Any product development involves projecting its potential success in achieving its functional and commercial goals. Better quality designs that match customer needs and preferences and integrate other lifecycle issues early in the software development process are more likely to be competitive. Thus, there is significant concern in industry about quality product design, which is addressed by quality function deployment (QFD). QFD uses matrices to organize and relate pieces of data to each other. These matrices are often combined to form a basic tool of QFD, called a House of Quality (HoQ). The major objective of this demonstration project was to assess the usefulness of Global Positioning Systems/Geographic Information Systems (GPS/GIS), water testing, soil testing and yield monitoring in a whole farm water and soil management plan. An important part of this objective was to make recommendations to increase crop productivity and decrease the potential for surface water degradation through erosion and runoff at the farm. The farm was located on 2400 acres in the Bayou de View watershed in Monroe County, Arkansas. The measurement of chlorophyll-a (a simple estimate of phytoplankton biomass) is often used as an indicator of water quality. Chlorophyll measurements are relatively sparse for most of the Western Australian continental shelf, although there are areas such as the Perth metropolitan coastal zone, Wilson Inlet and the Albany harbours where some intensive studies have been undertaken.

This review of both published and unpublished chlorophyll concentrations in Western Australian waters has shown a high degree of variability in space (both horizontally and vertically) and time, and statistics on the seasonal distribution of chlorophyll have been derived for those regions with sufficient …

During 1995, a study was undertaken to monitor and evaluate the recovery of Swan River black bream stock which had been supplemented with fish produced from a captive-breeding program. Fish were individually tagged and subsequently released into the Swan River. The objectives of the study were (a) to determine both the survival and the growth rate to a size at which hatchery-reared fish could enter the recreational fishery and (b) whether they could then be caught by the recreational fishers. Of the 767 fish released into the upper Swan River on 28 March 1995, 97 fish (12.6%) were recaptured to …

Resource management technical reports

An assessment of current and possible future land use in Western Australia was undertaken as part of the National Land and Water Resources Audit. This data was used to assess the impact of land use change on the future extent of salinity. It was found that in some areas there is real capacity for changing land use to impact on recharge to the watertable.

Genetic algorithms are an evolutionary technique that use crossover and mutation operators to solve optimization problems using a survival of the fittest idea. They have been used successfully in a variety of different problems, including the traveling salesman problem. In the traveling salesman problem we wish to find a tour of all nodes in a weighted graph so that the total weight is minimized. The traveling salesman problem is NP-hard but has many real world applications so a good solution would be useful. The western burrowing owl (Athene cunicularia hypugea) has been declining throughout much of its range, and in some areas, quite dramatically. In the Great Plains region, these declines appear to be closely associated with declines in prairie dog numbers. Most research to date has taken place on relatively small, fragmented prairie dog colonies. The objectives of this study were to analyze burrowing owl reproductive performance (i.e., clutch size, brood size, and number fledged), and nestling body condition in relation to nest level and colony level factors in Buffalo Gap National Grassland, South Dakota. We examined six historical specimens of the endangered North Atlantic right whale (Eubalaena glacialis) using DNA isolated from documented baleen plates from the late nineteenth and early twentieth centuries. Sequences from the mitochondrial DNA (mtDNA) control region from these samples were compared with those from a near-exhaustive survey (269 of approximately 320 individuals) of the remaining right whales in the western North Atlantic Ocean. Our results suggest that there has been only relatively modest change in maternal lineage diversity over the past century in the North Atlantic right whale population. The formalism of complex quasienergies is used for exact calculation of the field-dependent decay rate for a weakly bound particle (in the model of a three-dimensional zero-range potential) in a strong monochromatic laser field. It is shown that the adiabatic (quasistationary) stabilization regime in this model occurs at frequencies ω exceeding the binding energy and only in a limited intensity range. A simple estimate is obtained for the critical field of stabilization breakdown. The effect may be observed for the decay of H– ions in the field of a neodymium laser of femtosecond duration.

The Airline Deregulation Act of 1978 changed the competitive landscape for air travel. The CAB allowed low-cost (nonunionised and no-frill chartered service) carriers to compete in the scheduled air travel markets. Scheduled air carriers were at a disadvantage due to their high-cost structure. For example, during the winter of 1976, passengers could travel from New York to Florida on a charter for as little as $99. This fare was less than the average cost for a scheduled carrier to fly that market.

Using Hans-Georg Gadamer's exposition of Aristotle's adjuncts to phronêsis, or the knowing that guides deliberation, namely understanding, forbearance, and clemency, this Article attempts to retrieve a communal reasoning still evident in Homer but increasingly covered over beginning with Plato and continuing through Hobbes and Locke, in the English-language tradition, and, more recently, Rawls and Toulmin. This Article shows that, in Gadamer's reading of him, Aristotle emerges as a crucial interruption of this tendency of Western thought to abstract from the communal origins of reasoning and to start instead from what an isolated individual sees for himself or herself and …

The discussion begins with some historically important interpretive paradigms and methodological metaphors in the natural sciences, the humanities, and the social sciences. Then, within the field of law, a common law narrative, a constitutional narrative, and a community-society paradigm are described and explicated as basic interpretive frameworks of legal decision making.

The objective of this research is to develop cost-effect and accurate methods to identify optimal restorable drained wetland cropland sites. Landsat Thematic Mapper (TM) data analysis was used to identify the potential cropland candidate sites in the initial step. The result of digital TM data analysis shows that the overall classification accuracy in identifying classes of potential restoration candidate hydric soils is 86.7%. This accuracy shows that the TM data digital analysis is a cost-effective method for identifying poorly drained cropland hydric soils potentially suitable for wetland conversiOn. In his Article, Professor Michael L. Radelet describes a global decline in the use of the death penalty, the United Nation's progressively stronger stance against executions, and a growing opposition to capital punishment in the United States. This decrease is attributed to both empirical studies casting doubt on the death penalty's efficacy in promoting its stated underlying goals, and to the increasingly vocal stance of religious leaders morally opposed to capital punishment. Determining the place and use of capital punishment in the American legal system is a challenging affair and one that is closely associated with and determined by religion's role in American legal decision-making. Both capital punishment and religion are controversial issues, and tend to challenge legal scholars and practitioners about whether they should function together or alone as valid parts of the legal system in the United States.
