A discussion is presented on trends in software engineering. This can be done by simply extrapolating some of the popular, current trends. And, in fact, we examine a few of these obvious indicators. However, software engineering has had new approaches that are more revolutionary than evolutionary. In particular, we try to discern trends in software engineering based on trends in delivered software systems.

We have evaluated lanthanum strontium cobalt oxide (La0.50Sr0.50CoOx; LSCO 50/50) as a candidate “transparent” electrode for use in an electrostatic shutter-based infrared sensor protection device. The device requires that the electrode be transparent (80% transmission) and have moderate sheet resistance (300 - 500 Ω/sq.). To meet these needs, the effects of postdeposition annealing on the resistivity and optical absorption characteristics of sputter deposited LSCO thin films were studied. The as-deposited films were characterized by an absorption coefficient of ~ 12,500 cm-1 and resistivities of ~ 0.08 to 0.5 Ω-cm. With annealing at 800°C, the resistivity decreased to 350 μΩ-cm, while …

In the analysis of power-electronic-based energy conversion systems, it is important to identify the operational modes of the associated converters and inverters. However, as the number of switching elements increases, it becomes more difficult to analytically establish all possible modes of operation. In this paper, a modelling technique is described wherein a state-space representation of the overall system is generated automatically and updated dynamically as each new topology is encountered. Utilizing this approach, it becomes possible to identify the operational modes of converters and inverters based upon the cyclically repeated sequences of topologies that can be observed during steady-state operation. …

Midcourse Guidance Law With Neural Networks, Dongchen Han, S. N. Balakrishnan

A neural network-based synthesis of an optimal midcourse guidance law is presented in this study. We use a set of two-neural networks; the first network called 'a critic' outputs the Lagrange's multipliers arising in an optimal control formulation and second network called 'an action network' outputs the optimal guidance/control. In this so-called 'adaptive critic' approach, the inputs to the networks are the current values of the states. This approach needs no external training. System equations, optimality conditions and the costate equations are used in conjunction with the network outputs to provide the targets for the neural networks. When the critic …

For many Germans in the immediate postwar period, all that remained of their country was its art. Subjugation, destruction, the pain of unfathomable guilt: these had ripped away at the national psyche, severing nation from nationalism, person from people, the present from the past. “We are,” wrote Wolfgang Borchert in 1946, “a generation without a homecoming, because we have nothing to which we can return.” Nation: what would that word now mean? This thesis is an examination of human agency within the process of social change as it has been displayed by the members of a traditional society. It is based on participant observation data that was collected between 1995-97 when the author served as a Peace Corps Volunteer living amongst a tribe of maroons, known as Saramakans, deep in the rainforest of South America. Exploring the assumption that changes in traditional societies have been forced upon them, this thesis examines the transformations that have occurred in the religious structure of the Saramakan tribe. On a mild and pleasant Monday, February 22, 1864, Joseph A. Young in company with Elders William C. Staines, John W. Young, and H. B. Clawson departed Salt Lake City by overland mail stage for the East to organize and direct the year's gathering of Saints to Zion. Joseph W. Young, also appointed to this task, had already left the city on the preceding stage. After extensive labors ensuring a successful emigration, these untiring servants did not return to their homes and families until late September when the last emigrants were outfitted and on the final leg of their journey.

The literature of the Peasants' Revolt of 1381, a miscellany of fourteenth-century poetry and prose penned before, during, and after the insurrection, often stresses the importance of literacy to the nonaristocratic population of England. Since literacy was a primary marker of one’s social status in the stratified society of medieval England, the rise of literacy in the lower orders pointed to a dramatic change in the prevail- ing socioeconomic structure. In the literature of the revolt, eschatological themes highlight the tensions resulting from this tremendous upheaval in the traditional estates. For personal and financial reasons some retired military officers seek second careers in the public sector. In entering local government, they are leaving a unique organization, and encountering a very different organizational culture. This study used grounded theory methodology to identify the key military leadership strategies and behaviors learned by military officers and to examine their applicability to local government. It focused on eleven retired naval and marine officers who served twenty or more years, attained a rank of lieutenant commander or major and above, and had worked in local San Diego government at the mid-management or executive level less …

The war between Ethiopia and Eritrea—two of the poorest countries in the world—began in 1998. Eritrea was once part of the Ethiopian empire, but it was colonized by Italy from 1869 to 1941. Following Italy's defeat in World War II, the United Nations determined that Eritrea would become part of Ethiopia, though Eritrea would maintain a great deal of autonomy. In 1961 Ethiopia removed Eritrea's independence, and Eritrea became just another Ethiopian province. In 1991 following a revolution in Ethiopia, Eritrea gained its independence. Chemical warfare had played an important enough role in World War I that there was widespread expectation of its use in World War II. Certainly, Germany's army and its chemists had no qualms about adding poison gas to the Third Reich's arsenal. When war began, however, many of the latest chemical warfare agents were not available in deliverable form. The early successes of conventional-war making, combined with an increasing shortage of raw material, led Germany to deemphasize gas warfare even apart from the fear of Allied retaliation that significantly influenced at least the armed forces.

Almost 6000 African American men gave their lives in the Vietnam War. While peaceful protests, voter registration drives, and racial confrontations occurred throughout the United States, the government continued to send young Black men to Southeast Asia to preserve the "freedom" of the Vietnamese people. The irony of this situation lies in the fact that these soldiers were asked to fight a War in the name of democracy, to kill in order to secure rights that they themselves were being denied. On The Frontier Of Procedural Innovation: Advance Pricing Agreements And The Struggle To Allocate Income For Cross Border Taxation, Diane M. Ring

This paper outlines a recent procedural innovation in the tax area, the Advance Pricing Agreement Program ("APA" program), and evaluates its success. Such a case study can play a significant role in linking procedural innovation to the broader issues of administrative law theory and regulatory reform. For example, a working model such as the APA program, built on flexibility and creativity, may support administrative theories advocating discretion, flexibility, and experimentation. Conversely, some interest group theories of regulation (e.g., public choice theory), can prompt critical examination of reforms like APAs that exhibit limited openness to scrutiny.
