UniverCity News, 1998-2001
VCU Today, the University’s first official administrative organ, began as a somewhat irregular monthly publication but moved to a bi-weekly newspaper format in the 1980s. The newspaper changed its name to VCU Voice in 1988 and ten years later it appeared under the title UniverCity News. As it neared the end of its run as a physical newspaper, the publication became simply VCU News. These four publications were essentially the same periodical published under different titles by the Office of University Relations. VCU News appeared online for the first time in 2002.

Effects Of Supplemental Viscous Damping On Inelastic Seismic Response Of Assymetric Systems, Cecilia A. Booker, Rakesh K. Goel
Civil and Environmental Engineering
This study investigates the effects of supplemental viscous damping on the seismic response of one-story, asymmetric-plan systems responding in the inelastic range of behavior. It was found that addition of the supplemental damping reduces not only deformation demand but also ductility and hysteretic energy dissipation demands on lateral load resisting elements during earthquake loading. However, the level of reduction strongly depends on the plan-wise distribution of supplemental damping. Nearly optimal reduction in demands on the outermost flexible-side element, an element generally considered to be the most critical element, was realized when damping was distributed unevenly in the system plan such …

Biometrics And Network Security, Norman Desmarais

This paper examines the techniques used in the two categories of biometric techniques (physiological and behavioral) and considers some of the applications for biometric technologies. Common physiological biometrics include finger characteristics (fingertip [fingerprint], thumb, finger length or pattern), palm (print or topography), hand geometry, wrist vein, face, and eye (retina or iris). Behavioral biometrics include voiceprints, keystroke dynamics, and handwritten signatures.

LEGALIZED GAMBLING. INITIATWE CONSTITUTIONAL AMENDMENT. Amends Constitution to legalize Las Vegas and Atlantic City style gambling. Directs Legislature to pass all laws reasonably necessary to provide option to cities and counties, and if approved by local election, to allow such gaming. Permits gambling presently prohibited by the Constitution, including sports wagering, dice games, slot machines, and banking and percentage games played with cards, dice or any device for money, credit or other representations of value. Creates a three-member state commission to supervise gaming and all persons or things having to do with the operation of gaming within the state. Summary …

Fatal Light Awareness Program (FLAP)
Hundreds of species of birds migrate at night. If the skies are clear and their path is moonlit these migrants will often fly at high altitudes avoiding any possible obstructions. But the lights of 20th century society can be confusing to them, especially on foggy, rainy nights or when cloud cover is low. Then they may fly directly into tall lighted structures such as skyscrapers, transmission towers, monuments, lighthouses and the like. Where spotlights are shone into the night sky the birds fly "into" the light and become "entrapped", unable or unwilling to fly out again. Eventually, exhausted, they fall …
