Despite their apparent economic benefits to harvesters, Individual Fishing Quotas (IFQs) have only been adopted in three U.S. fisheries: Mid-Atlantic surf clam and ocean quahog; South Atlantic wreckfish; and North Pacific halibut and sablefish. During the 1996 reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act, Congress temporarily blocked implementation of additional IFQ programs in U.S. fisheries. In this paper, we argue that because of the emergence of an alternative, the cooperative, it is unlikely that new IFQs will be adopted in federally managed U.S. fisheries. From an economic perspective, cooperatives offer the advantage of eliminating production externalities that may …

Planting in deepwater swamp areas is difficult and time consuming, and nursery-grown seedlings are often not suited for such conditions. Baldcypress [Taxodium distichum (L.) Rich.], water tupelo (Nyssa aquatica L.), swamp blackgum [N. sylvatica var. biflora (Walt.) Sarg.], and green ash (Fraxinus pennsylvanica Marsh.) have been planted at various flooded sites in South Carolina and Louisiana. One of the most effective means of planting these species in flooded situations was to heavily prune the lateral roots, grasp the seedling at the root collar, and push it into the soil. In recent times, ecologists and economists have drawn attention to the fact ecological and economic systems are jointly determined. Once this is recognized, it seems rather obvious that ecological-economic systems ought to be studied as one system. However, because this recognition has been very recent, a number of important issues in ecological economics remain poorly understood. Consequently, the purpose of this paper is to identify and discuss five of these outstanding issues.

The Economics Of Cattle Supply, David Aadland

This paper builds a dynamic rational expectations model describing the supply of cattle. The theoretical model inlproves on existing models by allowing cow-calf operators to make period-by-period investment decisions on both the cow and calf margins, separates the markets for fed and unfed beef, and considers a rich set of exogenous shocks. The model is calibrated and used to simulate artificial data that replicates several empirical regularities associated with the cattle cycle.

A Theoretical And Empirical Investigation Of The Supply Response In The U.S. Beef-Cattle Industry, David Aadland, Deevon Bailey, Shelly Feng

This paper investigates the response of beef cattle producers to changes in the price of cattle. Previous research has suggested that there may be a negative short-run supply response to a permanent increase in the price of cattle. We build a dynamic, rational expectations model that predicts that the supply response is generally positive, even for permanent shocks in the short run, and nests the negative supply response as a special case for appropriately restricted demand shocks. Using annual U.S. time-series data (1930-1997) and a simultaneous-equations econometric approach, we find a positive short-run supply response in the cow market and …

Increased public awareness of resource management issues and new attitudes toward resource conservation have led to great interest in the subject of the apposite use and management of natural and environmental resources in the American west. This paper analyzes this subject from an interdisciplinary ecological-economic perspective. The paper first identifies and then discusses four salient issues concerning the study of the west's ecological-economic systems that remain inadequately understood. Next, the paper proposes a research agenda that will enable us to shed light on some key questions concerning the functioning, health, and management of the west's ecological-economic systems.

We analyze two questions c.onceming the conservation of biodiversity in a dynamic and stochastic framework. First, given the link between natural habitats and biodiversity, when should a social planner stop the habitat conversion process? Second, what is the nexus between a social planner's optimal conservation policy (OCP) and the length of this individual's planning horizon? We obtain the following two results. First, the OCP calls for the social planner to wait a while, i.e., not act upon receipt of the first (lie) fraction of all utility packets. Consolidations in the U.S. beef packing industry have prompted concern within the government and interest among academics over whether packers possess and are able to exercise market power. Economists have generated numerous studies to test for and measure market power in beef packing, but the empirical studies have failed to provide definitive results on the presence of market power and whether any existing market power is exercised. This paper incorporates inventory dynamics into an analysis of market power. A Coumot duopoly model of competition is presented in which firms account for the effects of current choices on their competitors' current actions on future actions (both their own and their competitors '). We show that measures of market power which ignore inventory dynamics produce biased estimates of true market power, although the direction of the bias cannot be theoretically determined. We then apply the model to the beef packing industry using data on cattle stocks and slaughter from 1948-1999. Our estimates suggest that static measures underestimate true market …

The objective of this study is to compute the real annual rates of return from mature, undisturbed timberlands in Mississippi during a 17-year period (1977-1994). This was done using Southern Research Station, Forest Inventory and Analysis data on timber volumes and Timber Mart-South data on timber prices. Simple and adjusted financial maturity models were used to estimate rates of return. Average annual rates of change in value were computed and compared for four forest types across Mississippi. The average annual rate of change in volume was also computed for these stands and compared to the financial rates of return. Three …

This exercise focuses on a little-known microhabitat -- the pine cone. A pine cone's primary function is, of course, reproduction ... housing the seeds of the next generation of conifer trees. However, pine cones are also the basis of a food web that provides both resources and living space for a wide variety of small arthropod species. The procedure outlined below is designed to examine this microhabitat and compare its community diversity among different species of conifers and habitats.

Food Plot Use By Juvenile Northern Bobwhites In East Texas, D. Scott Parsons, R. Montague Whiting Jr., Xiangwen Liu, Donald R. Dietz

We examined use of spring-summer (i.e., warm-season) food plots by northern bobwhites (Colinus virginianus) with broods using radio telemetry on a 563-ha study area in Trinity County, eastern Texas, where habitat was modified to enhance it for these birds. Bobwhites from South Texas and disjunct areas of East Texas were introduced to supplement a small, resident population. All relocated and most resident bobwhites were fitted with necklace-style transmitters. Bobwhites which produced chicks were intensively radiotracked (≥3 times/day) for ≥4 weeks or until the radio-marked parent was lost. Nine hens moved their broods to food plots within an average of 2.1 …

We examined reproduction by relocated and resident northern bobwhites (Colinus virginianus) on an intensively managed 563-ha study area in Trinity County, eastern Texas. During the late winters of 1990-1992, 155 South Texas (84 hens, 71 cocks) and 136 East Texas (64 hens, 72 cocks) bobwhites were captured, radio-tagged, and relocated to the study area; 139 resident birds (73 hens, 66 cocks) were also captured, radio-tagged, and released at the point of capture. For the 3 years combined, the 33 South Texas, 33 East Texas, and 39 resident hens alive at the beginning of the breeding season produced 6, 13, and …

Effects Of Isokinetic Strength Training On Concentric And Eccentric Torque Development In The Ankle Dorsiflexors Of Older Adults, D. M. Connelly, A. A. Vandervoort

This study quantifies concentric and eccentric dorsiflexor muscle torque at various movement velocities and determines the neuromuscular effects from short-term practice of repeated maximal voluntary contractions using an isokinetic resisted exercise program in older adults. Twenty-eight subjects (76.3 ± 4.6 years) trained concentric and eccentric dorsiflexion 3 days per week for 2 weeks at 30°, 90°, and 180°/s through 40° of dorsiflexion range of motion. Peak torque, rate of torque development, surface electromyography, and strength curves at each velocity were compared before and after training.
