Discours Préfaciel Et Poétique Africaine, Andre-Patient Bokiba Jan 2000

Discours Préfaciel Et Poétique Africaine, Andre-Patient Bokiba

Présence Francophone: Revue internationale de langue et de littérature

The rather common use of a preface in African literature raises the question of the poetic value of such a practice. A preface written for the author by an older or recognized writer usually seeks to legitimate or consecrate that work. The author who writes his own preface, however, has other goals in mind and his preface is marked by a certain number of properties which, on a practical level, lend themselves to ambiguous interpretation. The present study is based on an analysis of some 100 introductory texts of all types. It concludes that, in writing his own preface, an …

Taming Terrorists But Not "Natural Born Killers", S. Elizabeth Malloy

Faculty Articles and Other Publications

This Article will explore the possibility of shifting or sharing the liability
stemming from criminal activities to those who provide detailed directions on
how to commit those acts, when the publication in question has no other
redeeming value. This Article concludes that in some limited circumstances, the First Amendment should not preclude the imposition of civil liability for those who write and distribute speech that both advocates and facilitates harm to others.

Part I of this Article reviews the First Amendment and discusses the Brandenburg test and its potential application to situations involving speech
advocating socially harmful activity. Part II …

Brainwriting In Virtual Legislative Sessions, Milam Aiken Jan 2000

Brainwriting In Virtual Legislative Sessions, Milam Aiken

Journal of International Information Management

Many studies have demonstrated the efficiency and effectiveness of using group support systems in large, face-to-face meetings known as legislative sessions. However, few have investigated how individual participants or sub-groups in different rooms linked via a computer network, forming a "virtual" group, may use the systems. An experiment using two sizes of virtual groups (8 and 16 participants) showed that participants were satisfied with the meeting process. In addition, there were no significant differences in five process and outcome variables between the two sizes of groups, indicating that an upper limit on the size of the virtual groups had not …

Forecasting The United States Gross Domestic Product With A Neural Network, Milam Aiken Jan 2000

Forecasting The United States Gross Domestic Product With A Neural Network, Milam Aiken

Journal of International Information Management

Forecasting the Gross Domestic Product (GDP) of the United States is one of many estimates to predict the economic health of the country. Current forecasting techniques use consensus estimates of experts, econometric models, or other statistical methods. Relatively little research has been devoted to how artificial neural networks may improve these forecasts, however. This paper describes how a neural network using leading economic indicator data predicted annual GDP percentage changes one year into thefiiture more accurately than competing techniques over a ten-year period.

Cross-Cultural Issues In Virtual Team Support: Communication Characteristics And Task/Technology Perceptions From Mexican And U.S. Team Members, Richard E. Potter, Pierre A. Balthazard Jan 2000

Cross-Cultural Issues In Virtual Team Support: Communication Characteristics And Task/Technology Perceptions From Mexican And U.S. Team Members, Richard E. Potter, Pierre A. Balthazard

Journal of International Information Management

We present a study of cross-cultural virtual teams supported by two computer-mediated communication technologies (electronic mail and the World-Wide Web). Our primary focus is to identify how cultural differences affect users' task and technology perceptions. Dyads made up of members from the United States and Mexico created a five-page strategic plan for the implementation of a joint MBA international business capstone course that establishes strong international bonds between the students of both institutions. Team members generated ideas, made decisions, and created a common strategic course through Email-based correspondence. They also had access to a project coordination guide, which was a …

Survival Competencies Required Of Human Resource Development Generalists Who Are Solo -Performers In Organizations In The Next Five Years: A Modified -Delphi Study, Lois Dean Anderson Jan 2000

Survival Competencies Required Of Human Resource Development Generalists Who Are Solo -Performers In Organizations In The Next Five Years: A Modified -Delphi Study, Lois Dean Anderson

All-Inclusive List of Electronic Theses and Dissertations

The purpose of this study was to determine the survival competencies required of human resource development (HRD) generalists who are working in an organization having a one person HRD or training department over the next five years. This person becomes the solo-performer responsible for all aspects of the HRD functions in the organization. This will serve as a foundation for a broader conceptual perspective for the generalist and may not serve as the perspective of the specialist. These competencies serve to define the responsibilities and necessary skills of the HRD generalist who must manage, design, develop, present or outsource and …

Labor Rights, Globalization And Institutions: The Role And Influence Of The Organization For Economic Cooperation And Development, James Salzman Jan 2000

Labor Rights, Globalization And Institutions: The Role And Influence Of The Organization For Economic Cooperation And Development, James Salzman

Michigan Journal of International Law

This Article has four sections. The first recounts the history of the OECD, from its creation as the overseer of the Marshall Plan to its current prominence as global economic analyst, and explains its operations. The second section explores its influence on the development of labor rights, examining the well-known OECD Guidelines for Multinational Enterprises, publications on trade and labor by the Employment, Labor and Social Affairs Directorate, and the events surrounding South Korea's accession to the OECD. Each of these activities, though quite different from one another (and, in combination, very different from the activities of other IGOs), provided …

Time For Final Action On 18 U.S.C. § 3292, Abraham Abramovsky, Jonathan I. Edelstein Jan 2000

Time For Final Action On 18 U.S.C. § 3292, Abraham Abramovsky, Jonathan I. Edelstein

Michigan Journal of International Law

18 U.S.C. § 3292 was enacted in order to meet a compelling prosecutorial need-the increasing necessity of obtaining evidence from abroad via procedures which are frequently time-consuming. However, the statute contains numerous ambiguities, as well as built-in disadvantages both to prosecutors and defendants, which diminish its value as a prosecutorial evidence-gathering device while increasing the possibility that defendants' rights and expectations will be violated. However, it is possible to interpret the statute in a manner which is consistent with its terms and purpose and which concomitantly preserves the rights of the Government and of grand jury targets.

Les Minorités Postcoloniales Face À La Francophonie, Alec C. Hargreaves Jan 2000

Les Minorités Postcoloniales Face À La Francophonie, Alec C. Hargreaves

Présence Francophone: Revue internationale de langue et de littérature

The migratory flows from the former colonial territories have encountered in France a settling process of non-native populations, a growing proportion of whom, born of immigrant parents, have obtained French nationality. Literature, film and music reveal that, with respect to Francophonie, the current situation of these frequently stigmatized minorities overturns the traditional categories and demarcation lines between French and Francophones.
