Transforming Defense An Era Of Peace And Prosperity, Conrad C. Crane Dr. Dec 2001

Transforming Defense An Era Of Peace And Prosperity, Conrad C. Crane Dr.

Books, Monographs & Collaborative Studies

The ideas and issues presented in this collection of papers from the Twelfth Annual Strategy Conference conducted by the U.S. Army War College in April 2001 will educate and inform anyone interested in the past and future course of American defense reform. Though conference attendees had many differing opinions about the barriers to defense transformation and how to overcome them, a broad consensus formed that some change is essential to meet future security requirements. They observed at the time that it is ironic that the peace which creates the prosperity and wealth to fund transformation and permits a window of …

Talk Around The Coffeepot: A Key To Cultural Change Toward Diversity, Ann C. Schauber Dec 2001

Talk Around The Coffeepot: A Key To Cultural Change Toward Diversity, Ann C. Schauber

Journal of Extension

Leading a state Extension organization to become effective in a culturally diverse society takes a deliberate organizational culture change to incorporate diverse perspectives. One way to change Extension's organizational culture is to identify and then change the organizational diversity climate. Climate, integral to culture, changes more readily than culture. Findings from a qualitative study of Oregon State University Extension's climate toward diversity revealed supportive, defensive, and uncertain dimensions. Applying the results of this assessment to the development and implementation of a strategic plan, OSU Extension is now on a charted course to become more relevant in a culturally diverse society.

Energy Storage Systems For Advanced Power Applications, Aysen Arsoy, Yilu Liu, Paul F. Ribeiro, Brian K. Johnson, Mariesa Crow

Electrical and Computer Engineering Faculty Research & Creative Works

While energy storage technologies do not represent energy sources, they provide valuable added benefits to improve stability power quality, and reliability of supply. Battery technologies have improved significantly in order to meet the challenges of practical electric vehicles and utility applications. Flywheel technologies are now used in advanced nonpolluting uninterruptible power supplies. Advanced capacitors are being considered as energy storage for power quality applications. Superconducting energy storage systems are still in their prototype stages but receiving attention for utility applications. The latest technology developments, some performance analysis, and cost considerations are addressed. This paper concentrates on the performance benefits of …

Power System Deregulation, Mariesa Crow

Electrical and Computer Engineering Faculty Research & Creative Works

Given the difficulties encountered by the state of California in deregulating their electric power industry, many people are questioning the wisdom of such a move. To better understand the motivation behind deregulation, the author looks at the cost of energy nationwide in the United States. For example, she considers some of the regional energy costs from August 2001.

Facing Issues Of Diversity: Rebirthing The Extension Service, Ann C. Schauber, Kathy Castania Dec 2001

Facing Issues Of Diversity: Rebirthing The Extension Service, Ann C. Schauber, Kathy Castania

Journal of Extension

Our desire to meet the educational needs of the increasingly culturally diverse population in our communities is driving the need for system change in Extension nation-wide. Just as we are successfully managing technological changes, so also must we manage diversity. Managing diversity requires a new set of skills and an institutional framework for change. We need to provide intercultural competency training for staff and hire professionals who have skills to work with diverse audiences. Support for institutional change exists through the National Subcommittee on Extension Diversity (SED- part of the ECOP structure) and the Change Agent States for Diversity Project.

The Value Orientations Method: A Tool To Help Understand Cultural Differences, Tom Gallagher Dec 2001

The Value Orientations Method: A Tool To Help Understand Cultural Differences, Tom Gallagher

Journal of Extension

To work with people of other cultures, it's important to understand their "world view." The Value Orientation Method (VOM) provides a way to understand core cultural differences related to five basic human concerns, or orientations. The method has been used widely in cross-cultural situations, including in higher education, health services, and conflict resolution. A 16-question oral survey is available and can be used for formal research about cultural differences or informally in training to help people become aware of and work with cultural differences at the individual and institutional levels.

Translating Extension Publications Into Spanish: Practical Hints For Extension Professionals, William S. Watson Dec 2001

Translating Extension Publications Into Spanish: Practical Hints For Extension Professionals, William S. Watson

Journal of Extension

Providing high-quality Spanish language materials is not simply a matter of translating what's already on the shelf. Even if you chose to, how do you avoid an embarrassing publication if you don't speak the language? You can, if you identify qualified people and use an orderly process. This article discusses sources and considerations for manuscripts to be used with Spanish-speaking audiences and offers a method for estimating translation costs and a process for reviewing cultural, grammatical, and technical content. Spanish language materials require additional time and skills, but the result is a client well served.

From Common Law To Civil Law Jurisdictions: Court Adr On The Move In Germany, Nadja Alexander Dec 2001

From Common Law To Civil Law Jurisdictions: Court Adr On The Move In Germany, Nadja Alexander

Research Collection Yong Pung How School Of Law

In Australia today, ADR processes are recognised not only as a distinct system of dispute resolution, but also as a system that interacts interdependently with the legal system. This is most clearly demonstrated in the context of court-related mediation, which is increasingly seen as an effective way to increase access to, participation in, and satisfaction with the way legal disputes are resolved. Cappelletti categorises ADR as the third wave in the worldwide access-to-justice movement. ADR provides a different approach and a different sort of justice for solving disputes — what Cappelletti labels ‘co-existential justice’.

Solid Waste Management In Oil And Gas Pipelines Application To Asab Field, Abdulqader M Alkamali

Theses

Managing solid waste, and any other wastes in general, is an environmental need, an economical choice and a legal requirement. Preserving the environment while lowering the cost becomes a necessity when liabilities are of concern.

Solid wastes generated from oil and gas industrial activities are very diverse in their characteristics, large in their amounts and many of which are hazardous in nature. Thus, the need to manage these wastes is an obvious mandate. Oil and gas industrial activities include exploration, drilling, production, processing, refining, manufacturing and exporting. Associated with these activities, other supporting services; such as, maintenance, civil, transportation, storage, …

Iowa's Non-Native Graminoids, Thomas R. Rosburg Dec 2001

Iowa's Non-Native Graminoids, Thomas R. Rosburg

Journal of the Iowa Academy of Science: JIAS

Iowa's non-native graminoids include 60 species of grasses and one species of bulrush. The exotic grass species comprise a large proportion (about 31%) of the total species richness of grasses in Iowa, which are second only to the Asteraceae in terms of total species. About half of the non-native graminoids (52%) occur sporadically and form sparse, non-invasive populations, while eighteen species (about 30%) are commonly encountered in large populations throughout the state. About 60% are annuals and a large majority (89%) has been introduced from either Europe or Asia. The C3 photosynthetic pathway is prevalent, occurring in approximately two-thirds of …

During the past decade, the profession of pharmacy has changed dramatically. The Doctor of Pharmacy degree has replaced the Bachelor of Science degree as the first professional degree offered at most accredited U.S. pharmacy schools. Advanced clinical training is now a mainstay of pharmacy training, and this has enabled pharmacists to contribute to disease management efforts. In addition, technological improvements in prescription processing have afforded pharmacists more time to participate in disease management activities. This paper describes how the role of the pharmacist has changed and reviews the results of programs involving pharmacists as disease management providers in the areas …

Evaluating The Sex Discrimination Argument For Lesbian And Gay Rights, Edward D. Stein Dec 2001

Evaluating The Sex Discrimination Argument For Lesbian And Gay Rights, Edward D. Stein

Articles

The sex discrimination argument for lesbian and gay rights analyzes laws that discriminate on the basis of sexual orientation in terms of sex discrimination. For example, sodomy laws that prohibit only same-sex sexual activities are analyzed as discriminating on the basis of sex because they prohibit women from doing something men are permitted to do, that is, have sex with women. This argument has been championed by some scholars and litigators, and it has persuaded some judges. Edward Stein shows that there are sociological, theoretical, moral, and practical problems facing the sex discrimination argument. He suggests that there are better …

Europe In America: Grammatology, Legal Studies, And The Politics Of Transmission, Peter Goodrich Dec 2001

Europe In America: Grammatology, Legal Studies, And The Politics Of Transmission, Peter Goodrich

Articles

This Essay begins by analyzing the way American legal theory has failed to adequately address the challenges and insights of grammatology, the philological critique of the language of law initiated with Jacques Derrida's work Of Grammatology. Professor Goodrich traces the form that this failed confrontation took and then outlines how this philological critique ought to inform a study of law. Importantly for Professor Goodrich, the grammatological approach to law provides ways of analyzing not just the written legal text, but also the effects of new media technologies on the law more broadly. The changes in the law brought about by …

A Harm Reduction Intervention For Drinking Games, Nicholas A. Lind Dec 2001

A Harm Reduction Intervention For Drinking Games, Nicholas A. Lind

All-Inclusive List of Electronic Theses and Dissertations

Binge drinking is not only responsible for the leading cause of death of 18-21 year olds (alcohol-related accidents), but is also associated with alcohol dependence, sexual assault, and school failure. Little research has addressed one of the major contexts in which college binge drinking occurs, namely participation in drinking games. The current study used a quasiexperimental pre-post design to examine the effectiveness of a drinking game intervention based on Marlatt's (1996) Harm Reduction model of prevention. Six male residence hall floors and seven fraternities were randomly identified as experimental groups and three floors and three fraternities were designated as controls. …

Modeling And Analysis Of Social Networks, Robert S. Renfro Ii Dec 2001

Modeling And Analysis Of Social Networks, Robert S. Renfro Ii

Theses and Dissertations

This dissertation develops new methods for the modeling and analysis of social networks. Social networks describe the complex relationships of individuals and groups in multiple overlapping contexts. Influence in a social network impacts behavior and decision making in every setting in which individuals participate. This study defines a methodology for modeling and analyzing this complex behavior using a Flow-Model representation. Multiple objectives in an influencing effort targeted at a social network are modeled using Goal Programming. Value Focused Thinking is applied to model influence and predict decisions based on the reaction of the psychological state of individuals to environmental stimuli. …

Memory And The Experience Of Hearing Music, W Jay Dowling, Barbara Tillman, Dan Ayers Dec 2001

Memory And The Experience Of Hearing Music, W Jay Dowling, Barbara Tillman, Dan Ayers

Dartmouth Scholarship

We report five experiments in which listeners heard the beginnings of classical minuets (or similar dances). The phrase in either measures 1-2 or measures 3-4 was selected as a target, tested at the end of the excerpt. A "beep" indicated the test item, which was a continuation of the minuet as written. Test items were targets (repetitions of the selected phrase), similar lures (imitations of targets), or different lures, and occurred after delays of 4-5, 15, or 30 s. We estimated the proportion of correct discriminations of targets from similar lures and targets from different lures. In Experiment 1, …
