Guidelines For Development Of Courses For Delivery Over The Iowa Communications Network, Gary F. Hasman

This paper examines the quality of education as it relates to the Iowa Communications Network (ICN). It reviews the literature to determine a working definition of quality that was used to create a list of characteristics desirable in teachers who use technology. A list of such teachers was solicited from three administrative committees of the ICN and from the directors of the state's 15 area education agencies. Four teachers were selected from the list and their approach to creating programs for delivery over the ICN was examined. Personal interviews were used to discover commonalities among the four teachers' approaches to …

No "Dilettante Affair": Rethinking The Experimental Use Exception To Patent Infringement For Biomedical Research Tools, Janice M. Mueller

Scientists who require multiple "research tools" (i.e., laboratory resources such as transgenic animals and biological receptors) to develop new drugs and medical diagnostic products are frequently finding that these tools are patented or subject to other proprietary constraints. Stacking royalty obligations and heightened transaction costs resulting from the proliferation of patents on research tools threaten to slow or stop the development of new drugs and devices critical to public health. Because U.S. courts have very narrowly interpreted the common law "experimental use" defense of patent law as limited to "dilettante" uses of inventions for mere "amusement" or "philosophical" inquiry, scientists …

With traditional, over-the-air broadcasts, radio stations do not have to start paying license fees to rights holders if they get a bigger transmitter or technology allows their signal to reach more listeners. That much, not even the RIAA will dispute. So why should it matter if stations use the Internet to reach additional listeners? The law shouldn't be interpreted to discourage radio stations from using new Internet technology to do the same thing they're doing now--especially since Congress itself expressly said it did not want to "[hamper] ... new technologies" or "impose new and unreasonable burdens" on broadcasters. This was an open-label study of levetiracetam in children with autism. Many anticonvulsant medications are used for management of externalizing behaviors and mood stability in autism; however, they are not consistently effective and adverse reactions limit their use. The objective of this study was to test the following research questions: (1) to determine whether levetiracetam reduces problematic externalizing behaviors in children with autism, and (2) to determine whether a nootropic effect from levetiracetam may be seen in cognition, memory, and/or language function in children with autism. With access to safe, legal abortion under severe constraint or debate in many parts of the world, less attention has been paid to the issue of quality of abortion care. This issue of Quality/Calidad/Qualité explores two programs that operate in very different settings but with a shared commitment to providing high-quality abortion care in a context of broader reproductive health services: the Clinique d’Orthogénie of Broussais Hospital in France and Parivar Seva Sanstha in India. The reading process in comics is an extension of text. In text alone the process of reading involves word-to-image conversion. Comics accelerate that by providing the image. When properly executed, it goes beyond conversion and speed and becomes a seamless whole. In every sense, this misnamed form of reading is entitled to be regarded as literature because the images are employed as a language. There is a recognizable relationship to the iconography and pictographs of oriental writing. When this language is employed as a conveyance of ideas and information, it separates itself from mindless visual entertainment. This makes comics a …

Apoptosis may represent a prominent form of neuronal death in chronic neurodegenerative disorders, such as Alzheimer’s disease. Although apoptosis under mitochondrial control has received considerable attention, mechanisms used within the endoplasmic reticulum (ER) and nucleus in mediating apoptotic signals are not well understood. A growing body of evidence is emerging from different studies which suggests an active role for the ER in regulating apoptosis. Disturbances of ER function have been shown to trigger two different apoptotic pathways; one involves cross-talk with mitochondria and is regulated by the antiapoptotic Bcl-2, and the second is characterized by the activation of caspase-12. Direct (intracisternal) injection of aluminum complexes into rabbit brain results in a number of similarities with the neuropathological and biochemical changes observed in Alzheimer’s disease and provides the opportunity to assess early events in neurodegeneration. This mode of administration induces cytochrome c release from mitochondria, a decrease in Bcl-2 in both mitochondria and endoplasmic reticulum, Bax translocation into mitochondria, activation of caspase-3, and DNA fragmentation. Coadministration of glial cell neuronal-derived factor (GDNF) inhibits these Bcl-2 and Bax changes, upregulates Bcl-XL, and abolishes the caspase-3 activity. Furthermore, treatment with GDNF dramatically inhibits apoptosis, as assessed by the TUNEL technique for detecting …

Using a target-neighborhood approach with six annual dicot species in the Negev Desert of Israel, we tested whether neighborhood biomass constrained the upper limit of plant performance and if the slope of the upper boundary was correlated to species trait means, such as relative growth rate (RGR) and seed mass. Target individuals were measured in early spring and then collected at the onset of the dry season along with all naturally occurring neighbors within a 5-cm radius of the target. Using a minimum of 50 samples for each of the six target species, we found no significant relationships between target …

This paper examines the availability of basic public services such as water supply and sanitation in the cities and towns of developing countries, using data drawn from the Demographic and Health Surveys. Inadequate provision of public services can compromise health, hinder economic growth, and stymie efforts to reduce poverty. We find that wide rural-urban gaps remain in service delivery, and that smaller cities-where about half of urban residents live-are notably under-served by comparison with larger cities.

Toxins stemming from mold in feed grains are unavoidable in poultry production. "Mycotoxins" such as aflatoxin B (AFB1) are among the most potent liver-damaging toxins known. AFB1 is also a probable human carcinogen. Poultry are the most sensitive of all farm animals to the toxic effects of even small amounts of AFB1. Although poultry don’t generally live long enough to develop cancers, AFB1-related diseases adversely affect their health. This aflatoxin can cause slowing of growth and decreased resistance to microbial pathogens that make poultry ill. Because these toxins are so pervasive in feed grains, eliminating them has proved either impractical …

The majority of new control engineering positions is now in manufacturing and involves programmable logic controllers (PLCs). The paper describes two courses developed at the University of Missouri-Rolla to satisfy this demand. Both courses present the subject of programming PLCs with an emphasis on the design of the programs. Both courses contain an integral laboratory component that solidifies the concepts presented in the lectures. The philosophy and pedagogical features of the two courses are first described, followed by the structure of the lecture and the laboratory exercises.
