The Virtual Library Project1 at the Naval Surface Warfare Center/Carderock Division (NSWC/CD) is being developed to facilitate the incorporation and use of library documents via the Internet. These documents typically relate to the design and manufacture of ships for the U.S. Navy Fleet. As such, the libraries will store documents that contain not only text but also images, graphs and design configurations. Because of the dynamic nature of digital documents, particularly those related to design, rapid and effective cataloging of these documents becomes challenging. This article critiques the contemporary doctrine of Indian tribal self-determination thirty years after its inception in President Richard M. Nixon's famed 1970 Indian Message to Congress.

The first part focuses on the three most prominent strategies for tribal self-determination: 1) tribal strategy that seeks to "morph" their inherent and reserved sovereign powers into tribal regulatory powers that are effective throughout Indian Country; 2) tribal strategy that seeks to develop and assert economic sovereignty over their lands, resources, and commercial relationships as a means of revitalizing Indian Country; and 3) tribal strategy that seeks to reassert traditional cultural and religious beliefs …

This paper is a historical look at the influence of geography on people. Water had a great influence on the tactics and strategies of Greek armies. Books and journal articles were utilized in looking at how water issues influenced the decisions of commanders and the outcomes of battles. Water was a major influence on the tactics and strategies of the Ancient Greeks. It played out in issues of transportation, defense, and the supply. American Indian tnibally controlled colleges were created to provide higher education in a familiar cultural setting to a population that is severely underrepresented in American higher education. Since little is known regarding student development at tribal colleges, the purpose of this study was to assess retention, talent development, satisfaction, racial discrimination, and cultural knowledge/identity at tribal colleges using American Indians who attended non-Indian institutions as a comparison sample. Gang members from elsewhere congregated on lawns, on sidewalks, and in front of apartment complexes at all hours. They displayed a casual contempt for notions of law, order, and decency -- openly drinking, smoking dope, sniffing toluene, and even snorting cocaine laid out in neat lines on the hoods of residents' cars. San Jose prosecutors responded by obtaining and enforcing a broad injunction against the gangs and their members, based on the finding that the gangs' activities constituted a public nuisance. California prosecutors have sought such anti-gang public nuisance injunctions since 1987. Their constitutionality was in doubt for ten years …

Tortured Confessions presents an innovative perspective on the relationship between torture and propaganda. Abrahamian’s persuasive account exposes the intrinsic limitations of arguments that try to explain torture as simply the result of a “traditional” regime, a desire for social discipline, or a search fro security information; he binds torture instead to ideological warfare and political mobilization, the fundamental goals of military propaganda.

I have chosen as a focus the analysis of fairy tale cartoons in the Soviet Union and have attempted to establish the specific ideological use of five films spanning 1947-1979. For the analysis of these cartoons as ideological tools I have established a theoretical apparatus. This apparatus is based upon a thorough definition of ideology as it applies to these films taken from Terry Eagleton's book Ideology. I have adopted Vladimir Propp's theoretical apparatus on the classification of fairytales from his book Morphology of the Folktale. Theses

Thirty picture books for children were reviewed in this study. They were compared on the basis of character development. plot. illustrations. technical aspects and marketability. By using these divisions, parallels were drawn among outstanding works which were then compared to the book written in chapter four.

Results showed that many of the outstanding picture books have withstood the test of time. Their longevity is reflected in their ability to entertain and engross the targeted reader. The task for authors of new books is to capture these time-tested, endearing qualities, ensuring success in the publishing industry.

This study explored the significance of the voice type configuration used in U. S. Air Force fighter aircraft voice messaging systems. The research hypothesis stated that the voice of a person in a position of authority is more effective in commanding attention than the female voice type currently in use. Data were gathered using a questionnaire presented to U.S. Air Force aircrew members currently flying fighter aircraft. The data were analyzed using a nonparametric Chi-Square test to determine if the voice of a person in a position of authority significantly commands more attention than the female voice.
