Background: Progress in medicine and breakthroughs from bio-medical research have resulted in a rapid proliferation of healthcare technologies including drugs, equipment and interventional procedures. They are often numerous, costly and holding great promises, with safety and efficacy yet to be fully established. Healthcare providers are thus under constant pressure to decide for timely introduction of appropriate and worthy technologies for benefit of patients, despite all the uncertainties involved. Despite intense efforts to increase vaccine coverage, measles virus (MV) still causes significant morbidity and mortality in the world, sometimes as the result of severe, chronic, lethal disease. In an effort to develop therapies to supplement immunization strategies, a number of 5′-nor carbocyclic adenosine analogues were evaluated for anti-MV activity in CV-1 monkey kidney cells. Of those compounds tested, those either unsubstituted at C4 or possessing a hydroxyl, azido or amino substituent at that position were the most active, with particularly significant inhibition of MV, strain Chicago-1. The EC50 values against this strain ranged from100 mg/ml in actively growing and …

From Ambivalence To Activism: Australia And The Negotiation Of The 1968 Nuclear Non-Proliferation Treaty, Christopher Hubbard

This Dissertation presents a study of Australia's involvement in the negotiation and early interpretation of the 1968 Nuclear Non-Proliferation Treaty (NPT), an instrument which remains the most important global nuclear arms control measure in international law. Using data from recently released Australian government documents, the study analyses the process by which Australia was transformed from an ambivalent nuclear sceptic within the Western alliance, into a steadfast global campaigner against the spread of nuclear weapons. It concludes that Australia's urgent search during 1967 and 1968 for coherence in its policy on nuclear weapons acquisition, largely played out within sections of the …

The reliance interest has fascinated me for some time.' As a measure of damages for breach of contract, it seems theoretically unjustified and flawed in its implementation. In theory, it requires compensation for lost opportunities? In practice, such compensation is rarely provided'

unless one counts the expectation interest as a proxy for opportunities lost in reliance on a promise. In theory, it justifies recoveries that may exceed expectation. Yet, even its progenitors refused to endorse that implication. Why, then, does the reliance interest have continuing appeal

The decision4 to acknowledge one's sexual orientation-to "come out'5 in common parlance-exposes gay people to a variety of responses from acceptance, to ridicule,6 to loss of contracts or other means to earn a living, to termination of employment or other benefits.8 Nevertheless, it is an essential step toward lesbian and gay persons' full and equal participation in American society. Legal rules can help or hinder this process; current doctrine, unfortunately, does both.

This Article will address the debate and discuss regulatory concerns that would arise with the creation of private social security accounts. As will be shown, the present system fails to provide real social security, and deprives those most in need of a retirement program of an opportunity to increase their wealth or to have a comfortable retirement. Shifting to a private system would be expensive, but could be accomplished through recognition of the benefits of private investments and through a program of tax credits and deductions. This Comment argues that, in most cases, states are constitutionally bound to give full faith and credit to laws and judgments rendered in

sister states, including those that result in changes of the sex designated on birth certificates. The sex designated on the birth certificate controls gender identity for all legal purposes of the individual named therein. Therefore, unless a forum state demonstrates that allowing transsexuals and intersexuals to marry in their legal gender is contrary to an important state interest, that state must recognize “opposite-sex” marriages involving transsexuals and intersexuals.

This retrospective, longitudinal, quasi-experimental study uses insurance data to compare long-term outcomes among an adult population by depression history and treatment level. Treatment levels were assigned based on claims history correspondence with Agency for Health Care Policy and Research (AHCPR) depression outpatient treatment guidelines. Thirty-month outcomes included depression resurgence and total health care utilization (total utilization). Recurrent depressives (recurrents) were expected to experience resurgence at higher rates than single episode depressives (singles). Additionally, cases with AHCPR-recommended (preventative) treatments were expected to have lower resurgence rates compared to cases that received lower-level treatments. This dissertation investigates the optical detection of antigens (in this case, food pathogens such as Salmonella) with fiber-optic immunosensors. The major techniques used for this optical detection include: (1) Linking the antigens to some physical tracers that can be optically detected; (2) Collecting and transmitting the optical signal to an optical detector. From an optical point of view, the problem is a nonimaging-optics problem to collect a fluorescent signal from an extended Lambertian source and deliver it to an optical detection system with maximum energy transfer and distinct wavelength separation. This study had four main goals: (1) to develop a psychometrically valid condom influence strategy scale (CISS) on a college sample; (2) to examine the relationship of these influence strategies to variables from HIV risk reduction models; (3) to further validate this scale in a sample of at-risk community adults; and (4) to discuss how gender, power, and interpersonal variables such as influence strategies can be integrated into current models of HIV risk reduction. A robust ceramic thin film strain gage based on indium-tin-oxide (ITO) has been developed for static and dynamic strain measurements in advanced propulsion systems at temperatures up to 1400°C. These thin film sensors are ideally suited for in-situ strain measurement in harsh environments such as those encountered in the hot sections of gas turbine engines. A novel self-compensation scheme was developed using thin film platinum resistors placed in series with the active strain element (ITO) to minimize the thermal effect of strain or apparent strain. There has been much recent attention given to conflict resolution and nonviolence training programs in the face of problems of violence in our society. The Center for Nonviolence and Peace Studies at the University of Rhode Island was founded to provide nonviolence training to students of the university and community members. The purpose of this study was to evaluate the effectiveness of the Center's Nonviolence Training Program, based on Martin Luther King's approaches, designed to teach participants nonviolence methods as a way of life. Three interrelated studies using sediment samples collected at 41 stations in 1997-98 and sediment trap samples collected from 14 stations in 2000 are presented. The concentration of LABs, PAHs, TPHs, PCBs, DDTs, and chlordanes in the surface sediments (top 2 cm) were highest in the urban rivers at the head of the bay and decreased down the East and West Passages. Overall, the data indicate that sediment PAHs, PCBs and DDTs may have a significant impact on the benthos of Narragansett Bay. The ratio of PAH to TPH, as well as the alkyl homolog distribution for PAHs, indicates that petrogenic …

The problem for investigation encompassed three domains that identified the One Stop Career Center's (OSCC) remedial programs, the ability of its clients to enter federally funded job training programs, and clients' success in the programs they entered. Another facet of the study examined whether OSCC was using its current instructional software effectively in client remediation. The purpose of the project was to evaluate the use and effectiveness of computer assisted instruction (CAI) in basic skills remediation.

Historically, American politicians have been far more generous to highways than to public transit. The political elite's failure to support public transit is based on the view that despite decades of state and federal support, transit ridership has dwindled. This article criticizes that theory, by explaining that far from promoting public transit, government at all levels has sabotaged transit in a variety of ways: by building highways to suburbs unserved by public transit, by loading down transit systems with unfunded mandates, by using housing, education and tax policy to encourage migration to those suburbs, and by using zoning policy to …

Title VII of the Civil Rights Act of 196419 broadly prohibits discrimination in employment, including discrimination based upon sex. Title VII provides that it is unlawful for an employer "to fail or refuse to hire or to discharge any individual, or otherwise to discriminate against any individual with respect to his compensation, terms, conditions, or privileges of employment, because of such individual's race, color, religion, sex, or national origin."'

The Cambodia Project: During 2000-2001, The Future Group launched its inaugural project in Southeast Asia to address child sex slavery and trafficking. For nearly one-hundred days, a deployment team of four worked with local organizations in Cambodia to implement new ideas to help the children affected by this crisis of international proportions. Initially, The Future Group had planned to work to implement five projects in Cambodia. After just three weeks, the deployment team was significantly ahead of schedule and began to actively identify new areas to pursue. During the past two decades a new, global, legal professionalism has manifested itself in the field of legal education through a variety of programmes seeking to produce globally-aware or globally-connected lawyers. This paper explores the diverse meanings of globalization and legal education with particular attention to the differential effects of globalization and the varied experiences of it in different parts of the world. Taking its starting point from a Nigerian graduate student's insight that globalization means 'The White Man is Coming again'.
