This Article explores how, in assessing the motivation of those who kill because they believe they were directed by God to do so, society distinguishes religious-based decisions from delusional decisions that result from mental disorder. Part II discusses how religion is defined in our society, and Part III considers the extent to which religious conduct, as opposed to religious belief, is protected from governmental intrusion.

Faced with legal challenges8 and, in 1998 alone, over 13,000 inquiries from people and groups interested in starting low-power stations, the government relented, and in January 2000, completed a process creating a new low-power FM (LPFM) service.9 In the space of two years, the FCC had gone from raiding and shutting down microradio stations to inviting applications for low-power broadcast licenses. The University of Denver conducted a five-day remote sensing study in the Phoenix, AZ area in the fall of 1999. The remote sensor used in this study is capable of measuring the ratios of CO, HC, and NO to CO2 in motor vehicle exhaust. From these ratios, we calculate mass emissions per kg (or gallon) of fuel and the percent concentrations of CO, CO2, HC and NO in motor vehicle exhaust which would be observed by a tailpipe probe, corrected for water and any excess oxygen not involved in combustion. Perhaps the most traditional, conservative bastions of literature in America are those that are home to the thousands of high school Advanced Placement English classes throughout the United States. In these classrooms, diligent students and teachers study "literature of enduring quality" in preparation for the rigorous AP English literature examination given each spring. Typically the curriculum of these courses relies heavily on the classics: works by Shakespeare, Tolstoy, Hugo, Austen, Hawthorne, Hemingway, and the rest of the authors enshrined in literature's pantheon. When I first started teaching, grammar education was specifically addressed in my district's learning objectives: students will identify adjectives and adverbs; they will diagram subjects and direct objects. As a new teacher, I did my best to meet the objectives. I tried to make the content interesting and, somehow, connected to writing: we wrote clues for treasure hunts using prepositional phrases and descriptions of our own 'wild things" (a la Maurice Sendak) with elaborate adjectives. Once, I spent a week teaching verbals with comic strips to a ninth grade honors class, only to receive a scathing letter from a parent …

The 4 articles in this special issue make important contributions to both family and religious studies as well as to their interface. This commentary begins by considering 4 unifying themes present across all of the articles, including meaningful religion-family linkages, the importance of gender differences in the faith-family interface, the significance of intergenerational relationships, and the need for better theory. Aboriginal oral history is a valuable source of information about a people's past. It can constitute important evidence as proof of prior events, and/or it can shed light on meanings groups give to their past. Despite its value, however, oral tradition presents particular challenges of admissibility and interpretation because of its unique source and transmission. This article outlines and discuses these challenges and suggests various approaches to better understand the insights contained within aboriginal history.

Hiv/Aids And Human Rights In Russia: Compliance And The Rule Of Law, William F. Flanagan

This article examines Russia’s legal response to its ongoing HIV/AIDS epidemic. Russia’s international human rights obligations are reviewed and the article then critically assesses the extent to which Russia’s current HIV/AIDS law and practice are consistent with those obligations. The paper demonstrates that most aspects of Russia’s HIV/AIDS laws are consistent with Russia’s international obligations. However, the paper also documents key parts of HIV/AIDS practice in Russia that are seriously inconsistent with both Russian HIV/AIDS law and Russia’s international human rights obligations. This inconsistency between HIV-related de jure norms and de facto practice raises the question of compliance with the …

Properties Of Sputtered Bilayer Wnx/W Diffusion Barriers Between Si And Cu, K. D. Leedy, Matthew O'Keefe, E. J. Dahlgren, J. T. Grant

Copper interconnect metallizations in next generation integrated circuits will require thin diffusion barrier layers (< 20 nm) between the Cu and low-k dielectric which may also function as seed layers for subsequent material depositions. One possible structure entails a multicomponent diffusion barrier with a lower resistivity component, such as W on WNx. In this study, sputtered WNx/W bilayer thin films were investigated as diffusion barriers between Si and Cu. The total thickness of the WNx/W bilayer was fixed at 20 nm while the WNx thickness was varied from 0 to 20 nm. After deposition of the barrier films, a 100 nm thick Cu film was sputtered over the top of the ct-W and amorphous WNx bilayer. The as-deposited WNx/W film stress was found to be strongly dependent on the relative amount of WNx and W present and the addition of a Cu overlayer was found to mitigate the stress levels. The WNx/W barriers remained stable after 650°C anneals and exhibited phase transformations to W 2N. Microstructural characterization using transmission electron microscopy and x-ray diffraction and chemical analysis by x-ray photoelectron spectroscopy of the films were used to identify the as deposited and transformed phases. © 2001 Materials Research Society.

An optimal online feedback treatment strategy is developed for the parturient paresis of cows, based on nonlinear optimal control theory. A limitation in the development of an existing mathematical model for calcium homeostasis is addressed and the model is extended to incorporate control inputs. An optimal feedback controller is synthesized for the nonlinear system using neural networks. Though the main aim of this paper is to solve the biomedical control problem, the methodology presented in this paper is a general computational tool, which can be applied to solve a fairly general class nonlinear optimal control problems.

We present a new optimal control approach to robust control of robot manipulators in the framework of state dependent Riccati equation (SDRE) technique. To treat this highly nonlinear control system, we formulate it as a nonlinear optimal regulator problem. SDRE technique was used to synthesize an optimal controller to this class of robot control problem. We also synthesize a neural network based extra controller to achieve the robustness in the presence of the parameter uncertainties. A typical two-link robot position control problem was studied to show the effectiveness of SDRE approach and robust extra control design to robotic application.

The thermophotovoltaic (TPV) generator converts radiant energy from a high temperature emitter element into electric power using infrared responding photovoltaic cells. Spectral control is a primary issue in TPV applications. Conventional TPV generators have relied on filters to achieve selectivity and spectral control with near-blackbody ceramic emitters. Several practical problems have limited the success of this approach, particularly the present lack of a satisfactory wide-band infrared filter.
