This essay is a personal inquiry into the nature of media technology, law, and ethics in an era marked by the convergence of media that have been largely separate-print, broadcast, cable, satellite, and the Internet-and by the consolidation of ownership in all of these media. What inventions, practices, and norms must emerge to enable us to take advantage of this vast new information-based world, while preserving such important professional values as diversity, objectivity, reliability, and independence?

Legalizing Merger To Monopoly And Higher Prices: The Canadian Competition Tribunal Gets It Wrong, Alan A. Fisher Ph.D., Robert H. Lande, Stephen F. Ross

This article analyzes the Canadian Superior Propane decision, apparently the first merger decision in world history to consider explicitly what to do when a merger was predicted to lead to both higher consumer prices and to net efficiencies. The article advocates analyzing the merger under a "price to consumers" or "consumer welfare" standard, rather than a total efficiency standard, and advocates that the enforcers and the courts block such mergers.

Orbitally Induced Climate And Geochemical Variability Across The Oligocene/Miocene Boundary, Hilary A. Paul, James C. Zachos, Benjamin P. Flower, Aradhna Tripati

To assess the influence of orbital-scale variations on late Oligocene to early Miocene climate and ocean chemistry, high-resolution (similar to 5 kyr) benthic foraminiferal carbon and oxygen isotope and percent coarse fraction time series were constructed for Ocean Drilling Program site 929 on Ceara Rise in the western equatorial Atlantic. These time series exhibit pervasive low- to high-frequency variability across a 5-Myr interval (20.5-25.4 Ma). The records also reveal several large-scale secular variations including two positive (similar to 1.6 parts per thousand) oxygen isotope excursions at 22.95 and 21.1 Ma, suggestive of large but brief glacial maxima (Mi-l and Mi-la …

BACKGROUND:

Systemic lupus erythematosus is a disease of unknown etiology, which at onest may involve only one organ system or be multisystemic. The aim of our study is to determine the clinical presentation of SLE patients presenting to AKUH to establish whether guidelines laid down about this disease are in agreement with our experience.

METHODS:

A retrospective log review was carried out at AKUH, based on data obtained from 165 files of individuals admitted to the hospital over a period of 12 years with a confirmed diagnosis of SLE.

RESULTS:

Parental Care In Sphaerium Striatinum Lamarck: Evidence For Retention Of Competent Offspring, Mark Beekey, Ronald H. Karlson, Alyse R. Greenberg

The timing of offspring release is a fundamental turning point in the life history of any organism. It represents the end to many of the most costly forms of parental care (e.g., provisioning of nutrients for developing eggs and zygotes) and the beginning of an independent life for the offspring. Generally temporal variation in this event is attributed to a variety of physiological and evolutionary trade-offs. Here we examine the retention of offspring in the freshwater clam Sphaerium striatinum Lamarck. Excess Condemnation - Must The Interest Condemned In Private Property Be Proportional To The Public Use? - The Effect Of City Of Charlotte V. Cook, Kimberly A. Baxley

This note will examine the North Carolina Supreme Court's decision in City of Charlotte v. Cook. Part II of the note sets out the factual background and issues raised by the Cook decision and details the reasoning of both the North Carolina Court of Appeals and the North Carolina Supreme Court in ruling on the issues. Part III analyzes the Supreme Court's holding and concludes that greater judicial scrutiny of eminent domain practices is essential to protect the private property owner from abusive takings.

Dna Ploidy Analysis Of Borderline Epithelial Ovarian Tumours, Saba Lodhi, Sabeen Najam, Shahid Pervez

Department of Pathology and Laboratory Medicine

Objective: Borderline epithelial ovarian tumors not uncommonly pose a great difficulty to surgical pathologists as morphologically they may show very similar features as those of malignant epithelial tumors except invasion. However it is important to separate these from their invasive counterparts because of their superior prognosis. Recently, attention has been focussed on the prognostic value of flow cytometric analysis of DNA ploidy in borderline epithelial ovarian tumors. The purpose of this study is to investigate whether flow cytometric analysis of cellular DNA content acts as a useful adjunct to the histopathological diagnosis of borderline malignancy.

Electrical and Computer Engineering Faculty Research & Creative Works

A static compensator (STATCOM) is a device that can provide reactive support to a bus. It consists of voltage sourced converters connected to an energy storage device on one side and to the power system on the other. In this paper the conventional method of PI control is compared and contrasted with various feedback control strategies. A linear optimal control based on LQR control is shown to be superior in terms of response profile and control effort required. These methodologies are applied to an example power system
