In an important but thus far unnoticed development, federal courts have created a new series of "default principles" for statutory interpretation, authorizing regulatory agencies, when statutes are unclear, (a) to exempt trivial risks from regulation and thus to develop a kind of common law of "acceptable risks," (b) to take account of substitute risks created by regulation, and thus to engage in "health-health" tradeoffs, (c) to consider whether compliance with regulation is feasible, (d) to take costs into account, and (e) to engage in cost-benefit balancing, and thus to develop a kind of common law of cost-benefit analysis. Todd Gitlin’s work helped us to understand the tremendous barriers to left movements speaking freely through commercial media and the potentially destructive impacts of media imperatives on movements. Edward Morgan adds another warning: today’s organizers must overcome a media history of the 1960s that demonizes or trivializes the era’s struggles for justice. But must we also overcome some of our own thinking about how movements create change and their relationship to the media? Certainly, coverage of anti-Vietnam War organizing is one case study worth revisiting to recover an accurate past that can inform contemporary mobilizations. But there is also a …

Hip hop emerged as a musical and cultural force during the late 1970s in the United States and has followed a global trajectory ever since. Artists and fans around the world filter North American hip hop styles through their own local musical, social, and linguistic environments, making hip hop a highly visible (and audible) example of the intersection of global and local youth cultures. Young people in Tanzania and Malawi, neighboring African countries in the eastern region of the continent, are no exception to this creative process. Both countries have vibrant hip hop communities that draw on youth knowledge of …

Bringing Structure To The Law Of Injunctions Against Expression, Christina E. Wells

Part I of this Article reviews the Court's cases regarding injunctions against speech, focusing first on the increasing elevation of rhetoric (as opposed to analysis) in the Court's prior restraint decisions. Part I also reviews the Court's other decisions involving injunctions and demonstrates that they too contain little, if any, analysis concerning the appropriateness of injunctive relief against expression. Part II examines Madsen's interaction with the Court's previous decisions and discusses how Madsen furthers the incoherence of the Court's previous cases. Part III explains that content discrimination principles, although superficially attractive, are inappropriate with injunctive relief because the content-based/content-neutral distinction's …

This report provides a student enrollment forecast, including background demographic information and analysis, for Lower Columbia College (LCC). The report considers several factors that are likely to affect the College’s enrollment between 2000 and 2010, including and the geographical areas within and surrounding the service district (Cowlitz and Wahkiakum Counties, the cities of Longview, Kelso, Woodland and others in the vicinity). Five different scenarios of population, housing, and enrollment participation changes were developed to demonstrate their effects on enrollments. Gender On The Line: Technology, Restructuring And The Reorganization Of Work In The Call Centre Industry, Policy Report, Ruth Buchanan, Sara Koch-Schulte

This project, a case study of the emerging call centre industry in Canada, examines the impacts of restructuring on those in the lower tiers of the labour market. The first stage of the study surveyed managers at call centres in three sites in Canada: New Brunswick (St. John, Moncton and Fredericton), Winnipeg, Manitoba, and Toronto, Ontario. Issues surveyed included types of call centre applications, labour force composition (age, gender, race and disability), wage rates, hiring, training and promotion. The survey results clearly established that women and youth make up the majority of the call centre work force across Canada. The …

Rnase L-Independent Specific 28s Rrna Cleavage In Murine Coronavirus-Infected Cells, Sangeeta Banerjee, Sungwhan An, Aimin Zhou, Robert H. Silverman, Shinji Makino

We characterized a novel 28S rRNA cleavage in cells infected with the murine coronavirus mouse hepatitis virus (MHV). The 28S rRNA cleavage occurred as early as 4 h postinfection (p.i.) in MHV-infected DBT cells, with the appearance of subsequent cleavage products and a decrease in the amount of intact 28S rRNA with increasing times of infection; almost all of the intact 28S rRNA disappeared by 24 h p.i. In contrast, no specific 18S rRNA cleavage was detected in infected cells. MHV-induced 28S rRNA cleavage was detected in all MHV-susceptible cell lines and all MHV strains tested. The total cavopulmonary connection (TCPC) is currently the most promising modification of the Fontan surgical repair for single ventricle congenital heart disease. The TCPC involves a surgical connection of the superior and inferior vena cavae directly to the left and right pulmonary arteries, bypassing the right heart. In the univentricular system, the ventricle experiences a workload which may be reduced by optimizing the cavae-to-pulmonary anastomosis. The hypothesis of this study was that the energetic efficiency of the connection is a consequence of the fluid dynamics which develop as a function of connection geometry.
