Allan Hutchinson remarks at the beginning of his interesting article that Gadamer's writings have had only a peripheral influence on legal scholarship -- only occasionally cited, and then begrudgingly so, and never given the serious attention they deserve or require. Nevertheless, Hutchinson acknowledges, Gadamerian influences can be noted -- particularly in the now widely shared understanding that adjudication is, fundamentally, an interpretive exercise. Even with this qualification, though, I think Hutchinson understates Gadamer's impact. Whatever may be true of Gadamer's influence in other disciplines, his influence in law has been unambiguously both broad and deep -- although it has come …

Supervised Adaptive Resonance Theory is a family of neural networks that performs incremental supervised learning of recognition categories (pattern classes) and multidimensional maps of both binary and analog patterns. This chapter highlights that the supervised ART architecture is compatible with IF-THEN rule-based symbolic representation. Specifi­cally, the knowledge learned by a supervised ART system can be readily translated into rules for interpretation. Similarly, a priori domain knowl­edge in the form of IF-THEN rules can be converted into a supervised ART architecture. Executive Summary

This Action Plan covers the pheasants, a group of one African species and 50 Asian ground-dwelling birds, found within Asia from the Caucasus in the west, through the Indian Subcontinent and the Himalayas to eastern China and Japan. They also occur through Southeast Asia to Flores, east of Java. They are largely dependent on forested habitats, making them highly vulnerable to deforestation and habitat degradation. As large, ground-dwelling birds they are also widely hunted for food, plumage, and the live bird trade. Consequently, many species are threatened. This Essay focuses on Duncan Kennedy's argument for a "post-rights" position, in the wake of the earlier critical legal studies critique of rights and the ensuing response by Critical Race Theorists. I argue that, notwithstanding Kennedy's loss of faith in rights discourse, rights talk might still be pragmatically useful for communities of color to operate strategically within the accepted legal framework, or to subvert that framework in order to advance particular political commitments for particular communities of color at particular moments in history.

Turkish Journal of Electrical Engineering and Computer Sciences

This paper is mainly concerned with an investigation of the suitability of Hopfield neural network structures in solving the power economic dispatch problem. For Hopfield neural network applications to this problem three important questions have been answered: what the size of the power system is; how efficient the computational method; and how to handle constraints. A new mapping process is formulated and a computational method for obtaining the weights and biases is described. A few simulation algorithms used to solve the dynamic equation of the Hopfield neural network are discussed. The results are compared with those of a classical technique, …

The problems concerning the development of show caves are here considered by taking into account different aspects of the problem. A procedure to carry out an Environmental Impact Assessment (EIA) has been established in the last decade and it is now currently applied. Such an assessment starts with a pre-operational phase to obtain sufficient information on the undisturbed status of a cave to be developed into a show cave. Successively a programme for its development is established with the scope to optimise the intervention on the cave at the condition that its basic environmental parameters are not irreversibly modified. This study investigated the ability of medium from irradiated cells to induce early events in the apoptotic cascade, such as mobilization of intracellular calcium, loss of mitochondrial membrane potential and increase in reactive oxygen species, in cells which were never exposed to radiation. Medium from irradiated human keratinocytes was harvested and transferred to unirradiated keratinocytes. Endpoints characteristic of the initiation of apoptosis were monitored for a period of 24 h following medium transfer. Clonogenic survival was also measured. Rapid calcium fluxes (within 30 s), loss of mitochondrial membrane potential, increases in reactive oxygen species (from 6 h after medium transfer), …

Initial allocations of proprietary rights matter because who starts out holding the rights helps determine who ends up holding the rights. In patent law, proprietary rights are granted to those who are first to invent. But entities who win the race to patent an invention are not necessarily the final, or best, or most efficient users of the technology. If proprietary rights, particularly patents on basic research results, could be traded efficiently so that downstream innovators could obtain them from initial rights holders easily, then initial allocations of proprietary rights would not matter so much. Proprietary rights to the products of biomedical research have repeatedly been a source of controversy for over twenty years. Patents on biomedical innovations have allowed scientists, academics, and research institutions to raise research funds and have contributed to the growth of the biotechnology industry. Survey Of Aquatic Plants In Corps Of Engineers Reservoirs, Kimberly D. Walker, Mark D. Sytsma

Center for Lakes and Reservoirs Publications and Presentations

A survey of aquatic plants in a selected Corps of Engineers reservoirs in Oregon was conducted. Cottage Grove, Dorena, Fern Ridge, Dexter and Willow Creek Reservoirs contained abundant aquatic plants. Potamogeton pectinatus and Potamogeton epihydrous were the most common native plant species. Myriophyllum aquaticum and Potamogeton crispus were the most widespread nonnative plants. Species richness in the reservoirs was correlated with trophic status and basin morphology. Shallow reservoirs that included extensive areas of nutrient-rich sediments that were historic flood plain soils supported the greatest biomass and number of species. Mesotrophic reservoirs had lower species diversity. Oligotrophic reservoirs with steep basin …
