-not merely as followers or supporters, but as the driving force with respect to many important questions. The overtly realist orientation of the Bush foreign policy team (at least …

Problems With Wto Dispute Settlement, Alan Wm. Wolff Sep 2001

Problems With Wto Dispute Settlement, Alan Wm. Wolff

Chicago Journal of International Law

The open multilateral trading system that has been part of the international economic architecture of the last six decades has brought unparalleled growth and economic well-being to a larger proportion of the world than in any prior era. Those who care about preserving and enhancing this progress should be concerned about the serious systemic problems that threaten to undermine the legitimacy of the systems institutions. One such institution-arguably the most important one-is the dispute settlement mechanism established in 1994 under the World Trade Organization ("WTO") agreements. Claude Barfield has written a timely and important analysis of the WTO dispute settlement …

Identification Of An Mcm4 Homologue Expressed Specifically In The Sexual Stage Of Plasmodium Falciparum, J-L Li, Ls Cox Sep 2001

Identification Of An Mcm4 Homologue Expressed Specifically In The Sexual Stage Of Plasmodium Falciparum, J-L Li, Ls Cox

School of Biomedical Sciences

Mini-chromosome maintenance (MCM) proteins play an essential role in DNA replication initiation. We have isolated a novel gene encoding an MCM-like protein from the human malaria parasite Plasmodium falciparum using the vectorette technique. The gene has no introns and comprises an open reading frame encoding 1005 amino acid residues with a predicted Mr of 115 kDa. The encoded protein, termed PfMCM4, contains all conserved sequences in the MCM family and displays the highest homology to the Cdc54 (MCM4) of Saccharomyces cerevisiae. However, PfMCM4 possesses five unique amino acid inserts with sizes ranging from seven to 75 residues. Southern blotting of …

Free Trade, Sovereignty, Democracy: The Future Of The World Trade Organization, Claude E. Barfield Sep 2001

Free Trade, Sovereignty, Democracy: The Future Of The World Trade Organization, Claude E. Barfield

Chicago Journal of International Law

The World Trade Organization ("WTO"), only six years old, faces two formidable challenges. First, it must mobilize support to confront determined and growing attacks from outside groups and individuals who proclaim that the organization lacks democratic accountability and is merely a front for multinational corporations and dehumanizing capitalist values. Second, even as it attempts to mobilize its resources to meet these onslaughts, the WTO finds its own institutional viability jeopardized by internal constitutional flaws that play into the hands of opponents: namely, the pressure to "legislate" new rules-through a highly efficient new dispute settlement system-that flout the mandate that dispute …

Rehabilitation Practice and Science

These years, geriatrics is highly regarded because of increase of the elderly population. The weakness of physical functions caused by aging is natural; therefore, the ability of daily life and activity of the elderly degenerate. Mounting evidence of researches showed that the solution for this problem is internal medicine diagnosis in early stage and regular treatment. Moreover, exercise was also an eff-ective method to improve functional activity in the elderly. The major factors of improving functional activity include the nerve system, musculoskeleton system and body balance. The latter has been an important theme for geriatrics recently. In this study, hula-hoop …

A Psychographic Analysis Of Generation Y College Students, Joyce M. Wolburg, James Pokrywczynski

College of Communication Faculty Research and Publications

Generation Y is regarded as the elusive new youth market, whose members are as resistant to advertising efforts as were members of Generation X before them. To investigate various factors that influence the use of advertising among the college segment of Generation Y, a survey was administered to a random sample of 368 college students. Questions probed self-identity, relevance of depictions in the media, and the informational value of advertising across eight media. Results show that gender and a variety of personality traits such as introversion/extroversion affect both the perceived value of advertising as an information source and the relevance …

The objective of this study was to develop an X-ray computed tomographic method for measuring pulmonary arterial dimensions and locations within the intact rat lung. Lungs were removed from rats and their pulmonary arterial trees were filled with perfluorooctyl bromide to enhance X-ray absorbance. The lungs were rotated within the cone of the X-ray beam projected from a microfocal X-ray source onto an image intensifier, and 360 images were obtained at 1° increments. The three-dimensional image volumes were reconstructed with isotropic resolution using a cone beam reconstruction algorithm. The vessel diameters were obtained by fitting a functional form to the …

Pain Control In Healthcare Organizations: Developing Effective Disease Management Programs, C. Richard Chapman, Stephen D. Lande, Bill H. Mccarberg, David B. Nash Sep 2001

Pain Control In Healthcare Organizations: Developing Effective Disease Management Programs, C. Richard Chapman, Stephen D. Lande, Bill H. Mccarberg, David B. Nash

College of Population Health Faculty Papers

Although medicine possesses the knowledge and technology for preventing or relieving most pain, poor pain control is still widespread. Unrelieved pain causes unnecessary suffering and increases health care expenditures. Among the barriers to improving pain control are poor provider education in pain management, misguided beliefs about the inevitability of pain and the dangers of pain medication, provider resistance to changing practice patterns, and administrative resistance to implementing improvements that incur short-term costs but lead to long-term savings. In short, poor pain relief in America's health care institutions is a system issue, and improvement requires a system-wide change. An effective program …

Applying An Integrated Model To The Evaluation Of Travel Demand Management Policies In The Sacramento Region, Mti Report 01-03, Robert A. Johnston

Mineta Transportation Institute

The Mineta Transportation Institute at San José State University conducted this study to review the issues and implications involved in the project in question. The primary objective of this study was to use an advanced integrated land use and transportation model to evaluate transit and supportive land use and pricing policies; the Sacramento MEPLAN model was used to simulate these policies. The model represents the effect of changes in the transportation system on land use. If the land use and transportation interaction is not represented, then the analysis of transit and highway alternatives may be biased. For example, if the …

Construction Of Transit-Based Developments: New Policy Initiatives For Governments, Mti Report 01-05, Scott Lefaver

Mineta Transportation Institute

This project reviews policies and legislative programs that can be adopted at all levels of government to encourage transit-based development. The study focuses on local government implementation since it is cities and counties that have the land use responsibility for planning and zoning. The study also investigates how higher levels of government (state and federal) can encourage development through legislative and policy incentives. The study recommends some land use, legislative, and fiscal powers that are needed by local jurisdictions to carry out these incentives. The chapter entitled “Elements of Success” explains each of the recommendations in detail.

The Theater Of Birth: Scenes From Women's Scripts, Lisa Hanson, Leona Vandevusse, Kathryn Shisler Harrod Sep 2001

The Theater Of Birth: Scenes From Women's Scripts, Lisa Hanson, Leona Vandevusse, Kathryn Shisler Harrod

College of Nursing Faculty Research and Publications

An analogy between theater and birth is drawn from analyses of women's birth stories to describe birth from a fresh perspective. Birth and theater are compared using the theatrical production elements: setting, casting, props, set, behind the scenes, script, and roles. Selected examples from women's birth stories highlight each element. Nurses' roles are significant during labor and birth, but nurses' abilities to fulfill these roles are threatened. This analogy promotes rethinking of nursing actions in the theater of birth. Implications for clinical practice are provided, including altering the birth environment, offering choices, and maintaining the woman's role as star.

Spectral Response And Spatial Pattern Of Fraser Fir Mortality And Regeneration, Great Smoky Mountains, Usa, Thomas R. Allen

Political Science & Geography Faculty Publications

High elevation Fraser fir (Abies fraseri) forests of the Southern Appalachians have undergone widespread mortality since the introduction of the balsam woolly adelgid in the 1950s. Resulting changes in ecosystem pattern and process (e.g., stand dynamic processes) have greatly affected floral and faunal communities. In this project, we integrated field observations, geographic information system topographic models, and 1988–1998 satellite imagery to analyze spatial and temporal conditions of Fraser fir and spruce-fir ecosystems in Great Smoky Mountains National Park. Tasseled cap indices (brightness, greenness, and wetness) and associated spectral changes for Landsat TM digital data were statistically modeled by …

A Mutation In The Latency-Related Gene Of Bovine Herpesvirus 1 Leads To Impaired Ocular Shedding In Acutely Infected Calves, Melissa Inman, Luciane Lovato, Alan R. Doster, Clinton J. Jones

School of Veterinary and Biomedical Sciences: Faculty Publications

Bovine herpesvirus 1 (BHV-1) is an important pathogen of cattle, and infection is usually initiated in the ocular or nasal cavity. Like other alphaherpesviruses, BHV-1 establishes latency in sensory neurons but has the potential of reactivating from latency and spreading. The only abundant viral transcript expressed during latency is the latency-related (LR) RNA, which is alternatively spliced in trigeminal ganglia during acute infection (L. R. Devireddy and C. Jones, J. Virol. 72:7294–7301, 1998). LR gene products inhibit cell cycle progression (Y. Jiang, A. Hossain, M. T. Winkler, T. Holt, A. Doster, and C. Jones, J. Virol. 72:8133–8142, 1998) and chemically …
