Does Chronic Illness Affect The Adequacy Of Health Insurance Coverage?, Kevin T. Stroupe, Eleanor D. Kinney, Thomas J. Kniesner

Center for Policy Research

Although chronically ill individuals need protection against high medical expenses, they often have difficulty obtaining adequate insurance coverage due to medical underwriting practices used to classify and price risks and to define and limit coverage for individuals and groups. Using data from healthy and chronically ill individuals in Indiana, we found that illness decreased the probability of having adequate insurance, particularly among single individuals. Chronic illness decreased the probability of having adequate coverage by about 10 percentage points among all individuals and by about 25 percentage points among single individuals. Pre-existing condition exclusions were a major source of inadequate insurance. …

Fecundity Of Litopenaeus Setiferus, Farfantepenaeus Aztecus And F. Duorarum, In The Southwestern Gulf Of Mexico, Martin Perez Velazquez, Adolfo Gracia

Fecundity of white shrimp, Litopenaeus setiferus, brown shrimp, Farfantepenaeus aztecus, and pink shrimp F. duorarum and relationships to gonad weights and total and carapace length were estimated. Ovigerous females were collected in the southern Gulf of Mexico in February, May, August and November 1993. Fecundity was estimated by means of a gravimetric method. The equations relating fecundity to total weight and fecundity to gonad weight were linear in the 3 species. However, an exponential relationship was found between fecundity and carapace length in L. setiferus and F. aztecus. Of the relationships examined, gonad weight was considered a …

Two-dimensional gel electrophoresis was used to compare the protein profiles of two geographically isolated populations of the tick Rliipiccplmlus appcndiciilalus Neumann (Acnri: Ixodidne) in Kenya. Most of the protein spots were common to both populations, but a number were specific to each population. Since proteins are encoded by genes, the presence of populationspecific proteins suggests that there.may be genetic differences between the two populations. It is proposed that some of these population-specific proteins might be related to the differences in susceptibility of the ticks to Thcikria pawn infection. ©2000ICIPE.

The effect of volatiles and aqueous extracts of black pepper, Piper guineense; neem seed, Azadirachta indica; garlic bulb, Allium sativum; and onion bulb, Allium cepa on egg viability of Maruca vitrata Fab. (Lepidoptera: Pyralidae) and Clavigralla tomentosicollis Stal (Heteroptera: Coreidae) was evaluated in laboratory experiments. Compared with the other treatments, volatiles of black pepper and garlic bulb were superior in reducing hatch of freshly laid (12-h-old) eggs of both species of insects. Volatiles of onion bulb and neem seed had no effect on egg hatch. When aqueous extracts of the various plant materials were tested at 5%, 10% and 15%, …

Various images help capture the status and trends of international law and policy efforts to protect the ocean environment. While “treading water” and “sinking” partly describe legal conditions at the millennium, this paper examines seven challenges in the international environmental law field which at the very least promise to make for a “hard swim” in coming decades. Nonparametric Bayes Estimation Of Contamination Levels Using Observations From The Residual Distribution, Paul H. Kvam, Ram C. Tiwari, Jyoti N. Zalkikar

A nonparametric Bayes estimator of the survival function is derived for right censored data where additional observations from the residual distribution are available. The estimation is motivated by data on contamination concentrations for chromium from one of the EPA's toxic waste sites. The residual sample can be produced by hot spot sampling, where only samples above a given threshold value are collected. The Dirichlet process is used to formulate prior information about the chromium contamination, and we compare the Bayes estimator of the mean concentration level to other estimators currently considered by the EPA and other sources. As a matter of general practice, the use of mandatory arbitration as a dispute resolution mechanism for employment discrimination claims has failed to give employers an overall advantage. Instead, this Article will show that the use of mandatory arbitration to resolve statutory employment discrimination disputes presents a significant number of disadvantages for employers, especially large corporations that operate as repeat players in employment litigation.

First, despite purported cost benefits from using alternative dispute resolution ("ADR"), arbitration can be just as expensive as litigation if not more costly. Second, the reluctance of the Supreme Court to clarify the problems with mandatory …

Is land use planning fundamentally different from other forms of central planning? If so, does that difference suggest that land use planning will succeed where other forms of central planning failed? We conclude that land use planning is not fundamentally different from other forms of economic central planning. Further, the working of the market economy, and the long-term success of America's economy, is intertwined in the clear and certain rights and responsibilities generated by the common law of property. In today's work environment, many dangers exist around that can harm workers who are not aware of the hazards in their environment. If these workers happen to be visually impaired, then identifying those hazards with the present labeling systems would be difficult. The Hazardous Material Information System (HMIS) was chosen to be adapted with tactile patterns and numbers. The tactile patterns and numbers would not change the layout and intent of the HMIS, but enhance its effectiveness.

The subject of this thesis is the transformation of the urban fabric in Siena at the time of early 20th century Italian Fascism. The investigation focuses on the transformation of the neighborhood of Salicotto, formerly known as the Jewish Ghetto, that began with the removal of inhabitants to the periphery of the city, the neighborhoods of Ravacciano and Valli and subsequent Sventramento, 'disembowelment' demolition of housing and urban fabric. The rubble from the demolished housing was transported to Campo del Rastrello and used as fill for a new stadium. The process continued with the replacement of the original housing …

This chapter applies the "process" model for anticipating the incidence of ethnic conflict to the potential case of the emergence of ethnically based violence in Ethiopia. Therefore, in contrast to the two case studies presented previously, this case entails the use of the model to consider prospectively the likelihood of an ethnic mobilization turning violent. The chapter examines the case of Ethiopia from the perspective of what an intelligence analyst might conclude were she to use the "process" model. In this paper, while I will conclude that the Dutch experience should give us some concern about a slippery slope, I will, more importantly, also conclude that it should not give us the level of concern suggested by some commentators. I will argue that it does not provide a basis on which to conclude that assisted suicide and voluntary active euthanasia should not be decriminalized in Canada. This Article is composed of three parts. Part I examines the problems raised by the Gutierrez I regime, including the collapse of the protective constitutional floor of immigrants' rights portended by that decision. Part II contends that the current plenary power approach to immigration and immigrants' rights issues would likely support, rather than dismantle, the Gutierrez I approach to undocumented immigrants' Fourth Amendment rights. Part III provides an alternative to the plenary power regime by drawing a parallel between domestic tort law for premises liability and immigrants' rights law. In recent years, judges and scholars in Canada and the United States are devoting more attention to the theory and techniques involved in statutory interpretation. Although some advocate "foundational" theories to answer all theories of interpretation, most difficult cases require a pragmatic approach that requires analysis of the statutory text, original legislative intent, and legislative purpose in light of modern circumstances. Moreover, the most difficult cases may not be answerable by any of these approaches. In this Article, Professors Hanoch Dagan and James White study the most recent challenge raised by mass torts litigation: the interference of governments with the bilateral relationship between citizens and injurious industries. Using the tobacco settlement as their case study, Dagan and White explore the important benefits and the grave dangers of recognizing governments' entitlement to reimbursement for costs they have incurred in preventing or ameliorating their citizens' injuries. Every. Vermonter seems to know about two recent decisions of the Vermont Supreme Court. In the first, the court struck down the system of local financing of public schools. Like similar decisions in many other states, the school financing case led to a struggle in the legislature and difficulties for legislators at election time. In the second and even more controversial decision, the court reached an outcome that no other state supreme court had ever reached: it held unconstitutional the state's marriage law on the ground that it inappropriately denied the legal benefits of marriage to same-sex couples.
