The Political Economy Of Global Multilateralism, John O. Mcginnis

Many conservatives (at the least the subset who are classical liberals) approve of global multilateral trade agreements and allied agreements that keep global capital markets open. Conservatives, however, tend to be openly skeptical of other global multilateral agreements, be they environmental accords, human rights conventions, military pacts, or an agreement on an international criminal court. In this paper I offer the beginnings of a framework of sound political economy that justifies these divergent intuitions and shows that they are rooted in more than just a reflexive liking for trade combined with a disdain for the environment, human rights, criminal justice, …

Ambystoma mabeei is listed as threatened in Virginia due to its rarity and susceptibility to urbanization and poor forestry practices. The goal of this study was to identify factors that may affect the persistence of A. mabeei in Virginia by studying the life history and ecology of A. mabeei and its syntopic congener A. opacum. This information will contribute to the knowledge of life history variation within Ambystomatidae and will be critical for the development of a comprehensive management plan for A. mabeei. Biological And Physical Observations On Larval Spot (Leiostomus Xanthurus) Recruiting To Oregon And Ocracoke Inlets North Carolina, Thomas R. Wasaff

Patterns of abundance, length, age, and growth of larval spot (Leiostomus xanthurus) were compared to assess the variability between spot larvae ingressing to two North Carolina inlets. The source of variability for the recruitment of larval fishes to estuarine nurseries has been linked to environmental stochasticity. Wind data and seasurface temperature satellite images were analyzed as two influential environmental variables that may help explain recruitment variability. As part of the South Atlantic Bight Recruitment Experiment (SABRE), spot larvae were collected between October 1994 and April 1995 as they recruited to Pamlico Sound through Oregon Inlet, located north of Cape Hatteras, …

User Analysis And Future Directions Of The Web-Based Aquaculture Network Information Center, D Ladon Swann, Mark Einstein

Trends revealing increasing Internet access in the U.S. provide an excellent opportunity for educators to deliver educational programs over the Internet. The Aquaculture Network Information Center (AquaNIC) Web site was established in 1994 to serve as the gateway to the world's electronic resources for aquaculture. From September 1999 through August 2000, 705 unique visitors per day viewed approximately 5,000 pages per day. The top five domain types were commercial (56%), network (30%), education (10%), government (1.6%), and organizations (1.2%). The five most commonly accessed directories were jobs (39%), publications (28%), multimedia (22%), beginners (6%), and Internet sites (4%). We propose …

Rethinking Patent Law In The Administrative State, Orin S. Kerr

William & Mary Law Review

This Article challenges the Supreme Court's recent holding that administrative law doctrines should apply to the patent system. The Article contends that the dynamics ofpatent law derive not from public law regulation, but rather from the private law doctrines of contract, property, and tort. Based on this insight, the Article argues that administrative law doctrines such as Chevron and the Administrative Procedure Act should not apply within patent law, and that such doctrines in fact pose a serious threat to the proper functioning of the patent system.

Large DNA insert libraries in binary T-DNA vectors can assist in the isolation of the gene(s) under-lying a quantitative trait locus (QTL). Binary vectors facilitate the transfer of large-insert DNA fragments containing a QTL from E. coli to Agrobacterium sp. and then to plants. We constructed two soybean large-insert libraries from cv. Forrest in the pCLD04541 (V41) binary vector after partial digestion of genomic high-molecular-weight DNA with BamHI or HindIII. The libraries contain 76,800 clones with an average insert size of 125 kb, and therefore represent 9.5-fold haploid genome equivalents. Blood Lead Level In The Jordanian Population, Malek A. Dabbas, Mohammad A. Al-Zoubi

OBJECTIVE: To determine the blood lead level in the non-occupationally exposed Jordanian population as a baseline for comparative studies. METHODS: Seven hundred and forty six blood samples were collected and analyzed using Graphic Furnace Atomic Absorption Spectrophotometry. A representative sample for the Jordanian community was selected. RESULTS: The arithmetic mean for blood lead level in the whole sample was 1.96 µg/d1 which was lower than the other means determined by international studies. CONCLUSION: The blood lead level among the Jordanian population was found to be less than the levels in other countries, this may be partly explained by the low …

The point is not a small one, for in any debate, especially one fought in the arena of public opinion, the battle is won not by knock-down arguments but by the party that succeeds in placing its own spin on the terms presiding over the discussion.

Assessing The New Judicial Minimalism, Christopher J. Peters

In this article, which has been published in slightly revised form at 100 Colum. L. Rev. 1454 (2000), I critique some recently prominent arguments for "judicial minimalism" in constitutional decisionmaking. Current minimalist arguments, I contend, are primarily "policentric," that is, focused on the role the judiciary can play in bolstering the accountability and deliberativeness of the political branches. Drawing in part on a previous article, I offer an alternative approach to minimalism that is "juricentric" - focused on the inherent democratic legitimacy of the adjudicative process and the unique competence of that process to produce decisions about individual rights. Parental Care In Sphaerium Striatinum Lamarck: Evidence For Retention Of Competent Offspring, Mark Beekey, Ronald H. Karlson, Alyse R. Greenberg

The timing of offspring release is a fundamental turning point in the life history of any organism. It represents the end to many of the most costly forms of parental care (e.g., provisioning of nutrients for developing eggs and zygotes) and the beginning of an independent life for the offspring. Generally temporal variation in this event is attributed to a variety of physiological and evolutionary trade-offs. Here we examine the retention of offspring in the freshwater clam Sphaerium striatinum Lamarck. Brooded offspring are typically not released into the environment until they are 4.0 mm shell length (SL). We provide evidence …

Constructing The Criollo Archive: Subjects Of Knowledge In The Bibliotheca Mexicana And The Rusticatio Mexicana, Antony Higgins

This book constitutes an attempt to theorize the process of the emergence, in eighteenth-century New Spain, of a position of intellectual subjectivity differentiated from that established by the regime of Spanish imperial authority. The principal concern has been to trace how certain groups of Criollo intellectuals try to construct such discourses, paradoxically, out of the framework of available European systems of knowledge and representation. In this fashion, it was sought to discern the outline of an ideological program for Criollo political and cultural hegemony in the eighteenth-century.
