In this presentation the author argues that improvement in schooling and teacher education in the United States will be successful to the extent that educators establish via research and practice and make known to the public and to budget controlling authorities the clear relationships which exist between investment in education and productive citizenship. Until educators become more proactive, demanding, political, and willing to serve as American Reconstructioneers of Culture (ARCs), our educational institutions will continue to drift with a tide of mediocrity as resources flow to other more viable and vocal areas.

With the ever-increasing use of computers in data analysis, there has been a movement to abandon traditional parametric approaches, with all of their restrictive assumptions, in favor of computer-intensive nonparametric inferential statistical procedures such as the jackknife and the bootstrap that are based upon resampling of the sample data. In this article these techniques are compared and contrasted with the parametric approach, with special emphasis on inferences regarding correlation coefficients.

The Influence Of Textbooks On Teaching Strategies: An Empirical Study, Lianghuo Fan, Gurcharn S. Kaeley

This study investigates the influence of textbooks on teaching strategies. Teaching strategies of 14 teachers using University of Chicago School Mathematics Project (UCSMP) secondary mathematics textbooks were compared to those of another 14 teachers using non-UCSMP textbooks in 13 schools. Data were collected from classroom observations, teacher interviews and a questionnaire survey. The results indicate that textbooks appear to affect teaching strategies by conveying pedagogical messages to teachers and providing an encouraging or discouraging curricular environment for employing different teaching strategies. Effective School Administration In An Age Of Educational Reform, Theresa A. Quigney

Mid-Western Educational Researcher

A major educational reform issue relates to the evolving role of school leadership. This study investigated which characteristics and behaviors educators perceived as being in the repertoire of successful school administrators in this time of educational restructuring. Interpretation of the results yielded a prioritization of competencies valued in today’s educational administrators, as well as differences in perception among specific groups of educators. The results were also compared to a similar investigation completed more than 10 years ago, which provided insight regarding the influence of school leadership reform initiatives on educators’ views of effective school administration.

Buyer Liability And Voluntary Inspections In International Greenhouse Gas Emissions Trading: A Laboratory Study, Timothy N. Cason

This paper reports a preliminary laboratory experiment in which traders make investments to increase the reliability of tradable instruments that represent greenhouse gas emissions allowances. In one half of the sessions these investments are unobservable, while in the other half traders can invite costless and accurate inspections that make reliability investments public. We implement a buyer liability rule, so that if emissions reductions are unreliable (i.e., sellers default), the buyer of the allowances cannot redeem them to cover emissions. We find that allowing inspections significantly increases the reliability investment rate and overall efficiency. Prices of uninspected allowances usually trade at …

Alternative Hypotheses And The Volume Of Trade: The Gravity Equation And The Extent Of Specialization, Jon Haveman, David Hummels

We examine why the gravity equation works and the implications for its use. There are three contributions. First, we demonstrate that the gravity equation as a statistical relationship (and not as a specific prediction about bilateral trade) can be generated from a model with incomplete specialization. Second, we analyze two facts or “puzzles” that are broadly inconsistent with the complete specialization models typically used to derive the gravity equation. In both cases, the data are consistent with the alternative hypothesis of incomplete specialization. “Home bias”, for example, is only puzzling when viewed through the lens of the complete specialization model. …

Does a central bank, when introducing a new monetary regime designed to reduce inflation, prefer more or fewer economic agents who form informed forecasts of inflation? The relevance of the question arises because the central bank can make a decision about how much information to disseminate about the nature of the new regime. We find that the central bank will prefer a higher proportion of agents who form rational expectations if it disinflates from a high level of inflation but not so if it disinflates from a moderate or low inflation level.

Internal Capital Markets And Investment Efficiency: Evidence From Janpanese Industrial Groups, Mark D. Walker

Using a sample of 12,136 firm-years between 1993 and 1998, I examine the investment policies of firms in Japanese industrial groups. My findings indicate that internal capital markets among keiretsu firms are active. Investment at the firm level is positively correlated with cash flows from the remainder of the keiretsu. Furthermore, firms in industrial groups tend to invest more than predicted if their growth opportunities are below-average and invest less than predicted if their growth opportunities are above-average. These findings suggest that the reallocation of capital within keiretsu firms is inefficient.

Interventions in foreign exchange markets are commonly used by monetary authorities to influence exchange rates. Whether or not the interventions are symmetrical in response to external shocks representing depreciation or appreciation pressures depends on other objectives of the monetary authority. If the goal of maintaining low inflation is more important than exchange-rate stabilization, then when inflation is considered to be too high asymmetrical interventions are likely to arise with more vigorous interventions to offset depreciation pressures than to offset appreciation pressures. Evidence from Taiwan supports this pattern.

International trade occurs in physical space and moving goods requires time. This paper examines the importance of time as a trade barrier, estimates the magnitude of time costs, and relates these to patterns of trade and the international organization of production. Estimates indicate that each additional day spent in transport reduces the probability that the US will source from that country by 1 – 1.5 percent. Conditional on exporting country, estimates directly identify a willingness-to-pay for time savings using variation across exporters and commodities in the relative price / speed tradeoff for air and ocean shipping. We analyze the problem of determining inventory and pricing decisions in a two-period retail setting when an opportunity to refine information about uncertain demand is available. The model extends the newsvendor problem with pricing by allowing for multiple suppliers, the pooling of procurement resources, and more general informational dynamics. One contribution is the solution procedure: we show that all decisions (up to seven in all, including recourse decisions) can be determined uniquely as a function of a surrogate first-period decision called the stocking factor.
