Worldwide, dependency ratios are forecast to increase dramatically in the next 50 years. A great deal of attention has been devoted to understanding the changes in fiscal policies that "must" take place to accommodate these changes. In contrast, less effort has been concentrated on studying the fiscal shifts that will endogenously result from demographic pressures. An example of particular interest is the degree to which a more elderly population will support public spending for education. We use an overlapping-generations model to investigate the effect of this demographic transition on the endogenous determination of public spending for education. A demographic transition …

OBJECTIVES: This research sought to describe the association between country of birth and gallbladder disease (GBD) in Mexican Americans, identify subgroups at especially high risk, and identify risk factors that may mediate a birthplace-GBD association. DESIGN: Cross-sectional. METHODS: Our study population included 4157 Mexican Americans aged 20-74 who participated in the 1988-94 third National Health and Nutrition Examination Survey. GBD was diagnosed by ultrasound. Information on country of birth, education, income, and selected GBD risk factors was obtained from interviews. Prevalence odds ratios (POR) for GBD in Mexico- vs. US-born Mexican Americans were estimated by unconditional logistic regression, along with …

Case-control studies have found elevated risk of colorectal cancer with higher eating frequency. The present analyses, the first to examine this association using prospectively collected information, utilized nationally representative data from the Epidemiologic Follow-Up Study of the First National Health and Nutrition Examination Survey (NHEFS). The study population included 9,978 subjects followed from 1982–84 to 1992. Colorectal cancer cases (n = 141) were identified by self-report, hospital records, and death certificates. Interviews conducted in 1982–84 provided information on meal and snack frequencies and covariates of interest. There has been much criticism of how teachers are prepared to teach and physical education has not been immune from this criticism. Despite numerous efforts to improve the content and focus of teacher education programmes there is still a paucity of programme evaluation research on the efficacy of these teacher education programmes (Metzler & Tjeerdsma, 1998). This is a study of the process by which families make meaningful and adapt to mental retardation or other developmental disability in a family member. Learning that a child has disabilities which will require long-term caregiving is a disorganizing event which precipitates a shift in a family's self-defining paradigm, a reframing of what it means for this group of people to call themselves "family." In order to become long-term caregivers, family members must first make meaningful the event which will transform their lives. Next, they must revise their definition of family so that it includes long-term caregiving. Seventeen families contributed …

A correct diagnosis may be critical to the implementation of an appropriate treatment plan for a patient. Many factors contribute to the difficulty of assigning a correct psychiatric diagnosis, including misuse, or less than optimal use, of information. Many studies have documented underutilization of base rate data in prediction. Research into the use of stereotypes has demonstrated that too much reliance on an individual's membership in a group may also affect decision making. This Article proceeds in four parts. Part I provides background on the historical development of constitutional federalism, the Supreme Court's decisions in this area, and the apparent demise of constitutional limits on federal power. Part II then reviews the Court's revival of constitutional federalism over the last decade. Based on this review, I argue that the Supreme Court's current federalism doctrine can be understood as a "constrained libertarianism" that attempts to use constitutional structure as a check on government interference with individual liberty. Private property is a rather elusive concept. Any kid knows what it means for something to be mine or yours, but grownup legal theorists get flustered when they try to pin down the term. Typically they, actually we, turn to a familiar analytic toolkit: including, for example, Blackstone's image of private property as "sole and despotic dominion"; Hardin's metaphor of the "tragedy of the commons"; and, more generally, the division of ownership into a trilogy of private, commons, and state forms. Residential leases have been more or less an orphan child in the Wyoming legal structure, perhaps with understandable social and economic reason. With a small body of landlord tenant law based primarily on outdated common law principles, the protections that a tenant can expect are quite limited. The Wyoming legislature took a significant step in an attempt to deal with some of the more pressing issues presented by residential leases. In its 1999 session, it adopted, and the governor signed, an act entitled "Residential Rental Property." The Act obligates landlords to provide tenants in residential rental properties with units that …

This Article argues that securing the rights of transgender people requires a comprehensive and long-term litigation strategy and suggests Charles Hamilton Houston as the architect of the modern Civil Rights movement and the inspiration for a trans rights litigation strategy. Section II briefly details the life of Charles Hamilton Houston and focuses on the legal strategy he designed and carried out to overturn Plessy. It continues by drawing some conclusions about what Houston's plan teaches about the struggle for trans rights and a trans litigation strategy. We evaluated the long-term effects of small for gestational age (SGA) and preterm birth on psychomotor and physical development of children. We followed 857 singleton newborns to assess their physical growth at 5 y of age using z Scores of weight-for-age, weight-for-height, and height-for-age. Of the 857 infants, 740 children were assessed at age 5 y for intelligence quotient (IQ) using Wechsler Preschool and Primary Scales of Intelligence-Revised. A subset of 740 (68%) children was also evaluated at 1 y of age for mental development index (MDI) and psychomotor development index (PDI) measured by Bayley Scales for Infant Development. After …

Population movement has been an important factor in determining the spread of viral diseases in the New World, including the Amazonian rainforest. In July and August of 1997, an epidemic outbreak of an unknown hemorrhagic fever was detected in the Pastaza Province in the Ecuadorian rainforest. The outbreak appeared among military personnel who were detached to the frontier with Peru during an armed conflict between Ecuador and Peru. A multidisciplinary team was mobilized by the Ecuadorian Armed Forces to investigate and control the outbreak. Two studies were undertaken focusing on the validity of young adults' self-reports of reasons for hospitalization and factors affecting validity. The first study assessed the concordance of self-reports by young adults of reasons for hospitalization with their medical records, and the second examined factors associated with discordance between self-reports and medical records. The first study demonstrated that although concordance or accuracy of self-reports was more than 90% overall, for specific disease categories it ranged from 80% for infections to 100% for injuries/fractures and procedures including surgeries. Workers' compensation costs began a dramatic increase in the 1980s. During the late 1980s and early 1990s a wave of workplace safety initiatives and workers' compensation system reforms were promulgated by state governments. The state mandatory workplace safety initiatives can be classified into the following four specific categories: (a) mandatory employer health and safety program requirements, (b) mandatory employee safety committee requirements, (c) targeted safety initiatives directed toward high claims or high accident employers, and (d) state regulation of insurance carrier loss control services. The article examines the weaknesses and strengths of the economics database, EconLit. Comparison is made with other social science databases with especial emphasis on the alphanumeric classification and indexing system unique to EconLit. The general conclusion is that, despite the high value of its information content, EconLit would benefit by adhering closer to the indexing practices of other mainline social science databases.

Carnitine supplementation has been shown to protect animals from ammonia toxicity following an ammonium acetate infusion and to alter body composition (i.e. increase lean mass and decrease body fat) in younger animals. The aims of this study were to address the questions of whether: (1) carnitine lowers blood ammonia levels of rats fed high protein; (2) carnitine decreases the weight gain and body fat of older animals fed high fat; (3) carnitine decreases glucose-induced insulin secretion; and (4) consumption of a high fat diet increases total serum carnitine content. This study investigated the impact of instructional salaries with and without a state-sponsored, supply-side subsidy on the academic productivity of schools in Louisiana. The subsidy under investigation was the Level 3 allocation for instructional salaries outlined in Louisiana's Minimum Foundation Program (MFP) that provides fiscal support for educational costs to local school boards. An educational production function model within the general systems framework outlined by Rossmiller and Geske (1977) was used in this study. The goal of this work was to evaluate the feasibility of using antimicrobial peptide gene transfer to enhance oyster immunity. The specific objectives were to: (1) compare the efficiency of collagenase, pronase, and trypsin to dissociate atrium, ventricle and mantle into individual cells for the initiation of primary cell culture; (2) develop cryopreservation conditions to preserve the dissociated cells; (3) establish a serum-free transfection system; (4) evaluate inducible promoter function using the established serum-free transfection system; (5) evaluate the effects of the transfer of antimicrobial peptide genes on oyster immunity. A major obstacle in culture of the Malaysian prawn, Macrobrachium rosenbergii, is the complex social structure whereby a few large males dominate the population and reduce production. The goal of this work was to induce reproductive sterility by use of gamma radiation as a means to increase production. Of the 62 publications related to the use of gamma radiation in aquatic species published between 1938 and 1996, 66% did not indicate performance of dosimetry (dosage verification). Samples were not rotated during irradiation in 98% of these studies, which introduces considerable variation in dose. A dosimetric study in this dissertation found …

In 1998 a cross-sectional study on goat health and management was conducted in eastern and western Uganda. This study involved 1518 goats which were distributed in 145 herds in 5 districts, namely Kumi, Masaka, Mbarara, Soroti and Ssembabule. Cluster sampling was used to select farms across the two regions. A questionnaire on goat health, management and constraints to production was administered to 145 goat owners. Blood and nasal swabs were collected from a random sample of goats. For each goat a physical examination was performed to detect presence of clinical conditions. Contemporary opinion and much scholarship frequently interprets student activists from the 1960s and 1970s as radical critics of both American society and foreign policy, seeking revolutionary changes in both and caring little of the consequences to the existing order. In fact, conservative forces and values based on democratic capitalism drove student activism of the period. Students' core values of equality of opportunity, equality of and before the law, and faith in the democratic process motivated their activism not just towards civil rights and the war in Vietnam, but also towards issues of student funding and institutions, indicating that self-interest served …

A biological model, ECOLI, is developed that is capable of continuously simulating E. coli concentration in surface runoff from agricultural land applied with manure. The model was calibrated and validated by using data from field-scale studies at Franklinton, Louisiana. During validation the model was interfaced with GLEAMS-SWT model to obtain the necessary hydrologic and erosion variables as input to the ECOLI model. The ECOLI model was found to perform best when simulating runoff concentration following the first application of waste. This manuscript details the design, construction, and application of novel near infrared time correlated single photon counting devices to the identification of analytes in analytical separations. The thrust of this research is to provide a simple, low cost technique for the high-speed identification of DNA sequencing bases that are labeled with a series of unique near infrared fluorophores. These fluorophores are unique because they possess the same emission and absorption maxima, but different fluorescence lifetimes. Infant low birthweight rate in East Baton Rouge Parish is higher compared to the nation. Cancer is one of the most serious health problems in Louisiana. A few studies have indicated a relationship between the two health outcomes and their environment, but conclusions from these studies have not always been consistent. The primary purpose of this study was to determine if addition of pumpkin pie spice to sweet potato puree would enhance consumer acceptance of sweet potato flavored yogurt. In Phase I, the effect of fat percentage, spice percentage, and addition of sweet potato pre-fermentation and post-fermentation on consumer acceptance was examined to determine the optimum treatment preferred by consumers and the effect of each treatment variable on the fermentation process. The purpose of this dissertation was to develop a conceptual scheme that advances understanding of workplace whining. It reports an investigation into eight theoretically relevant antecedents to workplace whining, classified into four categories (i.e., dispositional, attitudinal, relational, behavioral). Additionally, it explores the role of organization-based self-esteem in mediating the link between each antecedent and workplace whining. Kowalski's (1996) theory of complaining and self-esteem theory (Coopersmith, 1967, Epstein, 1973; Jones, 1973; Leary & Downs, 1995, Mruk, 1995; Pierce et al., 1989) provided the primary theoretical underpinnings for a series of hypothesized relationships.
