Tax, Trade And Harmful Tax Competition: Reflections On The Fsc Controversy, Reuven S. Avi-Yonah

Articles

This article contrasts three approaches to dealing with the BEPS problem: adopting a unitary taxation regime, ending deferral, and adopting anti-base-erosion measures. It concludes that while the first approach is the best long-term option, the other two are more promising as immediate candidates for adoption in the context of U.S. tax reform and the OECD BEPS project.

Japanese Winter Tourism In Rural Alaska: Bettles Lodge, Mie Kojima

Japanese tourists increasingly visit the Arctic in wintertime because of their interest in northern lights. Some rural communities in Alaska see this as an opportunity to enter winter tourism by targeting the Japanese market. The purpose of this study is to gain better understanding of the interests of these Japanese visitors and to explore potentials for tourism development in rural Alaska. A Japanese visitor survey was conducted in the spring of 2000 at Bettles Lodge in Interior Alaska. The data reveal that the average visitor to Bettles Lodge was female, over 61 years of age, an urban dweller, employed full-time, …

Women, Culture, And Identity In Kate Chopin's 'The Awakening' And Assia Djebar's 'Ombre Sultane', Shayle M. Hutchison

Beginning with the assumption that women of all cultures experience a conflict between their culturally prescribed gender roles and their individual sexual desires, I comparie the characters Edna Pontellier of Kate Chopin's 'The Awakening' with Isma and Hajila of Assia Djebar's 'Ombre Sultane.' Each woman undergoes a process of awakening body consciousness that leads to her first experience of desire, an essential link between physical and mental consciousness. The expression of female desire conflicts with prescribed cultural behavior. Each character also moves away from her family and cultural roots, thus assuring herself a necessary distance for rebellion against social standards. …

Survival And Brood Rearing Ecology Of Emperor Geese, Joel A. Schmutz

Emperor Geese (Chen canagica) breed on the Yukon-Kuskokwim Delta in an area inhabited by three other goose species. Whereas populations of other geese increased since the mid 1980s, Emperor Goose numbers remained low. Because survival and habitat selection by broods of Emeperor Geese had not been studied previously and numbers of predatory Glaucous Gulls (Larus hyperboreus) had recently increased, I studied brood rearing ecology of Emperor Geese during 1993-1996 to assess whether this seasonal period could be limiting population growth. Survival of goslings to 30 days varied among years from 0.32 to 0.70 and was primarily influenced by mortality during …

Atmospheric Refractive Index Measurement-1 (ARIM-1) is a sounding rocket payload designed to collect information regarding atmospheric turbulence. ARIM-1 is designed to make high-resolution (4 samples per centimeter) differential temperature measurements of the atmosphere to determine the structure of atmospheric turbulence and hence it's refractive index. The rocket's flight computer schedules and manages data acquisition from various payload sub-systems and transmits this acquired data to the ground station. The goal of this work is to develop a custom design for this flight computer using Very High Speed Integrated Circuit Hardware Description Language (VHDL). Mitochondrial Dna Haplotype Genealogies And Population Histories In The Late Pleistocene: Contrasts Of Pink Salmon Broodyears, Dmitri Yurievich Churikov

Seven segments of mtDNA, comprising 97% of the mitochondrial genome, were PCR-amplified and examined for restriction site variation using 13 restriction endonucleases in three Oncorhynchus species: pink (O. gorbuscha), chum (O. keta), and sockeye (O. nerka) salmon. Multiple haplotypes, but shallow mtDNA trees were observed for each species. 'Star-like' structures indicating historical population explosions were observed in haplotype genealogies. Given reasonable rates of mtDNA sequence evolution, this may reflect recolonization of vast areas in Alaska after the last (Wisconsinian) or preceding (Illinoian) glacier retreats. The phylogeographic survey of 18 Alaskan and Eastern Asian pink salmon populations revealed a distinct phylogeographic …

A Qualitative Study Of The Women And Children's Residential Treatment Center Substance Abuse Treatment Program, Phillip Elwyn Gilbert

This thesis presents the results of a formative process evaluation of the Fairbanks Native Association Women and Children's Residential Treatment Center abuse program using interviews, participant observation, and grounded theory methods of qualitative research. Eight clients and eight staff were interviewed across the domains of culture, spirituality and family. A theory of program operation emanated from and was grounded in the data: program functioning was significantly affected by the relationship perceived by the clients to exist between themselves, (their needs, values, desires, goals and world view) and the program's goals and priorities.

A Comparison Of Sockeye Salmon (Oncorhynchus Nerka) In Two Climate Regimes In The North Pacific Ocean Using Stable Carbon And Nitrogren Isotope Ratios, Franklin Robert Satterfield

This study explores how the climate shift in the late 1970's impacted sockeye salmon feeding. Stable isotope ratios (¹³C and ¹⁵N) of recent muscle and scale tissues from five mature salmon species are highly correlated (R²=0.96 and 0.91, respectively), validating the use of archived scales for retrospective analysis. These data suggest a trophic separation by species with chinook occupying the highest level, followed by coho with some degree of overlap among sockeye, pink and chum at the lowest level. The Federal-State Medicaid Match: An Ongoing Tug-Of-War Over Practice And Policy, Karen Matherlee

National Health Policy Forum

Reviewing Medicaid match issues since the latter 1980s, this issue brief traces ways in which some states have used creative financing to get more Medicaid matching dollars than they otherwise would qualify for from the federal government. It explores the latest mechanism, states' use of so-called intergovernmental transfers of funds (to avoid established upper payment limits) to increase their matches, triggering efforts by the Senate Finance Committee and the federal Medicaid agency to ban such transfers.

Journal of Marine Science and Technology–Taiwan

Coherent reflection of an acoustic plane wave from rough interfaces in a horizontally-stratified medium, within which the sound-speed distribution subject to a small and random perturbation, is considered in this paper. The general formulation based upon the theory for rough-interface scattering in a stratified medium, in conjunction with that for random medium is derived. The Green’s function for a random medium bounded by two surfaces, which serves as generic solution of the problem, is obtained. The formulation is then applied to a simplified seabed environment to study the effects of surface roughness and medium inhomogenieties on the coherent reflection. The …

The Taxonomic Report of the International Lepidoptera Survey

The biology and life history of Celastrina neglectamajor is described. This lycaenid butterfly was first described from West Virginia, United States by 19th century lepidopterist, William H. Edwards, as a redescription of Lycaena pseudargiolus (Boisduval & Le Conte). Edwards provided evidence of its unique late spring flight, Appalachian affinity, and larval host Cimicifuga racemosa (Ranunculaceae). Edwards and subsequent authors, most notably Samuel Scudder of New England, treated it as an infrasubspecific form of the common eastern Celastrina ladon. In 1908 Tutt applied the form name neglectamajor, describing it from one of Edwards’ 1884 figures. For nearly a century, …

Kentucky Transportation Center Research Report

Kentucky's current GDL program, which applies to drivers up to age 18, was enacted in 1996. The program includes a six-month instruction permit for drivers under age 18 (minimum age 16), a restriction on driving between midnight and 6am and a requirement for adult-supervised driving for permit drivers. In addition, there is a six-point limit on traffic violations with a penalty of license suspension for drivers under age 18, a requirement for a four-hour driving safety education class (or driver education course) and a 0.02 ml/dl limit on blood alcohol concentration (continues up to age 21 ).
