Global threats to public health in the 19th century sparked the development of international health diplomacy. Many international regimes on public health issues were created between the mid-19th and mid-20th centuries. The present article analyses the global risks in this field and the international legal responses to them between 1851 and 1951, and explores the lessons from the first century of international health diplomacy of relevance to contemporary efforts to deal with the globalization of public health.

Run-time reconfiguration (RTR) is a method of computing on reconfigurable logic, typically FPGAs, changing hardware configurations from phase to phase of a computation at run-time. Recent research has expanded from a focus on a single application at a time to encompass a view of the reconfigurable logic as a resource shared among multiple applications or users. In real-time system design, task deadlines play an important role. Real-time multi-tasking systems not only need to support sharing of the resources in space, but also need to guarantee execution of the tasks. This article responds to Professor Mark Tushnet's article, "The Redundant Free Exercise Clause?" Although its analysis and specific conclusions are distinctive, the article reaches a general conclusion similar to Tushnet's - namely, that the contemporary Free Exercise Clause is largely redundant, in that it provides little protection that is not afforded independently by other First Amendment doctrines. The article first contends that the core principle of the contemporary Free Exercise Clause, the nondiscrimination requirement of Employment Division v. Smith, might be subsumed, perhaps entirely, within the free speech principle that disfavors content discrimination. To that extent, the Free Exercise Clause …

Are We Buyers Or Hosts? A Memetic Approach To The First Amendment, Jeffrey E. Stake

The First Amendment is often analyzed using the metaphor of the marketplace of ideas. Making use of memetic analysis, this article suggests that ideas should not be treated as inert products that we choose but as living things that sometimes exert some influence over their environment. Some of the ideas are more adept at surviving than others, and the ones that survive will not necessarily be good for humans. Although lame-duck Presidents frequently push through partisan domestic laws and policies during the waning hours of their administrations, they usually steer clear of significant or controversial international issues; or, at the least, they seek their successors' concurrence as to the course to pursue. This Article examines one of those very rare instances in which a lame-duck President was able and chose, during the final hours of his Administration, to bind the United States to significant international commitments without the concurrence of the President-elect. Working Knowledge: Trade Secrets, Restrictive Covenants In Employment, And The Rise Of Corporate Intellectual Property, 1800-1920, Catherine L. Fisk

The invention of trade secret doctrine in the mid-nineteenth century enabled employers to enjoin revelation of secret information by current or former employees. At the same time, courts expanded the permissible uses of post-employment covenants not to compete so as to prevent dissemination of knowledge. These doctrinal developments thus defined the bounds of permissible entrepreneurship. Equally as significant, these doctrines both generated and reflected a profoundly new perspective on the nature and control of workplace knowledge.

Extinguishing Inheritance Rights: California Breaks New Ground In The Fight Against Elder Abuse But Fails To Build An Effective Foundation, Kymberleigh N. Korpus

This Note examines the elder abuse problem in the United States by describing: state responses to its "discovery" in the late 1970s as well as the debilitating reliance upon reporting; the currently available remedies and the hurdles to using those remedies; the ethical challenges to the states' primary abuse prevention tools, and the dramatic explosion in elder abuse that is already underway. Then, this Note describes American descent doctrines, and philosophies underlying exceptions to the doctrinal testamentary freedom and value-neutrality of intestate succession statutes. Drilling fluids and muds are an essential component of the rotary drilling process used to drill for oil and gas on land and in offshore environments. However, the bioaccumulation of petroleum contaminated soils/drilling mud due to oil and natural gas exploration has posed a major environmental concern due to its prolonged environmental persistence and its leachability below the rhizosphere. Polycyclic aromatic amines (arylamines) are a class of chemical carcinogens that are prevalent in environmental and industrial settings. In order to study the mechanism of their toxicity a quantitative and qualitative detection method was developed to measure the C8-adenine adducts of benzidine and 2-aminofluorene in DNA samples. To do this a novel synthetic method using a palladium catalyst was developed to prepare authentic and deuterated arylamine adducts to serve as standards. These standards were then used to develop a high performance liquid chromatography, electrospray, tandem mass spectrometry, isotope dilution, detection method. A study of Forbes, Fortune, and Black Enterprise magazines finds that the two mainstream business publications—Forbes and Fortune—provide virtually no coverage of Blacks and the black business community, thereby helping to perpetuate the white-dominated view of society that places minorities in general—and Blacks in particular—outside the norm. Black Enterprise, on the other hand, continues in the long tradition of the black press, providing an alternative view of society through its focus on the black business community.

Despite the pervasiveness of sports in American society and the ever-increasing role of sponsorship in the marketing mix, sponsorship marketing as a discipline currently lacks the rigorous academic study and theoretical foundations that exist in other marketing disciplines. The purpose of this study is to determine whether or not sponsorship of New Orleans Zephyrs baseball is an effective way of increasing awareness of a product or brand. Escherichia coli is the indicator organism of choice for the detection of fecal contamination. Standard methods for detecting fecal contamination often rely on detecting fecal coliforms. While this practice if highly efficient in most applications, when used with the sediment-laden waters of Louisiana, free-living soil bacteria, such as Klebsiella pneumoniae were shown to inflate the fecal coliform counts. An accurate assessment of the contamination problem requires methods that detect E. coli. To detect E. coli, several of species-specific genes were tested before the gadAB genes were selected. Globally, millions of leprosy patients suffer irreversible peripheral nerve damage resulting in blindness or other disabilities as a consequence of Mycobacterium leprae infection. Schwann cells, the neural target of M. leprae, have a central role in leprosy histopathology including axonotrophy, altered myelin architecture and demyelination. The mechanisms of nerve damage have not been fully elucidated but appear to be the direct result of M. leprae within Schwann cells or a combined effect with an aggressive immune response to M. leprae within the nerves. A statewide mail survey of specialEducation preschool teachers (N = 370, return rate of 51%) in Indiana was conducted to gather descriptive information about social skills training practices. Reported practices were compared to recommended practices from the theoretical literature. Results indicated a lack of formal training of teachers, lack of curriculum selection guidelines, lack of systematic assessment and intervention programs, and a lack of individualization of social skill training goals. Practices consistent with the theoretical literature were revealed including working with teams to develop IEP social skill goals, prioritizing social skills training activities, and effective use of observation assessment methods, …
