East Africa Institute

ICRAF and the Kenyan Ministry of Agriculture and Rural Development (MOARD) are implementing a project on “Improved Land Management in the Lake Victoria Basin.” The project began in 1999 – 2000 with a one-year startup year of activities under the Sida-sponsored National Soil and Water Conservation Programme (NSWCP). The collaborative project of ICRAF and MOARD has now been continued for another three years under the National Agriculture and Livestock Extension Programme (NALEP). Since Pre-Colombian time corn already formed part of the diet in Aztec and Mayan cultures, and actually represented in them a fountain of wealth and power. The cultivation is utilized in the region in multiple forms, not only for the human diet, but also as feed for animals. Corn is third place in the world production, following wheat and rice. It is cultivated in a total surface of 106 million hectares, its yield is 215 million tons, that represents an average of 2 tons per hectare. Changing Wage Growth 1967-1997: Causes And Consequences: Dissertation Summary, Stephanie R. Aaronson

Dissertation Awards

My dissertation documents the trends in wage growth and explores the implications of the observed changes, as well as possible factors that have contributed to the trends. The first chapter examines whether the decline in employment among low-skilled young men since the late 1960s can be explained by the decline in wage growth, which has reduced the value of work considerably. The second chapter details the increases in lifetime earnings inequality over the past 30 years and shows that they have been at least as great as the much more widely studied increases in cross-sectional inequality. Horse Maiming In The English Countryside: Moral Panic, Human Deviance, And The Social Construction Of Victimhood, Roger Yates, Chris Powell, Piers Beirne

Department of Criminology

The societal reaction to a series of horse assaults in rural Hampshire during the 1990s was a rare example of a moral panic about crime and deviance in which animals other than humans occupy, or seemed to occupy the central role of victim. This paper explores how the nature of the relationships between humans and animals is revealed through authoritative utterances about offenders and victims by the mass media, the police, and the humans who felt they had a stake in the horses' well-being. Analysis of how and when victimhood is ascribed to animals helps to uncover the invisible assaults …

The purpose of this project was to identify a set of quality measures that could be used to profile the performance of Maine’s home and community based care (HCBS) system. The long term care system in Maine has been significantly restructured in the last five years. Funding for home care services has more than doubled and now represents approximately 20% of Medicaid and State funding for LTC. This has led to increased interest in assuring the quality of services that are being provided and developing ways to improve the delivery of services and outcomes for consumers.

Genetic And Molecular Analysis Of Islet-And Liver-Enriched Transcription Factors In Metabolism And Development, David Quan Shih

Maturity-onset diabetes of the young (MODY) are monogenic forms of type 2 diabetes that are characterized by an early disease-onset, autosomal dominant inheritance, and defects in insulin secretion. Genetic studies have identified mutations in at least six genes associated with different forms of MODY. The majority of the MODY subtypes are caused by mutations in transcription factors that include hepatocyte nuclear factor (HNF)-4α, HNF-1α, PDX-1, HNF-1β, and NEURO-D1/BETA-2. In addition, genetic defects in the glucokinase gene, the glucose sensor of the pancreatic β-cells, and the insulin gene also lead to impaired glucose tolerance. This thesis describes the investigation of the mechanisms of signal transduction activated by tumor necrosis factor (TNF) superfamily proteins. Ligands of the TNF family engage TNF receptor (TNFR) family proteins, leading to a wide variety of cellular effects, these interactions are implicated in inflammation, immune regulation, bone homeostasis, and development. TNFR proteins lack intrinsic enzymatic activity, and are coupled to intracellular signaling cascades by TNFR associated factor (TRAF) proteins, which are cytoplasmic adaptor molecules. The roles of TRAF1, TRAF2, and TRAF6 are investigated structurally and functionally in the activation of NF-κB, AP-1, and Src-family kinases. Cbl proteins are identified as …

This article will discuss a recently proposed bill, The Affordable Prescription Drugs Act (APDA), and how it will attempt to strike a balance between reducing prices to make essential drugs more available and affordable, and working with pharmaceutical companies to make sure they profit and invest their money into research and development of new essential drugs. It argues that the APDA increases competition in the market place, thus reducing the price of prescription drugs, while still allowing pharmaceutical companies to profit from their inventions. The Stifling Of Competition By The Antitrust Laws: The Irony Of The Health Care Industry, John A. Powers

Journal of Law and Health

The text to follow is intended to provide an overview of the legal basis for the imbalance of power currently inherent to the health care industry, suggesting several reasons for its development. It also provides an outline of the current basis for antitrust liability in this country and describes some possible solutions. The most practical and effective means through which to rectify this imbalance would be to enact new federal legislation that would amend the antitrust laws to allow for limited "unionization" of independently practicing physicians for collective bargaining purposes.
