The landmine threat to innocent civilians around the world is personally tragic, but it also represents a massive challenge to the development and infrastructure of nations at risk. Landmines have recently been used to target civilian populations and refugees, creating crisis situations regarding agriculture, indirect health consequences, and developmental choices.

Mine action is a series of activities which, taken together, attempt to ameliorate the effects of landmines. Mine action components include landmine clearance, mine awareness, and victim assistance and support activities. These diverse, and sometimes unrelated, operations are undertaken by numerous organizations, which are not typically under the control of …

We consider the problem of distributed binary hypothesis testing with independent identical sensors. It is well known that for this problem the optimal sensor rules are a likelihood ratio threshold tests and the optimal fusion rule is a K-out-of-N rule [1]. Under the Bayesian criterion, we show that for a fixed K-out-of-N fusion rule, the probability of error is a quasiconvex function of the likelihood ratio threshold used in the sensor decision rule. Therefore, the probability of error has a single minimum and a unique optimal threshold achieves this minimum. We obtain a sufficient and necessary condition on the optimal …

Military Retirement Satisfaction And Adjustment: The Effects Of Planning, Having Transferable Knowledge, Skills, And Abilities, And Having Identified With, And Been Committed To, The Navy On A Sample Of Retired Naval Officers, Peter Edward Spiegel

We examined military retirement. We sought to determine if preretirement planning, having knowledge, skills, and abilities (KSAs) that are readily transferable, and being committed to, and/or identifying with, the Navy would affect the retirement satisfaction and adjustment of a retired naval officers sample. Results indicated that both planning and transferability influenced retirement satisfaction and adjustment, while organizational commitment and identification did not. Implications of our findings, as well as a brief overview of some general retirement issues are included.

Pastiche is central to the resistant politics of Kathy Acker's writing--yet she would appear to agree with Fredric Jameson's influential critique of pastiche as "the wearing of a linguistic mask, speech in a dead language" (17). Her 1986 novel Don Quixote is all about having to speak "in a dead language" in the absence of a more "healthy" norm. It begins with the death of the protagonist, a female version of Cervantes's knight, who then goes on to narrate much of the subsequent story. This comment explores the relationship between the privacy of the users of the federal non-public civilian computer networks and the government's power to monitor such networks. The background explains what a network is, how cyber-terrorists can greatly damage a system, what the government is planning to do about the problem, and the constitutional protections involved. The analysis moves on to examine the Fourth Amendment and the Electronic Communications Privacy Act and considers their respective effects on the implementation of FIDNet -- a proposed government system designed to protect America's infrastructure from cyber- attack. The Problem Of Religion, Violence, And Peace: An Uneasy Trilogy, David L. Coppola

Drawing primarily on Jewish, Christian, and Islamic texts, as well as on philosophical and sociological concepts, I will examine religion and its relationship to violence from three distinct, but related perspectives; namely, that 1) religion is directly linked with violence; 2) religion functions as one among many factors that influence violence; and 3) religions are unwilling participants in the practice of violence. This essay begins by setting a context for the study of religion, violence, and peace, followed by a presentation of the three perspectives mentioned above, concluding with possibilities for the study and practice of future peace-making.
