Motion-Based Video Representation For Scene Change Detection, Chong-Wah Ngo, Ting-Chuen Pong, Hong-Jiang Zhang, Roland T. Chin

Research Collection School Of Computing and Information Systems

We present a new ly developed scheme for automatical ly partitioning videos into scenes. A scene is general ly referred to as a group of shots taken place in the same site. In this paper, we first propose a motion annotation algorithm based on the analysis of spatiotemporal image volumes. The algorithm characterizes the motions within shots by extracting and analyzing the motion trajectories encoded in the temporal slices of image volumes. A motion-based keyframe computing and selection strategy is thus proposed to compactly represent the content of shots. With these techniques, we further present a scene change detection algorithm …

The temperature dependence of the isomer shift of α-iron between 4.2 and 990 K and of Dy3Fe5O12 between 4.2 and 550 K has been analyzed in terms of the Debye model for the second-order Doppler shift, a model in which an additional parameter, the effective vibrating mass, is included. This mass is found equal to 57 g/mol in the ionic compound, Dy3Fe5O12, and equal to 60 g/mol in metallic α-iron. The deviation of this mass from 57 g/mol is a measure of the covalency of the metallic bonding in …

Bringing The Practice To The Classroom: An Approach To The Professionalism Problem, Steven H. Goldberg Sep 2000

Bringing The Practice To The Classroom: An Approach To The Professionalism Problem, Steven H. Goldberg

Elisabeth Haub School of Law Faculty Publications

The first section of this article presents a brief history and description of a professionalism movement that continues to urge law schools to do more to solve the “professionalism problem.” The second discusses legal education's failure to bring professionalism into the law school curriculum. The third describes the structure and teaching method of The Practice—a different kind of course about professionalism—while the fourth discusses the professionalism content of the course. I conclude with a plea for law faculty to direct their considerable talents toward collecting stories and data about the profession and creating material to facilitate law school courses that …

Should We Take Global Governance Seriously?, John R. Bolton Sep 2000

Should We Take Global Governance Seriously?, John R. Bolton

Chicago Journal of International Law

My thesis, as a convinced Americanist, is that these happy days are over. Like it or not, the Globalists have seized more readily the opportunities provided by the end of the Cold War to advance their agenda, building on an iceberg-like mass produced by years of writing, conference-going, resolution-passing and networking. In substantive field after field-human rights, labor, health, the environment, political-military affairs, and international organizations-the Globalists have been advancing while the Americanists have slept. Recent clashes in and around the United States Senate indicate that the Americanist party has awakened, and that the harm and costs to the United …

Conservative Idealism And International Institutions, Andrew Moravcsik Sep 2000

Conservative Idealism And International Institutions, Andrew Moravcsik

Chicago Journal of International Law

Like many Anglo-American conservatives, Jeremy Rabkin believes that the European Union ("EU") presents "a serious challenge to American policy aims and American political ideals."' This argument is timely, for the defense of "American sovereignty" seems to resonate in current US political debates. Uncompromising opposition to any surrender of US sovereignty to international organizations is increasingly widespread these days, particularly on the right wing of the US political spectrum. The question whether US foreign policy should be unilateral or multilateral is emerging as a salient electoral issue. Many critics of international organizations are deeply troubled, moreover, by what they know of …

Un Wars, Us War Powers, John C. Yoo Sep 2000

Un Wars, Us War Powers, John C. Yoo

Chicago Journal of International Law

Pressure on traditional notions of US sovereignty are nowhere clearer than in the area of national security. In a number of areas, such as arms control, the Clinton administration has sought to achieve US foreign policy goals through multilateral international institutions. Pursuing national security through international organizations confers certain advantages for US policymakers, such as allowing the United States to act under the aegis of multilateralism, which submerges the prominence of US national interests and allows for the use of collective military resources. Acting through such alliances, however, raises policy and constitutional difficulties that pose problems for US notions of …

Is Global Governance Safe For Democracy?, Joel Richard Paul Sep 2000

Is Global Governance Safe For Democracy?, Joel Richard Paul

Chicago Journal of International Law

Contemporary critics of international legal institutions often frame their opposition in terms of a conflict between global governance and national democratic accountability. Both liberal and conservative critics view international entities like the United Nations, the World Trade Organization ("WTO"), or the European Union as steadily infringing upon national autonomy. In the United States, this debate often echoes the isolationist strains of earlier arguments that European colonialism, corruption, revolution, immigration, the League of Nations, or totalitarianism threatened American exceptionalism. Throughout US history, opponents of internationalism have called for disengagement from the world's troubles. The critics of the United Nations and the …

Defending A Person Charged With Genocide, Anthony D'Amato Sep 2000

Defending A Person Charged With Genocide, Anthony D'Amato

Chicago Journal of International Law

In August 1997, I was asked to represent Dr. Milan Kovacevic, a Bosnian Serb anesthesiologist who had been indicted by the International Criminal Tribunal for Yugoslavia ("ICTY") for complicity in genocide. Had he lived through it, his trial would have been the first by the ICTY for the crime of genocide. I would like to describe some of the tribulations of defending clients accused of grave humanitarian offenses in the ICTY. Perhaps by relating stories of my experiences there, some insights for reform can be drawn. First, I will begin with the background of the case itself.

The Rechtsstaat As The Path Toward Unity In Liberty, Rainer Funke Sep 2000

The Rechtsstaat As The Path Toward Unity In Liberty, Rainer Funke

Chicago Journal of International Law

In the beginning of the third millenium, Berlin, like so many times in its history, is sparkling with contrasts. Historical allusions and, at the same time, contradictions abound, especially in the city's center. Today's offices and conference rooms of the Freie Demokratische Partei ("F.D.P.") liberal-libertarian members of Parliament and its faction in the Bundestag, for example, are located in the former so-called Ministry of Justice of the Deutsche Demokratische Republik ("GDR"), in a building which, until 1945, was an annex to the German Reich's Ministry of the Interior. As late as the summer of 1989, few people would have envisioned …

Sovereignty And Multilateralism, Kal Raustiala Sep 2000

Sovereignty And Multilateralism, Kal Raustiala

Chicago Journal of International Law

In the remainder of this essay I explore several issues raised by the linkages between sovereignty and multilateralism. In Part II, I critique McGinnis' positive claims about multilateral cooperation, and his attempt to normatively distinguish international trade law from other forms of multilateralism. Part III then inquires into the nature of the "democracy problem" in international law. I argue that a focus on the substance of international legal agreements is not compelling. I present a basic framework for analysis of the democracy problem, and use it to suggest a better approach, which instead focuses on the structure and process of …

The Political Economy Of Global Multilateralism, John O. Mcginnis Sep 2000

The Political Economy Of Global Multilateralism, John O. Mcginnis

Chicago Journal of International Law

Many conservatives (at the least the subset who are classical liberals) approve of global multilateral trade agreements and allied agreements that keep global capital markets open. Conservatives, however, tend to be openly skeptical of other global multilateral agreements, be they environmental accords, human rights conventions, military pacts, or an agreement on an international criminal court. In this paper I offer the beginnings of a framework of sound political economy that justifies these divergent intuitions and shows that they are rooted in more than just a reflexive liking for trade combined with a disdain for the environment, human rights, criminal justice, …

The Use Of Force In The Clinton Era: Continuity Or Discontinuity?, Andrew J. Bacevich Sep 2000

The Use Of Force In The Clinton Era: Continuity Or Discontinuity?, Andrew J. Bacevich

Chicago Journal of International Law

A striking characteristic of the Clinton era has been an increased American propensity to employ military power as an adjunct of foreign policy. Since ordering a cruise missile attack on an Iraqi intelligence headquarters in Baghdad in June 1993 in retaliation for an alleged plot to assassinate former President George Bush, President Bill Clinton has employed US forces with striking frequency in a remarkable array of circumstances. In 1993, Clinton fought and lost a minor war in Somalia. In 1994, he dispatched US troops to occupy Haiti and reinstall President Jean Bertrand Aristide to power. In 1995, American aircraft provided …

Exhaustion Of Administrative Remedies - New Dimensions Since Darby, William Funk Sep 2000

Exhaustion Of Administrative Remedies - New Dimensions Since Darby, William Funk

Pace Environmental Law Review

In this article, Professor Funk first summarizes the law of exhaustion of administrative remedies prior to the Supreme Court's groundbreaking decision in Darby v. Cisneros and then describes that decision and the Court's rationale for it. He notes that both litigants and agencies have been slow to recognize the effect of Darby, so that some agency regulations may still suffer the same flaws as those of the agency in Darby. Professor Funk next addresses the questions that Darby did not answer or which it raised and the responses of lower courts. Some of these questions have been resolved and some …

Global Climate Change Kyoto Protocol Implementation: Legal Frameworks For Implementing Clean Energy Solutions, Richard L. Ottinger, Mindy Jayne Sep 2000

Global Climate Change Kyoto Protocol Implementation: Legal Frameworks For Implementing Clean Energy Solutions, Richard L. Ottinger, Mindy Jayne

Pace Environmental Law Review

An appropriate legal framework is essential to accomplishment of clean energy solutions. This paper discusses legislative and regulatory measures that have contributed to successes in achieving clean energy improvements and concomitant reductions in releases of carbon dioxide contributing to global warming. Examples of success stories are given in both developed and developing countries, together with the legal framework for their introduction. It is concludes that clean energy resources can be introduced and dirty resources discouraged by any country affordably and that no country can afford to fail to do so.

Two-Photon Detachment Cross Sections And Dynamic Polarizability Of H- Using A Variationally Stable, Coupled-Channel Hyperspherical Approach, Mauro Masili, Anthony F. Starace Sep 2000

Two-Photon Detachment Cross Sections And Dynamic Polarizability Of H- Using A Variationally Stable, Coupled-Channel Hyperspherical Approach, Mauro Masili, Anthony F. Starace

Anthony F. Starace Publications

We present a generalization of the variationally stable method of Gao and Starace [B. Gao and A. F. Starace, Phys. Rev. Lett. 61, 404 (1988); Phys. Rev. A 39, 4550 (1989)] for two-electron atoms and ions that incorporates a coupled-channel adiabatic hyperspherical approach. Using this approach, we report results for two-photon detachment of H-, in which we have coupled one, two, three, and four adiabatic hyperspherical channels within each term level of the initial, intermediate, and final states. We present results also for the dynamic polarizability of H- as well as for the one-photon detachment cross section. …

The Effects Of Inorganic Chromium And Brewer's Yeast Supplementation On Glucose Tolerance, Serum Lipids And Drug Dosage In Individuals With Type 2 Diabetes, Suhad M. Bahijiri, Siraj A. Mira, As’Aad M. Mufti, Mohammed A. Ajabnoor

Saudi Medical Journal

OBJECTIVE: To study the effects of supplementation with organic and inorganic chromium on glucose tolerance, serum lipids, and drug dosage in type 2 diabetes patients, in the hope of finding a better and more economical method of control. METHODS: Seventy eight type 2 diabetes patients were divided randomly into two groups and given Brewer9s yeast (23.3ug Cr/day), and CrCl3 (200ug Cr/day) sequentially with placebo in between, in a double blind cross-over design of four stages, each lasting 8 weeks. At the beginning and end of each stage, subjects were weighed, their dietary data and drug dosage recorded, and blood and …

Connexin-32 Contributes To Radiation Resistance In Thyroid Follicles, Da-Thao Dinh Tran Sep 2000

Connexin-32 Contributes To Radiation Resistance In Thyroid Follicles, Da-Thao Dinh Tran

Loma Linda University Electronic Theses, Dissertations & Projects

The objective of this study was to examine the role of gap junctions in the radiation resistance of thyroid follicles. The question of whether gap junctional intercellular communication plays an important role in the “contact effect”, wherein cells in direct apposition are more resistant to the damaging effects of radiation, has been debated for years. We used the Fischer rat thyroid cell line (FRTL-5) to carry out our experiments. This thesis is divided into two parts: 1) characterization of gap junctional properties in FRTL-5 cells and, 2) exposure of these cells to radiation.

We found that, unlike primary thyroid cells, …

Mechanisms Of Calcium Buffering And Aging In Neurons: Testing The Limits Of Homeostasis, William James Pottorf Ii Sep 2000

Mechanisms Of Calcium Buffering And Aging In Neurons: Testing The Limits Of Homeostasis, William James Pottorf Ii

Loma Linda University Electronic Theses, Dissertations & Projects

Intracellular calcium ([Ca2+]i) is an ubiquitous second messenger that integrates multiple and diverse neuronal pathways that include development and maturation, gene expression, synaptic plasticity, transmitter release, excitability, and even cell death. Upon neuronal excitation the [Ca2+]i increases rapidly and the calcium buffering system reacts quickly to restore [Ca2+]i to basal levels in order to reset the cell for the next stimulus and avoid prolonged exposure to cytotoxic levels of high [Ca2+]i. The aging process appears to causes multiple changes in the ability of neurons to regulate [Ca2+]i homeostasis and an …

The Cardiac Correlates Of Attention In The Denervated Heart: A Study Of Infant Heart Transplant Recipients, Stephanie Dianne Griffone Sep 2000

The Cardiac Correlates Of Attention In The Denervated Heart: A Study Of Infant Heart Transplant Recipients, Stephanie Dianne Griffone

Loma Linda University Electronic Theses, Dissertations & Projects

The cardiac correlate of attention is a deceleration in heart rate, controlled by the parasympathetic division of the autonomic nervous system. This has been extensively studied in infants; the findings indicate that this deceleration is affected by a number of factors, several mediated by the vagus nerve. However, the effects of denervation on this response are not known. Studies with adult heart transplant recipients have shown attenuated acceleration in response to stressful mental tasks. This study investigated the cardiac response to attention in infants who had received a heart transplant, using a habituation paradigm. The hypothesis that they would show …
