Effects Of Roadside Transect Width On Waterfowl And Wetland Estimates, Jane E. Austin, H. Thomas Sklebar, Glenn R. Guntenspergen, Thomas K. Buhl

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

Strip transects located along roads are commonly used to estimate waterfowl populations and characterize associated wetland habitat. We used data collected in May and early June, 1995, on forty-five 40-km² plots in North Dakota to evaluate bias of 800-m and 400-m wide roadside transects for sampling wetlands relative to a larger (40-km²) scale and to compare duck abundance at the two widths. Densities of all basins combined and of seasonal basins considered alone were biased high for both transect widths, but mean bias did not differ from zero for temporary or semipermanent basins. Prediction Of Airfoil Stall In Icing Conditions Using Wing Surface Pressures, Erik Pederson

This thesis presents work on a Normalized Lift Coefficient instrumentation system that predicts airfoil stall in icing conditions. The system uses four surface pressures, measured aft of the ice formation, from which the aircraft's normalized lift coefficient is determined. The pressure port locations were selected such that the calibration algorithm remains nearly constant as the leading edge ice shape and thickness change. Data collected in the Western Michigan University Wind Tunnel is presented for three ice formations varying in both shape and thickness. Cadmium Induced Gene Expression And Signal Transduction Pathway, Daisuke Maki

Cells respond to cadmium (Cd), a common environmental contaminate, by potentially decreasing reduced intracellular glutathione, as well as, increasing the expression of several antioxidant genes. One of these antioxidant genes, glucose-6- phosphate dehydrogenase (G6PDH), is the rate limiting enzyme of the pentose phosphate pathway. This pathway produces NADPH which is used for maintenance of reduced glutathione so, it is hypothesized that Cd should increase G6PDH expression. In this study, we demonstrate that Cd increases the level of G6PDH mRNA in primary rat hepatocytes in culture. Under the Telecommunications Act of 1996, Congress instructed the FCC to ensure that all Americans have access to affordable telecommunications services. Consistent with that mandate, the FCC implemented a series of public hearings to discuss with tribes the issues they face concerning low telephone penetration rates. The FCC recommended investigation of universal service in unserved and underserved areas because telephone penetration rates among low-income consumers on tribal lands lagged behind rates in the rest of the country. From these hearings, the FCC proposed a jurisdictional framework to determine which eligible carriers would be under tribal, state, or federal jurisdiction. This …

This Article covers death penalty decisions from the Georgia Supreme Court for the period from January 1, 1999 to May 31, 2000. It primarily discusses direct appeal decisions but reaches cases in a few other settings as well. This Article does not discuss holdings in capital cases that are common to all criminal appeals but is limited to death penalty law. Recent developments in Georgia death penalty law are considered in the order they would appear in a capital trial. Hard cases, it is said, make bad law. Criminal prosecutions for child molestation and abuse are likely the hardest cases of all. Apart from their horrific facts, they present tremendous evidentiary challenges to prosecutors, primarily because of the victims' youth. Consequently, Georgia's appellate courts have repeatedly fashioned new evidentiary rules to assist prosecutors in such cases. Whether these hard cases make bad law no doubt depends on one's perspective. Without question, however, appeals involving child molestation and abuse continue to make new law, and the current survey period was no exception.

The Catholic Mind: Culture, Philosophy, And Responsibility In Higher Education, William A. Frank

This article argues that any quest to establish or strengthen Catholic identity in educational institutions is ultimately a question of philosophical foundations. The author discusses the importance and fragility of culture as it applies to Catholic though and analyzes the philosophical components necessary for sustaining a dominant cultural ethos. This article concludes with a tentative formulation of four responsibilities of professors in Catholic institutions of higher learning.

Shortly after the adoption of the 1857 Constitution in Mexico, a small group of Mexican priests left the Roman Catholic Church and attempted to establish a national catholic apostolic church in Mexico. This movement became known as the Church of Jesus. With the help of the Protestant Episcopal Church in the United States it continued until 1906 when it ceased to be independent and officially became a mission project of the American Episcopal Church. Historians have placed the burden of failure of the Church of Jesus on factors in Mexico and have not taken into account the party strife within …

On notable occasions, the format of a message acquires a heritage equal in significance to the message itself. Because of its history, familiarity, intrigue, or sheer repetition, an account's style of presentation may serve not only to characterize the account, but also to condition its recipient to a pre-ordained demeanor of expectation. Style and substance are thus comingled, and the medium subsumes the message.

Mercer Law Review

For workers' compensation, the 1999-2000 survey period was largely notable for a number of legislative changes and for another year in which Georgia's appellate courts dealt with numerous cases interpreting the exclusive remedy provisions of the Workers' Compensation Act. As always, however, the appellate courts also decided numerous workers' compensation cases, with issues ranging from the "any evidence" rule to superior court judgments.

Additional legislative activity is possible in the coming year as a special commission appointed by Governor Barnes readies a report, due in April 2001, on proposed changes to the workers' compensation system.

Part I of the Article engages the revisionists squarely on the turf they have staked out: the intent of those who framed and ratified the Second Amendment. Here I credit the revisionists with some important insights. Their research reminds us how greatly the world in which the Second Amendment was adopted differed from our own. This perspective helps us understand how the Founders could have placed the right to bear arms on par with the right to free speech--a decision that baffles many modern Americans. Japan enacted the Law on Communications Interception During Criminal Investigations last year to help control organized crime. The legislation is, in part, a reaction to domestic and international pressure that grew from recent, well-publicized crimes such as the Aur Shinrikyo attack on a Tokyo subway. The Interception Law is a powerful tool for Japanese law enforcement, however the question of whether the Interception Law violates Japan's constitutional rights to privacy and secrecy of communication has not yet been resolved.

This study tests the hypothesis that Ralph Ellison's novel, Invisible Man, employs eclectic techniques, and is therefore a complex genre. Accordingly, the assumptions which undergird this investigation embrace notions attendant to folklore, myth and comedy. Testing these assumptions, the study proceeds with the following objectives: (1) , ,to isolate and identify major characteristics found in three genre of the literary canon, and (2) to focus on Jacques Lacan's theory of psychoanalysis and its applicability to the narratology of the novel.
