Extending beyond the normal boundaries of education, a growing number of educators are widening their students’ knowledge base to include the landmine crisis plaguing multiple countries, thereby raising the global consciousness of this humanitarian problem. Commendably, students around the world are assuming an active role in the crisis, aware of the potential damage waiting to strike at the heart of their generation, as landmines and UXO annually claim numerous children as victims. Teachers, employing accepted pedagogical techniques, are educating their students about the devastation inflicted by mines and UXO by introducing them to landmine oriented magazines and literature. The complexity of the issue of alternatives to AP landmines is great from both a humanitarian and a technical standpoint. Stances on this issue seem to range from the substantive and supported (by research and field experience) and the reactionary (i.e., unbending humanitarianism). When the differing stances are considered, the one conclusion that can be drawn is the need for the discovery of a middle ground. That is, given current levels of technology, what can be done to end the suffering of the innocent while protecting the combatant?

With its conclusion in July 2000 and certification a month later, the level one landmine survey in Yemen has provided the Yemeni authorities with a wealth of reliable information from which to plan and prioritize activities. For many people this means planning for mine clearance, but the utility of the level one data goes far beyond clearance. The Landmine Survivors Network (LSN) made an agreement with the Jordan Ministry of Social Development to facilitate mine awareness throughout the year 2000. For a week in August, youth center supervisors from throughout Jordan attended Mine Risk Education Training in Aqaba, Jordan. The LSN facilitated the workshop with cooperation from Rädda Barnen and the Royal Jordanian Army Corps of Engineers. All 60 of the youth center supervisors in Jordan were invited to attend the mine awareness training. A total of 44 Jordanian Youth Center Supervisors attended the workshop, 13 females and 31 males. Through a variety of mine awareness techniques and programs, Adopt-A-Minefield promotes a landmine free environment by involving individuals, community associations and businesses in the process. Essentially, Adopt-A-Minefield functions as a liaison between the affected communities and sponsors. To accomplish this vital task, Adopt-A-Minefield acknowledges no political debates or boundaries. Rather, it allows individuals to contribute their resources to the overall goal, establishing common ground between the contributors and the mine-affected populations upon which to build lasting relationships. The program also adheres to its tenet that through cooperation the world can rid itself of this less-publicized but intensely severe problem.

Multiple Spatial Scale Assessment Of Coral Reef And Hard-Bottom Community Structure In The Florida Keys National Marine Sanctuary, Steven Miller, Dione W. Swanson, Mark Chiappone

The zoning plan for the Florida Keys National Marine Sanctuary (FKNMS) established 23 relatively small no-fishing zones distributed mostly along the offshore reef tract in 1997. In 1999, a two-stage, stratified random sampling design based on the proportion of coral reef and hard-bottom types within the FKNMS was conducted. Our study focused on differences in coverage, density, and condition of benthic organisms with respect to habitat type, regional variations, and differences between no-fishing zones and reference sites at 80 locations spanning 200 km. Facilitation May Buffer Competitive Effects: Indirect And Diffuse Interactions Among Salt Marsh Plants, Ragan M. Callaway, Steven C. Pennings

Biological Sciences Faculty Publications

Direct interactions among plant species may be highly modified by indirect or diffuse effects within a multispecies community. We investigated the direct and diffuse effects of two salt marsh perennials, Monanthechloe littoralis and Arthrocnemum subterminale, on winter annuals and the perennial herb Limonium californicum in a salt marsh in central California. In permanent plots, Monanthechloe had expanded substantially in the upper marsh over the past 13 yr, while Arthrocnemum and all annual species had decreased. These dynamics suggest that Monanthechloe may directly outcompete most other species in the upper marsh. In contrast, Arthrocnemum is known to facilitate some annual species. …

An Investigation Into Optimum Curve Setting For Overall Image Quality On The Xeikon Dcp/50d, Virginia Clemmens

The Xeikon DCP/50D is a color, electrophotographic press. Its ability to handle variable data and variable page lengths make it a top competitor in the digital printing markets. The technology is a dry toner based system, set in a configuration of four units, and able to duplex in a single pass. Multiple jobs, handling multiple images and data can now be printed in sequence with no press adjustment needed between jobs. With this new technology come new issues in maintaining desired image quality on press. In traditional printing, such as offset, accounting for dot gain and transfer curves were an …

Immunologic Effects Of Gliotoxin In Rats: Mechanisms For Prevention Of Autoimmune Diabetes Mellitus, Honggang Liu, Susan H. Jackman, Henry Driscoll, Bryan Larsen

Biochemistry and Microbiology

Various fungal products, such as gliotoxin (GT), have immunomodulating activity, a fact exploited previously by our group for prevention of autoimmune diabetes mellitus in BB/Wor rats. To understand better the immunologic effects in GT-treated rats, splenocytes from 65-day-old prediabetic diabetes-prone rats were phenotypically characterized after chronic treatment with GT. A parallel study examined the direct effects of GT on splenocyte preparations incubated with the mycotoxin. In vitro treatment of splenocytes with GT revealed relative decreases in CD4+ and increases in CD8+ T-cell subsets, whereas in vivo treatment with GT did not result in detectable alterations in relative CD4+ and CD8+ …

The debate over the legitimacy of judicial use of legislative history has significant legal and political ramifications that have long sparked controversy. As additional commentators join this long-running engagement, the focus of the debate necessarily changes.

In a previous article, John Manning argued that the use of legislative history violates the constitutional rule barring congressional self-delegation. Jonathan Siegel argues here that judicial reliance on legislative history does not implicate that rule, because a statute's legislative history already exists at the time of the statute's passage, and statutory incorporation of preexisting materials operates as an adoption of those materials, not as …
