Faculty Scholarship

The American people first became aware of the issue of mental retardation and the death penalty around the time of this Court’s decision in Penry. In the intervening years, all available forms of evidence demonstrate an unmistakable national consensus that people with mental retardation should not be executed. Petitioner, as well as other supporting amici, will present this Court with the compelling clinical, moral, and constitutional reasons why such executions violate the Eighth Amendment. Amici American Association on Mental Retardation (AAMR) et al. offer a somewhat different perspective. Since the Court’s evaluation of whether a national consensus exists is essentially …

The Design Of Fuzzy Collision-Avoidance Expert System Implemented By H∞ - Autopilot, Cheng-Neng Hwang, Joe-Ming Yang, Chung-Yen Chiang Jun 2001

The Design Of Fuzzy Collision-Avoidance Expert System Implemented By H∞ - Autopilot, Cheng-Neng Hwang, Joe-Ming Yang, Chung-Yen Chiang

Journal of Marine Science and Technology–Taiwan

Collision avoidance is one of the urgent topics on ship voyage at sea. Experts’ experience is still essential when a ship is in the danger of colliding with the others nowadays although a lot of electronic voyage supported apparatuses have been equipped on ships. To include these experts’ experiences to resolve the problems of collision, we design a fuzzy collision-avoidance expert system that includes a knowledge base to store facts and rules, an inference engine to simulate experts’ decision and a fuzzy interface device. Either a quartermaster or an autopilot system can then implement the avoidance action proposed in the …

American Consul In Jerusalem 1856-1896, Eric Vaughn Lowe Jun 2001

American Consul In Jerusalem 1856-1896, Eric Vaughn Lowe

Dissertations and Theses

The Europeans were the first ones to establish Consuls at Jerusalem. They used their consular offices to establish permanence and extend their influence in the region. Under the guise of citizen and religious protection they extended their power and influence in the Ottoman territory. The United States established its consulate in Jerusalem in 1853. In comparison with the European consuls the American Service was-new, inexperienced, and lacking professionalism. This American outpost was plagued with complexities that were distinct to the office at Jerusalem. The consul reports from 1856-1896 reflect the mission and difficulties faced at this seemingly remote outpost.

Henry Adams: The Historian As Political Theorist, James P. Young Jun 2001

Henry Adams: The Historian As Political Theorist, James P. Young

Kansas Open Books

Henry Adams has been a neglected figure in recent years. The Education of Henry Adams is widely accepted as a classic of American letters, but his other work is little read except by specialists. His brilliant journalism is out of print, while Mont Saint Michel and Chartres and the novels Democracy and Esther receive little attention. Even the monumental History of the Administrations of Thomas Jefferson and James Madison, considered by some to be the greatest history written by any American, seems noticed only by scholars of that period. James P. Young, author of the highly regarded Reconsidering American Liberalism, …
