This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the present and 2010, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. This is the second report that forecasts future enrollments for the Portland Public Schools. The first report (dated July 2000) was based on October 1999 enrollments; this report relies on October 2000 enrollments. The growing disparity between the largely White teacher population and the increasingly diverse student body in the United States (Hodgkinson, 1991;Jordan, 1995) has led to greater interest in how to en­hance pre-service teachers' multicultural competencies (e.g., knowledge of diverse cultures, ability to teach children of color successfully, positive attitudes toward chil­dren and families of color). Here I credit the revisionists with some important insights. Their research reminds us how greatly the world in which the Second Amendment was adopted differed from our own. This perspective helps us understand how the Founders could have placed the right to bear arms on par with the right to free speech--a decision that baffles many modern Americans. Japan enacted the Law on Communications Interception During Criminal Investigations last year to help control organized crime. The legislation is, in part, a reaction to domestic and international pressure that grew from recent, well-publicized crimes such as the Aur Shinrikyo attack on a Tokyo subway. The Interception Law is a powerful tool for Japanese law enforcement, however the question of whether the Interception Law violates Japan's constitutional rights to privacy and secrecy of communication has not yet been resolved.

This study tests the hypothesis that Ralph Ellison's novel, Invisible Man, employs eclectic techniques, and is therefore a complex genre. Accordingly, the assumptions which undergird this investigation embrace notions attendant to folklore, myth and comedy. Testing these assumptions, the study proceeds with the following objectives: (1) , ,to isolate and identify major characteristics found in three genre of the literary canon, and (2) to focus on Jacques Lacan's theory of psychoanalysis and its applicability to the narratology of the novel. To improve Young's modulus of 2024-T3 rolled aluminum specimens, it was electroplated with nickel reinforced with nano-particles of γAl₂O₃. Taguchi method was used to investigate the effect of coating variables, which were current density, coating time, and mixing rate, on the coating thickness. The coatings were tested for crystallographic texture, using pole figures of (200) and (111) for nickel and (400) for γAl₂O₃. Surface topography was measured using WYKO Vertical Interference Microscope. The crystallographic texture of nickel in the coating depended on the coating conditions. Nickel reinforced with nanoparticles of γ−Al₂O₃ have been successfully codeposited on 2024-T3 cold rolled aluminum alloy by electrodeposition with direct current. The effects of current density, particle concentration in the nickel sulfamate bath, air agitation, and coating time on Ni/γ−Al₂O₃ composite have been investigated. The residual stresses and wear resistance of the Ni/γ−Al₂O₃ composite have been measured using X-ray diffractometer and pin-on-disk techniques respectively. Backstripping analysis of detailed stratigraphic data from the Bass River and Ancora boreholes on the New Jersey Coastal Plain (Ocean Drilling Project Leg 17 4AX) was conducted to test and refine previous eustatic estimates (Kominz et al., 1998) and provide new Upper Cretaceous estimates. Porositydepth relationships required by the backstripping method were estimated to supplement those from the Cost B-2 well (Rhodehamel, 1977). Sand and mud porosity at shallow depths (<500 m) obtained here are higher than was seen at the Cost B-2 well.

The Bass River and Ancora boreholes targeted older sequences of the Upper Cretaceous to Paleocene. This new data allow for more accurate estimate of the magnitude of long-term sea-level …

The superior safety record of modern roundabouts is well known in Western Europe, Australia and in most British-influenced countries around the world. The experience from a single modern roundabout installed in the City of Manhattan, Kansas, some three years ago, also shares the same experience. A major study of the performance of Manhattan, Kansas, modern roundabout was conducted at Kansas State University (KSU) and was co-sponsored by Mac-Blackwell National Rural Transportation Study Center, Kansas State University, and the City of Manhattan. A solvent extraction technique for removing mineral matter, including the inorganic sulfur, from coal has been developed by the Department of Chemical Engineering at WVU. The extraction is preformed at mild conditions (202°C and atmospheric pressure) using the solvent N-Methyl-2-Pyrrolidone (NMP). Laboratory results have shown that this technique yields a clean coal product containing less than 1 percent ash and virtually no inorganic sulfur.;This research was conducted for further process design and economic development of an industrial-scale extraction process.;This research reported the possibility of production scale processing by constructing a pilot plant. The waterflood performance of the dual five-spot pilot project in the Stringtown oil field, situated in West Virginia, has been studied. A numerical simulator, called BOAST98, was used for the simulation purposes, after developing a reservoir description.;The producing horizon in the field is the Upper Devonian Gordon sandstone, which is characterized by severe heterogeneity due to the depositional environment. Using available core and log data and geological analysis, a reservoir characterization study was done. A preliminary reservoir description based on log porosity-core permeability correlation was improved by developing Artificial Neural Networks (A.N.N.), which incorporates geophysical well log information. Opacity and emission data were collected from heavy-duty diesel engines exercised through snap-acceleration tests and transient chassis dynamometer tests. Emission data were gathered using the West Virginia University (WVU) Transportable Heavy Duty Vehicle Emission Testing Laboratories (THDVETL) and opacity data were collected from two opacity meters; the Wager 650CP full flow opacity meter and the Bosch RT 100 partial flow opacimeter. Results showed that the Bosch peak opacity readings were consistently higher than the Wager peak opacity readings, and both meters showed little correlation with filter-captured particulate matter (PM).
