Symbolic Racism In The 1995 Louisiana Gubernatorial Election, Jonathan Knuckley, Byron D. Orey

In this paper we explore the effects of symbolic racism on the intended vote choice of whites by examining a white-on-black statewide election. It is argued that symbolic racial attitudes will be activated in a white-on-black election simply because of the mere presence of a black candidate. Methods. The white prospective vote for a white racially conservative candidate is examined using survey data from the 1995 Louisiana gubernatorial runoff conducted by the University of New Orleans Survey Research Center. Results. Symbolic racism was a strong predictor of intended vote choice, even after controlling for partisan identification and self-identified political philosophy. …

Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. We are aware that patriarchy does not stand or fall by state policies alone, but the following article illustrates how such policies can limit the space for negotiation …

Health care systems do not exist in isolation, but rather, as part of the larger social and cultural mosaic. In particular, perceived attitudes are major obstacles in health promotion exercises. This problem is especially true for non-white populations where little is known about the prevailing social and cultural perceptions towards western biomedical prescriptions. To further our understanding of Asian women's acceptance of mammograms, three attitudinal indexes are conceptualised, constructed and validated. This thesis attempted to replicate the results of the Decker and Rotondo (1999) study by using a similar survey, but testing in three different work settings using a broader age demographic. The results of this study confirm many of the findings by Decker and Rotondo (1999), as well as the findings of Thorson and Powell (1993,1996, 1997) concerning the Multidimensional Sense of Humor Scale (MSHS). The present research revealed that the MSHS scores were age and gender neutral, suggesting that sense of humor in people does not vary according to gender or age. (First paragraph) This technical guidance document is based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and critical components of comprehensive water resource protection and management. Understanding how estuarine ecosystems function and respond to human activity requires a holistic approach to protection and management that integrates biological assessments into the more traditional chemical and physical evaluations. Section 101 of the Clean Water Act requires federal and state agencies to “restore and maintain the chemical, physical, and biological integrity of the nation’s waters.”

Microfinance And Poverty Alleviation: Lessons From Indonesia's Village Banking System, Yoko Miyashita

Indonesia needs an aggressive poverty reduction strategy to counter the 1997 Asian financial crisis, which has propelled millions of its citizens into poverty. Microfinance is a proven method of reducing poverty and has been successfully used within Indonesia in government-supported programs. In addition to continuing its state-run microfinance programs, Indonesia should support increased non-governmental organization ("NGO") participation in microfinance programs by permitting NGOs to conduct the full range of activities of a state-run microfinance program. Such a move would help to ensure that microfinance services reach people with the least access to the formal financial sector.

The phylum Cnidarians are aquatic animals, including jellyfish, hydra, sea anemones, and corals. They are the simplest metazoans having a nervous system and are diploblastic. Cnidarians are obligate predators that capture prey using specialized stinging cells called cnidocytes. The cnidocyte contains a nematocyst, which is a capsule containing an inverted, hollow tubule. Prey contacting the tentacle triggers the nematocyst tubule to rapidly evert; a process called discharge. The everting tubule penetrates and envenomates the prey, which is carried to the mouth by tentacle movements.

Generally both chemical and mechanical stimuli are needed to trigger discharge. The cnidocytes, in sea anemones, …

A possible cause for root canal failure is the persistence of bacteria that have colonized dentinal tubules. To reduce this risk and, if possible, to also shorten the time consuming endodontic therapy, new equipment and materials are constantly being introduced. The aim of the present investigation was to study the effect of disinfection of dentinal tubules by intracanal laser irradiation using an in vitro model. The groups irradiated by various lasers were compared with calcium hydroxide, a material frequently used as intracanal medication between appointments. Title IX's three-part test for measuring discrimination in the provision of athletic opportunities to male and female students has generated heated controversy in recent years. In this Article, Professor Brake discusses the theoretical underpinnings behind the three-part test and offers a comprehensive justification of this theory as applied to the context of sport. She begins with an analysis of the test's relationship to other areas of sex discrimination law, concluding that, unlike most contexts, Title IX rejects formal equality as its guiding theory, adopting instead an approach that focuses on the institutional structures that subordinate girls and women in sport. …

In this Article, Professors Osborne and Yarbrough address the issue of gender discrimination in the compensation of coaches and athletic administrators. They discuss the application of the Equal Pay Act of 1963 and Title VII to pay inequity claims and conclude that both have proven to be inadequate as a means of addressing the problem. Professors Osborne and Yarbrough then present Title IX as a way of countering the problem of gender discrimination in the compensation of coaches. Toward A Pragmatic Understanding Of Status-Consciousness: The Case Of Deregulated Education, Tomiko Brown-Nagin

This Article discusses the relationship between federal equal protection doctrine and the states' experiment with deregulated education-in particular, charter schools whose student bodies are identifiable on the basis of status. I argue that the states' experiment with deregulated education and the Supreme Court's understanding of the limitations imposed by the federal Equal Protection Clause on status-conscious state action are substantially in conflict, though not inevitably so. Reconciling state policy and federal constitutional law requires, first, that state legislatures draft laws that are consistent with the Court's skepticism of explicitly status-conscious state action, and its ambivalence toward state action that addresses …

In Plato's Laws, the Athenian Stranger claims that the gods will smile only on a city where the law "is despot over the rulers and the rulers are slaves of the law." This passage is the origin of the slogan "the rule of law not of men," an abbreviation of which forms our phrase "the rule of law." From Plato and Aristotle, through John Adams and John Marshall, down to us, no idea has proven more central to Western political and legal culture. Yet the slogan turns on a very dubious metaphor. Social climate (campus climate), which is defined as "Equal Opportunity Climate, 1" has been deemed important by recent legislation requiring that federally funded institutions demonstrate a good faith effort to assess "climate" as an ongoing concern. The 1991 Civil Rights Act has expanded the working definition of social climate by including both the atmosphere and the behavior of discrimination. Social climate then becomes a legally recognized dimension of the workplace that is assumed to be a measurable concept, as an organizational level characteristic, that can be measured by individual perceptions and experiences with the social climate. This paper documents the foreign asset ownership and investment theory of the dynamic GTAP model (GTAP-Dyn). The new investment theory offers a disequilibrium approach to modeling endogenously international capital mobility. It permits a recursive solution procedure, a feature that allows easy implementation of dynamics into any static AGE model without imposing limitations on the model's size. The method involves treating time as a variable, not as an index. Having time as a variable allows the construction of dynamic GTAP with minimum modifications to the existing structure of GTAP, by separating the theory of static GTAP from the length of run.

In her article "Comparative Literature and the Culture of the Context," Jan Walsh Hokenson poses a series of interrogatives around the question of what, as comparatists, we have learned about "literature in the context of the culture it represents" (Mario J. Valdés). She argues that in theoretical terms, culture has become the new vessel for the old wine of sources and influences, and that global intercultural contexts will change the analytical categories for comparatists in the coming millennium.
