Social climate (campus climate), which is defined as "Equal Opportunity Climate, 1" has been deemed important by recent legislation requiring that federally funded institutions demonstrate a good faith effort to assess "climate" as an ongoing concern. The 1991 Civil Rights Act has expanded the working definition of social climate by including both the atmosphere and the behavior of discrimination. Social climate then becomes a legally recognized dimension of the workplace that is assumed to be a measurable concept, as an organizational level characteristic, that can be measured by individual perceptions and experiences with the social climate. This report presents and analyzes the results of the 2000 Health Policy Commission Statewide Employer Survey. A statewide telephone survey of New Mexico businesses was conducted by the Gilmore Research Group, and a mail-out survey of New Mexico public sector employers was conducted by BBER. The surveys were designed to collect information on employer characteristics, employee benefits, health insurance plans with the largest enrollment, and recent changes in employee health insurance plans and programs. In addition, the private sector survey gathered employers opinions, including policy preferences and factors for employee insurance availability. Illustrated with tables. La investigación actual forma el primer paso en un esfuerzo grande que se dirigirá a dos preguntas que consideramos fundamentales respecto a la organización interna del sistema regional Paquimé. La primera pregunta tiene que ver con el nivel de organización e integración que existía entre las comunidades de la zona interior, mientras la segunda pregunta trata sobre los procesos de desarrollo y disminución de los grandes vecinos próximos al centro de Paquimé. Probabilistic methods and statistical learning theory have been shown to provide approximate solutions to “difficult” control problems. Unfortunately, the number of samples required in order to guarantee stringent performance levels may be prohibitively large. This paper introduces bootstrap learning methods and the concept of stopping times to drastically reduce the bound on the number of samples required to achieve a performance level. We then apply these results to obtain more efficient algorithms which probabilistically guarantee stability and robustness levels when designing controllers for uncertain systems.

Illustrates the application of statistical-learning control results for the design of an available bit rate (ABR) congestion control algorithm. The proposed methodology allows us to take into account the nonlinearities of the model and the uncertainty of the parameters in the design phase. Some simulation results are shown.

There is little known about how timber harvest practices have affected terrestrial amphibians in the northern Rocky Mountains. Especially lacking is information on the effects of revised harvest methods that fall within the framework of environmental or New Forestry. We estimated the relative abundance of a common forest amphibian, the long-toed salamander (Ambystoma macrodactylum) captured in pitfall arrays on intact, environmentally harvested, and overstory-removal harvested sites in mixed-conifer forests of western Montana. Pitfall data from 1994 through 1996 showed that previously logged sites contained significantly fewer long-toed salamanders regardless of harvest method used. The number of salamanders captured …

Elk (Cervus elaphus) have been a major consideration in forest management in the western United States. Other ungulate species that are sympatric with elk, such as Shiras moose (Alces alces shirasi), have often received less management consideration. We studied a moose population in the Garnet Mountains of west-central Montana from 1997 to 2000, to learn more about moose habitat preferences. At the same time, we capitalized on elk data collected in a portion of the moose study area from 1993,...1996, so that moose and elk habitat use could be o compared. Researchers have come to different conclusions about the usefulness of habitat-relationship models for predicting species presence or absence. This difference frequently stems from a failure to recognize the effects of spatial scales at which the models are applied. We examined the effects of model complexity, spatial data resolution, and scale of application on the performance of bird habitat relationship (BHR) models on the Craig Mountain Wildlife Management Area and on the Idaho portion of the U.S. Forest Service's Northern Region. We determine the relative ages of the open cluster NGC 188 and selected Hipparcos field stars by isochrone fitting and compare them to the age of the thick-disk globular cluster 47 Tuc. The best-fit age for NGC 188 was determined to be 6.5 ± 1.0 Gyr. The solar-metallicity Hipparcos field stars yielded a slightly older thin-disk age, 7.5 ± 0.7 Gyr. Two slightly metal-poor ([Fe/H] = -0.22) field stars whose kinematic and orbital parameters indicate that they are members of the thin disk were found to have an age of 9.7 ± 0.6 Gyr. Congestion in the low frequency regions of the electromagnetic spectrum and demand for support of high bandwidth applications has prompted widespread investigations into networking technologies and communications media. Traditional networking technologies such as Ethernet that are not capable of adequately supporting high bandwidth applications (e.g. videoconferencing) are being replaced by high speed, high bandwidth technologies such as Asynchronous Transfer Mode (ATM). In the communications media market, wireless systems are becoming ubiquitous due to their ease of installation and maintenance costs. In this research, the networking technology of interest is ATM. Infant low birthweight rate in East Baton Rouge Parish is higher compared to the nation. Cancer is one of the most serious health problems in Louisiana. A few studies have indicated a relationship between the two health outcomes and their environment, but conclusions from these studies have not always been consistent.
