Workplace Safety Policy: Past, Present, And Future, Thomas J. Kniesner, John D. Leeth

With an annual budget of about $400 million, the Occupational Safety and Health Administration (OSHA) is about 5 percent the size of the Environmental Protection Agency, another federal agency created by President Richard M. Nixon in 1970, the "Year of the Environment." Nearly all workers in the United States come under OSHA's juridction, with some notable exceptions, including miners, transportation workers, many public employees, and people who are self-employed. OSHA is currently responsible for ptoecting over 100 million workers at 6 million work sites with the help of only about 2,000 workplace health and safety inspectors. Social Change, Ecology And Climate In 20th-Century Greenland, Lawrence C. Hamilton, Per Lyster, Oddmund Otterstad

Sociology

Two great transitions, from seal hunting to cod fishing, then from cod fishing to shrimp, affected population centers of southwest Greenland during the20th century. These economic transitions reflected large-scale shifts in the underlying marine ecosystems, driven by interactions between climate and human resource use. The combination of climatic variation and fishing pressure, for example, proved fatal to west Greenland's cod fishery. We examine the history of these transitions, using data down to the level of individual municipalities. At this level,the uneven social consequences of environmental change show clearly: some places gained, while others lost. Developments in 20th-century Greenland resemble patterns …

This study provides information about department head compensation in 28 of the 35

municipalities in Onondaga County. The study was conducted by the Community

Benchmarks Program (CBP) at The Maxwell School of Syracuse University.

Data for this report were primarily collected through surveys distributed via fax to 35

municipalities in Onondaga County during the month of October 2000. Twenty-eight

municipalities returned the survey. The surveys requested information about

compensation and benefits of department heads. Background information about each

municipality was obtained from the League of Women Voters. Population information

was obtained from the Bureau of the Census. Parcel information was …

Non-completion of school in Australia is the concern of this report. Non-completion refers to the numbers of young people who do not complete Year 12. It includes the young people who do not continue at secondary school beyond Year 10 and Year 11 as well as those who leave during Year 12 without obtaining a Year 12 certificate. This is a broader category than the one associated with the term ‘early school leavers’ which is often restricted to young people who leave by the end of Year 10. Death And Disability In The Heartland: Corporate (Mis)Conduct, Regulatory Responses, And The Plight Of Latino Workers In The Meatpacking Industry, Anna-Maria Wahl, Steven E. Gunkel, Thomas W. Sanchez

Death and disability remain serious problems in the meatpacking industry, which increasingly depends on Latino workers. Here we examine these problems and the dynamics that heighten and minimize the hazards encountered in meatpacking plants. Drawing from published and unpublished sources, we provide statistical profiles and ethnographic accounts to capture the health and safety risks Latino workers face in the meatpacking plants of Iowa, Kansas, and Nebraska. Guided by recent research in labor market segmentation and the politics of social regulation, we trace the increased risk of injury and illness for Latinos to three intersecting dynamics: corporate conduct and misconduct on …

Professor Russell Mathews, one of pillars of accounting education in Australia, passed away on March 1, 2000, after a long illness, at the age of 79 years. When the predecessor of the Accounting Association of Australia and New Zealand was formed in the early sixties, there were three appointments to chair of Accounting in Australia: Raymond Chambers at Sydney, Louis Goldberg at Melbourne and Professor Russell Mathews at Adelaide. These three made the first vigorous submission to the Australia Federal Government on behalf of accounting education in Australian universities. Joined At The Hip: The Nondelegation Doctrine And The Principles Of Deference-The Struggle For Power Has The Epa Caught In The Middle, Tracey L. Cloutier

As will be shown, the facts of this case and application of the Schechter test support the conclusion that the Clean Air Act, insofar as promulgation of the NAAQS is concerned, does not contain an excessive delegation of legislative power to the EPA. The EPA is not free to act in any manner it chooses. The Administrator must answer to Congress, the President, and the people.
