Rural Managed Care And Disability: A National Perspective, Colleen Murphy-Southwick Ph.D., Tom Seekins Ph.D., University Of Montana Rural Institute Rural Institute

Health and Wellness

Rural access to health care has historically been a concern in the United States. In the late 1980s and early 1990s, lower rural reimbursements for the same services provided in urban areas contributed to a substantial decline in the number of rural hospitals and health care providers. Rural Americans with and without disabilities experienced the negative consequences of those changes. The rapid introduction of managed care is producing explosive changes in the marginal, aging, rural medical care services sector. Managed care policies directly affect both access to medical services by people with disabilities and the economic infrastructure of small rural …

Texas Wesleyan Law Review

Part I of this comment illustrates the historical background of the organ shortage. Part II discusses the response of the federal government, other states, and other countries to the organ shortage. Part III discusses Texas's response to the organ shortage and Texas's version of the Uniform Anatomical Gift Act. It also discusses why Texas should repeal section 521.405 of the Texas Transportation Code and provides alternative methods of procuring organs for transplantation other than the aforementioned statute. This comment is not meant to sway anyone from organ donationquite the contrary. The purpose of this note is to illustrate the importance …

Periprosthetic Humeral Shaft Fracture Caused By Stretching Exercises After Shoulder Hemiarthroplasty: A Casereport, Han-Jay Chiu, Yung-Ching Lin, Zong-Jing Wang

Rehabilitation Practice and Science

Periprosthetic humeral fractures constituted only 2 % of all the complications during or after a shoulder hemiarthroplasty or total shoulder arthroplasty. Most of the fractures occurred intraoperatively. Postoperative fractures were caused by falls or traffic accidents. To our knowledge, they have never been caused by stretching exercises after a shoulder hemiarthroplasty. We present a 57-year-old female patient who had a periprosthetic humeral shaft spiral fracture caused by stretching exercises after a shoulder hemiarthroplasty because of proximal humeral fracture. The fracture was close reduced and fixed with a sugar-tong splint. Three months later, the fracture successfully healed with good alignment. Possible …

Rural Managed Care And Disability: Emerging Issues From Preliminary Interviews And Case Studies, Colleen Murphy-Southwick Ph.D., Tom Seekins Ph.D., University Of Montana Rural Institute Rural Institute

Health and Wellness

Since the 1980s, rural access to health care information, resources and services has become increasingly problematic. The shift toward managed care complicates the picture. While some argue that managed care will devastate rural health services due to sparsely populated areas’ high costs and low profit margins, others suggest that market forces will make the health care system more efficient and re-distribute resources now concentrated in urban areas toward rural areas. Managed care is penetrating public programs

Body Language, Security And E-Commerce, Norman Desmarais

Library Faculty and Staff papers

Security is becoming an increasingly more important concern both at the desktop level and at the network level. This article discusses several approaches to authenticating individuals through the use of biometric devices. While libraries might not implement such devices, they may appear in the near future of desktop computing, particularly for access to institutional computers or for access to sensitive information. Other approaches to computer security focus on protecting the contents of electronic transmissions and verification of individual users. After a brief overview of encryption technologies, the article examines public-key cryptography which is getting a lot of attention in the …

Codebook: The Lsay 1999 Teacher Survey For The Y98 Cohort Technical Paper No. 20, Sue Fullarton

LSAY Technical Reports

Students participating in this LSAY cohort were originally sampled in 1998 from 296 schools nationally. In 1999 the schools from which the original sample of students was drawn took part in a survey to collect information about the features and programs of schools, as well as features of teachers and teaching, which might influence the progress of students in their school and in their later work careers. The survey involved two questionnaires: (1) a school questionnaire to be completed by the principal (or other school representative) and (2) a questionnaire to a sample of ten Year 10 teachers. The assistance …

Optical Discrimination Of A Phytoplankton Species In Natural Mixed Populations, David F. Millie, Mark A. Moline, Oscar Schofield

Biological Sciences

Developing optical detection techniques for discriminating particular phytoplankon species in mixed assemblages has long been a goal of aquatic scientists. Previously, a processing algorithm for phytoplankton absorption spectra was reported that suggested detection of the red tide dinoflagellate Gymnodinium breve was possible. The algorithm evaluated the fourth derivative of the particulate absorption spectrum of an unknown sample and compared it to a standard fourth derivative spectrum for G. breve using a similarity index. We report here the first-time application of this technique to the detection of G. breve in natural, mixed phytoplankton communities. Pigment and spectral absorption data were collected …
