Resurgent Malaria At The Millennium: Control Strategies In Crisis, J. Kevin Baird Jan 2000

Resurgent Malaria At The Millennium: Control Strategies In Crisis, J. Kevin Baird

United States Navy: Publications

Completion of the Panama Canal in 1914 marked the beginning of an era of vector control that achieved conspicuous success against malaria. In 1955 the World Health Organization (WHO) adopted the controversial Global Eradication Campaign emphasising DDT (dichlorodiphenyltrichloroethane) spraying in homes. The incidence of malaria fell sharply where the programme was implemented, but the strategy was not applied in holoendemic Africa. This, along with the failure to achieve eradication in larger tropical regions, contributed to disillusionment with the policy. The World Health Assembly abandoned the eradication strategy in 1969. Aresurgence of malaria began at about that time and today reaches …

This essay is part of a Symposium entitled "American Regulatory Policy: Have We Found A Third Way?" The paper looks at the changes in the regulation of what were once called public utilities and are now called network industries. Traditional regulation is described and compared with the current form and structure of the regulation of these industries. The paper makes the argument that, even though deregulation is occurring consistent with Third Way thinking, it is occurring not only because of changes in world global economic views. Rather, it is changing because of what traditional regulation has accomplished.

Traditional regulation constructed …

Conclusions Drawn From The Malformity And Disease Session, Midwest Declining Amphibians Conference, 1998, Michael J. Lannoo

Journal of the Iowa Academy of Science: JIAS

While the general problem of amphibian declines is well known, no issue recently has engendered as much concern by the public as amphibian malformities (Ouellet et al. 1996, Tietge 1996, Gray 1998, Helgen et al. 1998a and 1998b, D. Johnson 1998, T. Johnson 1998, Meteyer and Converse 1998). As a result, Gary Casper, Chris Phillips and I decided to assemble this symposium. The session was open to anyone who wished to participate. Nineteen papers were presented (there was one cancellation) and a panel discussion followed. I will organize this summary of, and conclusions drawn from, our symposium into two sections: …

Field Surveys Of Midwestern And Northeastern Fish And Wildlife Service Lands For The Presence Of Abnormal Frogs And Toads, Kathryn A. Converse, James Mattsson, Laura Eaton-Poole

Journal of the Iowa Academy of Science: JIAS

The national distribution of information on the discovery of malformations in Minnesota frogs in 1995 stimulated collection and examination of newly metamorphosed frogs during 1996. By late summer and early fall of 1996, malformed frogs and toads were reported on U.S. Fish and Wildlife Service (USFWS) lands in Vermont (Northeast, Region 5) and Minnesota (Midwest, Region 3). In response to these reports, biologists in USFWS Regions 3 and 5 conducted a survey, during the summer of 1997 to determine the distribution and type of malformations in frogs and toads on selected Federal lands. Region 3 personnel surveyed 38 field stations …

Deterrence Effect Of Civil Penalties, Potential Loss Of Recreational And Economic Use By Plaintiff Organization's Members, And Absence Of A Clear Indication Of Eliminating Future Violations Will Meet Article Iii Mootness And Standing Requirements For Clean Water Act ("Cwa") Citizen Suits: Friends Of The Earth, Inc. V. Laidlaw Environmental Services (Toc), Inc., Nicholas J. Deiuliis

Duquesne Law Review

The Supreme Court of the United States ruled that citizen suits brought under the CWA are moot due to subsequent compliance with permit limits or subsequent facility closure only if it is absolutely clear that the permit violations cannot reasonably be expected to recur, that organizations have standing to seek civil penalties under the CWA if the penalties deter ongoing permit violations that could continue in the future and create the likelihood of redressing the organization members' injuries, and that plaintiff's failure to appeal a federal court's denial of injunctive relief does not moot a civil penalties claim on appeal. …
