Genetic Disease, Genetic Testing And The Clinician, Kelly C. Smith Jan 2001

Genetic Disease, Genetic Testing And The Clinician, Kelly C. Smith

Publications

Modern medicine emphasizes treatment of the sick. It is often said that the widespread genetic testing soon to follow the completion of the Human Genome Project will usher in a new era of preventive medicine. Such changes require new ways of thinking, however. For example, there may be nothing clinically wrong with a healthy patient who requests genetic testing, even if the tests reveal disease genes. Since all individuals have genetic skeletons in their closets, it is important to be careful not to confuse having disease genes with having the diseases that they cause. Unfortunately, many in the public have …

The Incidence And Diversion Of People With Mental Illness In The Kent County Correctional Facility, Marleah Bevelacqua

Masters Theses

Many individuals with mental illness are arrested specifically due to symptoms of their mental illness for charges such as trespassing or disorderly conduct. This study involves several facets of determining an appropriate diversion program for Kent County Correctional Facility to place people in community based treatment programs rather than jail. The quantitative portion of the study was to replicate an earlier study performed in 1994 to determine an accurate number of persons with mental illness incarcerated in the facility. The remainder of the study was more qualitative in nature, studying jail diversion programs in other areas to determine similarities and …

The Prevention Of Infirm Or Monstrous Births, Michael T. Walton, Robert M. Fineman Jan 2001

The Prevention Of Infirm Or Monstrous Births, Michael T. Walton, Robert M. Fineman

Quidditas

From ancient times, humans have tried to improve reproductive outcome, that is, to give birth to healthy, beautiful babies. Both folk traditions and medical theories offered hope that inform or monstrous births could be avoided. While most efforts were ineffectual by modern standards, some may have been beneficial. It was not until well into the twentieth century that clearly demonstrable therapies were developed to improve birth outcomes. However, those therapies were almost as limited as the ancient techniques, in light of the possibilities of genetic therapy in the twenty-first century. In the following essay, we will look at the history …

Sorting Out Federal And State Judicial Roles In State Insitutional Reform: Abstention's Potential Role, Charles R. Wise, Robert K. Christensen Jan 2001

Sorting Out Federal And State Judicial Roles In State Insitutional Reform: Abstention's Potential Role, Charles R. Wise, Robert K. Christensen

Fordham Urban Law Journal

The U.S. Supreme Court has given federal courts the authority to abstain from hearing certain cases and defer to state courts in some cases where constitutional or federal statutory rights have been violated. This piece attempts to clarify the abstention requirements and provide a clear rationale for the doctrine. Part I of this piece discusses the origin and development of the abstention doctrine, focusing specifically on the Burford abstention, a kind of abstention particularly salient to institutional reform cases. Part I also illustrates the inconsistencies inherent in the application of the abstention doctrine in its current form. Parts II and …

Nebraska's Income Growth Continues As Job Growth Slows, John Austin, Nebraskan Business Forecast Council Jan 2001

Nebraska's Income Growth Continues As Job Growth Slows, John Austin, Nebraskan Business Forecast Council

Business in Nebraska

Overview

Nebraska has not fully participated in the recent upsurge in national economic growth. From the second half of 1999 through the first half of 2000, the nation's Gross Domestic Product, the broadest measure of an economy's performance, grew 6 percent after accounting for inflation. Those who follow the national economy now are wrestling with the problem of whether a soft landing from those unsustainably high rates of growth can be managed, or whether there will be a downturn.

In contrast, Nebraska is wrestling with the problem of anemic growth. The growth rate for Nebraska's nonfarm employment likely has hit …

Descensus Christi Ad Inferos: Christ’S Descent To The Dead, Martin F. Connell Jan 2001

Descensus Christi Ad Inferos: Christ’S Descent To The Dead, Martin F. Connell

Theology Faculty Publications

The narrative of Christ’s descent was nearly omnipresent in the early Church. Yet a change of Latin vocabulary from “descensus ad inferos” (Christ’s descent to the dead) to “descensus ad inferna” (Christ’s descent into hell) prompted a change in what was proclaimed. The earlier stratum portrayed Christ preaching to those who, while on earth, did not hear the word of God, while the latter described the reconciliation of sinners. The author here considers the vitality of this creedal statement and what is lost when the descent is absent from Christian experience.

Management Plan Jan 2001

Management Plan

National Invasive Species Council

Farmers, ranchers, scientists, State officials, and many others have urged the Federal Government to consider invasive species issues a priority and to develop a coordinated national effort to address the problem. In response, the President issued Executive Order 13112 on Invasive Species (Order) in February 1999. The Order established the National Invasive Species Council (Council), co-chaired by the Secretaries of Agriculture, Commerce, and the Interior; and includes the Secretaries of State, Treasury, Defense, and Transportation, and the Administrator of the Environmental Protection Agency. The Order directs the Council to form a non-Federal Invasive Species Advisory Committee (ISAC) to advise the …

Wheat Grain And Forage Yields Are Affected By Planting And Harvest Dates In The Central Great Plains, Drew J. Lyon, David D. Baltensperger, Melicio Siles Jan 2001

Wheat Grain And Forage Yields Are Affected By Planting And Harvest Dates In The Central Great Plains, Drew J. Lyon, David D. Baltensperger, Melicio Siles

Panhandle Research and Extension Center

Although grazing of winter wheat (Triticum aestivum L.) is a common practice in the southern Great Plains, little is known about the efficacy of wheat as a dual-purpose crop in the Nebraska Panhandle. The objective of this study was to evaluate the effects of establishment and harvest times on forage and grain production of wheat cultivars adapted to the region. Six cultivars were planted at four dates (very early, recommended early, recommended late, and very late) in each of 3 yr. Forage samples were taken from a previously non-harvested area late in the fall, at jointing, and at the …

Towards An Understanding Of Types Of Public-Private Cooperation, Peter V. Schaeffer, Scott Loveridge Jan 2001

Towards An Understanding Of Types Of Public-Private Cooperation, Peter V. Schaeffer, Scott Loveridge

Regional Research Institute Working Papers

Governments frequently join forces with private organizations. The focus of this article is on characteristics of sustained cooperative efforts that require a significant commitment of resources over an extended period. The authors observe that cooperators’ expected rewards and risks may influence the form voluntary cooperation will take. This article classifies public-private cooperation into four common forms and provides a conceptual framework for better understanding why cooperators choose a particular form of cooperation.
