A Communitarian Critique Of The Child Protective System, Toni Terling-Watt

The Journal of Sociology & Social Welfare

Child Protective Services (CPS) has been defined as an ineffective system. Common criticisms are that the system is overburdened and that family preservation policy pressures CPS to reunite families that can't be repaired. However, empirical analyses that identify the deficiencies of this organization are limited. This study utilizes case files and in-depth interviews with interventionists within and outside of CPS to explore the issue. Results reveal that the most common criticisms of the system do have merit. However, it reveals additional system limitations. Estimating Poverty Rates In A Metropolis: The Example Of Los Angeles/Long Beach, Robert G. Mogull

This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

Job Stability And Wage Progression Patterns Among Early Tanf Leavers, Steven G. Anderson, Anthony P. Halter, George Julnes, Richard Schuldt

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …

Using four surveys, two created by this researcher, another created by Walizcek, Mattson, and Zajicek, and a fourth created by Herbach, the researcher compared the characteristics of community gardeners, their motivations for gardening, and the management practices of the inner-city Limerick Community Garden and the suburban Blackacre Community Garden in Jefferson County, Kentucky. 33 Blackacre gardeners, 16 Limerick gardeners, two garden managers, and two garden administrators participated in the study. The researcher hypothesized that the location of the garden could be influential in determining who the gardeners are and what their motivations for gardening are. Reconsidering The Auricular Surface As An Indicator Of Age At Death, Daniel Osborne

Using standards established by Lovejoy et al. (1985) to score and estimate age at death from auricular surface morphology, the auricular surfaces of 266 individuals of documented age from two different skeletal collections (Terry and Bass Donated Collections) were examined. The age, sex and race of the individuals used in the study were unknown to the investigator during analysis. This study supports the claim proposed in the original study that auricular surface morphology is unaffected by an individual's sex or race. However, this study indicates that auricular surface morphology does not change as regularly with age as was originally proposed. …

It is a common practice in industry today to totally discard the presence of small below-endurance/fatigue limit cycles while calculating damage accumulation using the Palmgren-Miner rule. However, it was experimentally found in a number of studies that small cycles with stress amplitudes below the fatigue/endurance limit do in fact contribute significantly to the damage accumulation in all types of materials. Session-reduction procedures have been employed to assess molar control of avoidance responding. By conceptualizing session reduction as a delayed timeout from avoidance, the present study investigated the limits of molar control while minimizing several methodological limitations inherent in such procedures. Six times during each session, a two-link chain schedule was superimposed on a baseline schedule of variable-cycle shock avoidance. Completion of the initial link (fixed-ratio 10 schedule) produced a timeout following a signaled delay during which the avoidance schedule remained operative. For most rats, the delay was manipulated across conditions from 0 s to 60 s. Control by the delayed …

Weightings are dynamic phenomenon observed in mines where coal is extracted using the longwall mining method. Weightings are characterized by high convergence rates within the powered supports which maintain roof stability along the longwall face. Rapid convergence is induced by ground pressures that exceed the load capacity of the supports, and forces them to yield. A weighting event need not necessarily impact the mining process negatively, but notable cases exist where weightings have caused extensive damage to roof strata resulting in large roof falls and prolonged periods of lost coal production.;This thesis describes the history of four longwall panels (No's …

Forty years ago, the Office of the Secretary of Defense proposed using the Leontief input-output model to assess tradeoffs in the Department of Defense's (DoD) budget. We demonstrate that the Leontief input-output model can assess tradeoffs in the Air Force's budget. To increase one part of the Air Force's budget, we need to know the interrelationships between that budget area and the other areas. In this research, we look at different methods of how the functional areas might interact. We demonstrate our methodology on two data sets - DoD and the Air Force aggregate budget data.
