Older Citizens And The Plan-Making Process: Are Planners Being Neglectful?, Denise A. Boswell

Building codes and code enforcement have been criticized by governmental commissions and academic experts for unnecessarily increasing the costs of new construction in central cities, thereby reducing the ability of builders and developers to provide affordable housing and compete successfully with suburban areas. In this paper, we examine empirically the effects of the stringency of code enforcement on central city housing construction. We show that the code enforcement choices central cities make can limit their ability to compete with suburban areas for new single-family-detached and multi-family housing. We also show that minor changes in strategy will not alter this effect. …

An aging population directly influences the activities of community planners. Planning issues have a bearing on the quality of life older people experience living in the community. By consciously involving older citizens in the plan-making process, planners can better understand the visions and unique needs of this sector of the population. A questionnaire was developed to measure the degree of effort planners make to involve older citizens in the planning process. It was administered to planners in a sample of 30 jurisdictions in Florida. The results indicate that planners have generally neglected older adults as part the citizen participation process. …

This project was designed to set up a course which would allow Australian wheat growers and their partners to get closer to the markets that buy their wheat in order to learn more about some of the quality issues that affect the end products. This form of education should assist the wheat industry to move with these changing markets to lean more about them and build some supply chain linkages. Star Formation And Tidal Encounters With The Low Surface Brightness Galaxy Ugc 12695 And Companions, Stacy S. Mcgaugh

We present VLA H I observations of the low surface brightness (LSB) galaxy UGC 12695 and its two companions, UGC 12687 and a newly discovered dwarf galaxy 2333 + 1234. UGC 12695 shows solid-body rotation but has a very lopsided morphology of the H I disk, with the majority of the H I lying in the southern arm of the galaxy. The H I column density distribution of this very blue LSB galaxy coincides in detail with its light distribution. Rivulus marmoratus (Pisces: Aplocheilidae) is a small cyprinodontid indigenous to mangroves of the western tropical Atlantic. This species is well known as the only selffertilizing, hermaphroditic vertebrate, and populations normally consist of genetically diverse groups of homozygous clones. However, male fish are known from a few populations, and outcrossing and heterozygosity have been documented from two areas in Central America. Rivulus marmoratus also exhibits a number of behaviors and environmental tolerances unusual in fishes, and since the species is secretive, rare in some habitats and difficult to collect, knowledge of its natural history has been limited until recently.
