Why Elephants Gallop: Assessing And Predicting Organizational Performance In Federal Agencies, Gene A. Brewer, Sally Coleman Selden

Public Administration - All Scholarship

Hal G. Rainey and Paula Steinbauer (1999) recently proposed a theory of effective government organizations. Several other theories exist in whole or in part, but empirical testing is rare. In this article we cut to the chase and examine several key elements of these theories empirically. First, we explore the theoretical dimensions of organizational performance and derive a taxonomy to help measure the construct. Second, we draw from the literature and develop a model predicting organizational performance. Third, we operationalize and test the model with data from the 1996 Merit Principles Survey, U.S. Merit Systems Protection Board. In the end, …

Variability, Petrography And Provenance Of Basement Clasts In Core From Crp-2/2a, Victoria Land Basin, Antarctica, F Talarico, S Sandroni, Christopher R. Fielding, C Atkins

Distribution patterns, petrography, whole-rock and mineral chemistry, and shape and fabric data are described for the most representative basement lithologies occurring as clasts (granule to boulder grain-size class) from the 625 m deep CRP-2/2A drillcore. A major change in the distribution pattern of the clast types occurs at c. 310 mbsf, with granitoid-dominated clasts above and mainly dolerite clasts below; moreover, compositional and modal data suggest a further division into seven main detrital assemblages or petrofacies. In spite of this variability, most granitoid pebbles consist of either pink or grey biotite±hornblende monzogranites. Other less common and ubiquitous lithologies include …

The 624.15 m glaciomarine sedimentary succession recovered in the CRP-2/2A drillcore comprises lower Oligocene (< c. 31 Ma) to lower Miocene (18.5 Ma) strata that are overlain by a thin succession of Pliocene and Pleistocene strata. The age model for the CRP-2/2A drillhole, as presented in this paper, is based on combined microfossil biostratigraphy, 40Ar/39Ar ages on volcanic material, 87Sr/86Sr analyses on mollusc shells, and correlation of a magnetic polarity zonation to the magnetic polarity time scale (MPTS). Between 25.92 and 109.05 metres below sea floor (mbsf), several alternative correlations to the MPTS are possible, all of which suggest that sediment accumulation rates averaged ~180 m/m.y. between unconformities, although actual sedimentation rates may have been higher. Much research has focused on stress and its consequences. Some studies have indicated personal control helps an individual handle stress better and remain healthier. Little research, however, has examined the role personal control plays in bereavement as a stressful life event This correlational study examined the relationship between belief in personal control and grief intensity experienced from losing a loved one to death. Volunteer subjects primarily from Grief Support Groups completed the Belief in Personal Control Scale and the Texas Revised Grief Inventory Results demonstrated some instances when higher belief in personal control resulted in lower intensity of grief in …

In the wake of the devaluation of the Russian ruble in 1998 and the resulting flight of foreign investment, which was exacerbated by allegations of massive corruption and capital flight at the highest levels of government in 1999, the question of an appropriate role for the United States in helping Russia to establish an environment able to attract and retain foreign and domestic capital, to maintain a viable globally integrated market-based economic system, and to create a stable civil society, is under discussion.

This Article seeks to assess how the U.N. system has enforced regimes of non-recognition under international law. Claims by certain communities to constitute states and claims by some states to hold title to certain pieces of territory have met with opposition from various quarters. At times, the United Nations has attempted to organize international non-recognition of such claims. The claim by the state of Indonesia to hold title to East Timor presents a vivid and important example of an attempt to set up a regime of non-recognition by the United Nations.

Consolidating Democracy On A Troubled Continent: A Challenge For Lawyers In Africa, Okechukwu Oko

Vanderbilt Journal of Transnational Law

African countries during the post-colonial era have struggled to establish democratic governments, too frequently succumbing to authoritarian, usually military, rule. This instability, as nations swing from one regime to another, has hindered the economic growth and respect for civil rights that citizens had hoped would be the legacy of independence. Despite such abuses, both the elite and the masses in Africa recognize that democracy represents the best hope for future stability. In countries like Nigeria, citizens are demanding the replacement of corrupt, paternalistic military officers with democratic, civilian rule.

Even the election of civilian administrations, however, offers no guarantee that …
