Congress has overlooked a powerful tool for regulating within state jurisdictions: the Property Clause of the United States Constitution. The United States Government owns land in every state and approximately thirty percent of the total land in the United States. The federal government's authority to regulate its property within states derives from the Property Clause and has been described by the Supreme Court as "without limitation."

Professor Appel traces the historical development of the Constitution's Property Clause, from its pre-constitutional origins through modern Supreme Court decisions and academic conceptions. Professor Appel compares the narrow view of Property Clause scholarship - …

Identification of resilience factors in adolescents is necessary to promote health and decrease the incidence of negative health outcomes related to risk-behaviors in this age group. The purpose of this descriptive-correlational research was twofold: (1) to investigate the inter-relationships of perceived health status, perceived self-efficacy, resilience abilities, self-care agency and self-care practices in adolescents and (2) to evaluate a revised measure, The Solem Adolescent Resilience Abilities Scale (SARAS-R). On The Mechanisms Of Internalization And Intracellular Delivery Mediated By Ph-Sensitive Liposomes, Sérgio Simões, Vladimir Slepushkin, Nejat Düzgüneş, Maria C. Pedroso De Lima

We investigated the molecular mechanisms by which pH-sensitive liposomes surpass the cytoplasmic and endosomal membranes to deliver their aqueous contents into the cytoplasm. Various liposome formulations were evaluated for their efficacy to mediate intracellular delivery of encapsulated material, including a novel sterically stabilized pH-sensitive formulation ((DOPE:CHEMS:DSPE-PEG2000 (6:4:0.3)) that was previously developed in our laboratories. In an attempt to fully characterize the nature of liposome-cell interactions different approaches based on a dual-labeling fluorescence assay were used. We agree with Obrycki et al. (2001) that a broad-based ecological approach for new pest management technologies is desirable, but we unanimously and strongly disagree with some of their assumptions and conclusions about Bt corn. Bt corn is corn that has been genetically engineered to produce insecticidal proteins from the bacterium Bacillus thuringiensis. Because Bt corn is important for effective and ecologically sound management of lepidopteran pests of corn,we provide here relevant data, some of which is new, to help clarify the issues raised by Obrycki et al. Bending The Rules Of “Professional” Display: Emotional Improvisation In Caregiver Performances, Jayne M. Morgan, Kathleen J. Krone

Organizational norms of emotional expression are open to negotiation through improvised performances, as employees may bend or break emotion rules to gain more leeway in expressiveness and participate in the development of their own role identities in the workplace. In this ethnographic study, a dramaturgical perspective is used to analyze the processes and outcomes of emotional improvisation as observed among nurses, technicians, and physicians in a cardiac care center. It was found that the emphasis on maintaining a “professional” appearance in caregiving largely constrains actors to perform along their scripted roles. A brief summary of the history of anatomy is presented with particular focus on important scientists who contributed significantly to the development of anatomical education and recognition of anatomy as a discipline of science. An attempt has been made to review the history of preservation of human cadavers from earliest mummification methodology used by ancient Egyptians to the most modern technique of embalming and plastination of human cadavers, developed by Von Hagens during the period from 1979 to 1987. The need for use of modern teaching aids for instruction of topographic anatomy is also highlighted.

OBJECTIVE: The aims of the present work were to determine the prevalence of hypertension among attendants of primary health care centers in Al-Qassim region, Kingdom of Saudi Arabia. Also to investigate sociodemographic associates, and assess awareness among hypertensives. METHODS: Through cluster sampling 30 primary health care centers were selected. Forty attendants were chosen randomly from each center. A questionnaire inquiring sociodemographic characteristics and awareness was completed by interview with each participant. Using standardized methods the blood pressure, height and weight were measured. OBJECTIVE: The value of routine frozen section examination for intraoperative diagnosis of thyroid cancer is controversial and needs to be evaluated on an institution to institution basis. This paper highlights the local experience with frozen section and analyses its role, accuracy and limitation in diagnosing thyroid cancer. METHODS: A retrospective study of 61 patients who underwent thyroidectomy with routine thyroid frozen section examination at King Fahd Hospital of the University, Al-Khobar, Kingdom of Saudi Arabia. OBJECTIVE: To assess the knowledge, attitudes, and beliefs of the dentists and hygienists in the Riyadh area of the Kingdom of Saudi Arabia towards fluoride. METHODS: One hundred and thirty dentists and hygienist working in dental clinics in Riyadh were randomly selected. Self-administered questionnaires covered the following areas: general information, the use and application of fluoride, pharmacodymanics and pharmacokinetics of fluoride. Improving patient safety depends on a sophisticated understanding of what can jeopardize it. Reports of adverse patient events and "near misses" constitute valuable information that can foster that understanding. Knowing what has gone wrong in the past facilitates the search for systems improvements, which can prevent recurrence. Unfortunately, providers have been generally unenthusiastic about reporting medical error, whether from a sense of shame, from a fear of liability and institutional sanctions, or from anxiety about reputation and relationships with peers. This research paper analyses the relationship between transportation and urban form, with a special focus on transit-oriented developments (TODs). It examines the development of American and British cities from an historical planning perspective beginning in the nineteenth century. Transportation policies, problems of urban growth and transit systems are also reviewed. Case studies are presented on two West Coast cities where TOD has began to address these problems.

A Dipolar Coupling Based Strategy For Simultaneous Resonance Assignment And Structure Determination Of Protein Backbones, Fang Tian, Homayoun Valafar, James H. Prestegard

A new approach for simultaneous protein backbone resonance assignment and structure determination by NMR is introduced. This approach relies on recent advances in high-resolution NMR spectroscopy that allow observation of anisotropic interactions, such as dipolar couplings, from proteins partially aligned in field ordered media. Residual dipolar couplings are used for both geometric information and a filter in the assembly of residues in a sequential manner. Experimental data were collected in less than one week on a small redox protein, rubredoxin, that was 15N enriched but not enriched above 1% natural abundance in 13C. There are sex and race differences in many aspects of health care delivery. For example, blacks and women are less likely to receive aspirin and thrombolytic drugs. Blacks and women presenting with chest pain are less likely to be referred for cardiac catheterization. Blacks and women diagnosed with acute myocardial infarction (AMI) are also less likely to undergo cardiac catheterization. The gender differences in diagnostic evaluation after AMI appear more pronounced among younger women. The purpose of this study was to determine if there were identified opinion leaders among teachers and how those opinion leaders may have influenced teachers’ acceptance levels of the standards and assessment implementation for the language arts curriculum. Three phases of research were conducted. Twenty-four secondary language arts teachers and 109 elementary classroom teachers in the Papillion-LaVista School District were first surveyed to determine their level of acceptance of the standards and assessments for language arts.
