Oceans Act: Uncharted Seas For Offshore Development In Atlantic Canada?, Aldo Chircop, Bruce A. Marchand Apr 2001

Oceans Act: Uncharted Seas For Offshore Development In Atlantic Canada?, Aldo Chircop, Bruce A. Marchand

Dalhousie Law Journal

Canada's Oceans Act, now five years old, is a ground-breaking piece of legislation in marine law which provides a framework for the development of a national oceans strategy, integrated planning and management, and institutional responsibilities. In this article, the authors review the Act and its issues and argue that the uncertainties found there provide opportunities for participants in the Atlantic Canada offshore oil and gas industry to influence the development of an oceans policy, legal and institutional framework that accommodates all interests.

Normalizing U.S.-Russian Relations, Eugene B. Rumer, Richard D. Sokolsky Apr 2001

Normalizing U.S.-Russian Relations, Eugene B. Rumer, Richard D. Sokolsky

Strategic Forums

This paper examines the challenges of defining a stable framework for engagement between Washington and Moscow. Past efforts to characterize the relationship as either a strategic partnership or a renewed rivalry have proven insufficient. The authors propose a pragmatic, interest-based approach that evaluates cooperation and competition on a case-by-case basis. The article highlights how enduring differences in political values, security priorities, and global objectives continue to shape bilateral interactions. While opportunities for cooperation remain in areas such as arms control and nonproliferation, they are often limited by persistent mistrust and conflicting interests. A more flexible and realistic policy, grounded in …

Fighting The Hobbesian Trinity In Colombia: A New Strategy For Peace, Joseph R. Nunez Colonel Apr 2001

Fighting The Hobbesian Trinity In Colombia: A New Strategy For Peace, Joseph R. Nunez Colonel

Books, Monographs & Collaborative Studies

The author analyzes the drug intervention conundrum of Colombia. He then summarizes the reasons for the violent and anarchic situation that frustrates those wishing to make peace and expand democracy. After introducing what he calls the Hobbesian trinity, the author discusses alternatives to intervention and notes the complexity of the human rights challenge. He suggests a new strategy for improving human security, government accountability, democratic reform, and peace prospects. The author argues that the current approach is heading the wrong way, moving away from peace and fomenting greater instability. He concludes that there is a window of opportunity for the …

Court, Clients And Kingship: A Study Of Royal Executive Style During The Reign Of James I, Nick Jon Ziegler Apr 2001

Court, Clients And Kingship: A Study Of Royal Executive Style During The Reign Of James I, Nick Jon Ziegler

History Theses & Dissertations

The thesis explores James Stuart's distinct style of kingship as a self-proclaimed absolute monarch whose writings, speeches and public image belied his intention to rule moderately for the welfare of his subjects. The king's reign is analyzed with regard to his ideas on monarchy and government, ecclesiastical policies, problems with clientage, relations with favourites and court culture. Both in Scotland and England, James' writings reveal his static approach to governing key institutions of church and state. The Jacobean court served as the locus of state political power as well as royal patronage, thus drawing many suitors for public offices and …

Globalization And The Paradox Of Incorporation And Marginalization: An Exploratory Note On Sub-Saharan Africa, Charles R. Lartey Apr 2001

Globalization And The Paradox Of Incorporation And Marginalization: An Exploratory Note On Sub-Saharan Africa, Charles R. Lartey

Graduate Program in International Studies Theses & Dissertations

Globalization has of late become the lingua franca of the study of the international political economic system. As its ideological counterpart, globalization has elevated neoliberalism to the status of an international theology. To harness the benefits of a globalizing world economy, conventional wisdom consider the dictums underlying neoliberal policies as “immutable laws” that must be adopted by both the developing and the developed world.

Utilizing a structured, focused analysis based on a case study of Sub-Saharan Africa (SSA), this research challenges the orthodox notion that the new international context of development that is instigated by the imperatives of globalization, and …

The Search For Vinland: Reconciling Literature And Archaeology, Clifford W. Anderson Apr 2001

The Search For Vinland: Reconciling Literature And Archaeology, Clifford W. Anderson

History Theses & Dissertations

It is now generally accepted that Columbus was not the first white European to have visited or attempted colonization of North America. It is also generally accepted that the only hard evidence available on the subject suggests that Norse settlers made the first attempt around 1000 CE. The term most often associated with the Norse settlement in question is "Vinland." However, several scholars are unwilling to associate Vinland with the location of the relevant archaeological find at L'Anse aux Meadows, Newfoundland. Utilizing an analysis of the two sagas that refer to the settlement and an authentication of the cartographical evidence, …

Fighting "Don't Know, Don't Care": The Fcda's Public Education Quest, Rachel M. Mihalovich Apr 2001

Fighting "Don't Know, Don't Care": The Fcda's Public Education Quest, Rachel M. Mihalovich

History Theses & Dissertations

The Federal Civil Defense Administration (FCDA) was created in December 1950 to prepare the civilian population of the United States to survive and recover from a nuclear attack by the Soviet Union and its allies. Contemporary civil defense theory dictated that this goal should be met by educating the American public in order to avoid a negative psychological reaction that would prevent survival and recovery. In order to evaluate the success of the FCDA's civil defense program, this study will investigate the composition of the FCDA and its public education program.

This study utilized several types of sources in evaluating …

The Restatement Of Torts And The Courts, Jack B. Weinstein Apr 2001

The Restatement Of Torts And The Courts, Jack B. Weinstein

Vanderbilt Law Review

Primarily through tort law the courts compensate those injured by others. Secondary aspects of our work such as deterrence or forcing tortfeasors to pay the full social costs of their activities are minor and collateral. For jurors focusing on compensation, tort law has only two operative elements: damage and cause. It is the law professor and the judge, through decisions on motions and instructions, who are the main Restatement consumers. Emphasizing mass torts, I will make three points relevant to those considering the health of tort law.

First: Tort law in its least inhibitory principle is useful be- cause of …

A Compact Ozone Differential Absorption Lidar (Dial) Transmitter Using A Solid-State Dye Polymer, Alton L. Jones Jr. Apr 2001

A Compact Ozone Differential Absorption Lidar (Dial) Transmitter Using A Solid-State Dye Polymer, Alton L. Jones Jr.

Electrical & Computer Engineering Theses & Dissertations

The measurement of atmospheric ozone is important because in the troposphere it is a pollutant that is toxic to living systems, but in the stratosphere ozone protects life by shielding us from the sun's harmful UV-B radiation.

Laser remote sensing from aircraft using differential absorption lidar (DIAL) has become a very important technique for measuring atmospheric ozone at different altitudes and locations. Current aircraft-based DIAL systems use pulsed Nd:YAG pumped liquid dye lasers, which are then frequency doubled into the UV region, to probe both the stratosphere and troposphere for ozone.

This thesis describes a new potential DIAL laser transmitter …

Integrated Management Tactics To Assess Risk And Reduce Damage To Conifer Reforestation By Pocket Gophers, Richard M. Engeman, Gary W. Witmer

United States Department of Agriculture Wildlife Services: Staff Publications

In the western United States, pocket gophers pose an acute and chronic problem for forest managers to overcome. Gophers cause extensive damage to seedlings and can delay reforestation for decades.. Here we examine the predictive factors for assessing the risk for damage and the available control tools and damage control strategies. The information is reviewed and summarized so that an integrated damage reduction plan can be developed in a logical, cost-effective, and environmentally responsible fashion..
