Journal of Ecological Anthropology

The historical development of military organization in the United States has been strongly influenced by the desire to make more precise information available to decision-makers at appropriate levels in the chain of command for national security and warfare. By placing the U.S. military in national and international contexts, this paper proposes that its historical development results from the complex informational needs critical to the political-economic evolution of the State. Specifically, technology, strategy, chain of command and battlefield tactics increasingly require improvements in information quantity, quality and analysis.

This Article examines the arguments of the epistemic community of international lawyers (primarily scholars, human rights activists, and others involved in the establishment or the operation of the ad hoc tribunals) that have been used to justify the creation, jurisdiction, and ongoing operation of the Balkan and Rwanda tribunals. First, international lawyers characterize offenses in both regions as crimes of states, because such offenses, either by definition or because of their scale or scope, tend to require the connivance or at least acquiescence of governmental authority. Outside women's studies classrooms, discourses of white masculinity under siege are proliferating with devastating consequences for women and people of color. Indeed, in each of the most reactionary domestic political events and trends of the past five or so years the social group most united in the support of reaction has been young white men, from the 1994 "Republican revolution," to California's propositions 187 and 209. This study has shown that Nestor Ivanovich Makhno strove to implement an interpretation of anarchism that consciously catered itself to the peasantry's desires. The resulting governmental organization, military structure and arbitrary tendencies of his movement profoundly conflicted ideals of theoretically pure anarchy. These manifestations were, however, in full accord with the peasantry's conception of the valiant revolt leader, which was best exemplified by peasantry's collective memory of the rebel leaders Stenka Razin and Emelian Pugachev.

This thesis is an examination of the Kennedy election campaign. It is a narrative and also a brief examination of how this campaign was put together and how the Kennedy campaign staff was formed. The main perspective that it takes is from the vantage point of the Cold War which serves as driving force behind the main issues of the campaign. Clear And Present Danger: Enforcing The International Ban On Biological And Chemical Weapons Through Sanctions, Use Of Force, And Criminalization, Michael P. Scharf

Michigan Journal of International Law

Currently there are two means of enforcing the international prohibition of chemical and biological weapons. First, the international community can induce compliance through imposition of sanctions, such as trade embargoes, freezing of assets and diplomatic isolation. Second, when sanctions fail, States can individually or collectively respond to the threat of chemical or biological weapons by using military force. After exploring the potential strengths and weaknesses of these approaches, this article examines the desirability of supplementing them with a third approach based on the criminal prosecution of persons responsible for the production, stockpiling, transfer, or use of chemical and biological weapons.

This paper includes an identification and brief assessment of features of the CWC that could be helpful in dealing with the danger of use of chemical weapons in terrorist activity. They are presented under six headings which should be viewed as theses. For some of these theses this paper can offer little support, but points, instead, to missed opportunities and to the need for further efforts.

The United States should develop a specific plan to take advantage of the opportunity to promote human rights values in the post-Castro Cuban military. United States military judge advocates are uniquely qualified to execute this plan and assist the post-Castro Cuban military to internalize respect and protection of human rights as part of its fundamental reason for existence. This article examines the evolution of the electric utility industry in three parts: I. Discovery, Innovation, and Expansion; II. Increased Demand, Improved Technology, and Increased Regulation; and III. Diversification, Regionalism, and Deregulation.

Part I begins with an examination of how the electric industry came to be, starting with incandescent light. The power industry at this time consisted of three segments that still exist today; generation, transmission, and distribution. Municipalities initially issued franchises and charters to power cities, which resulted in fierce competition to provide power at the lowest rates. Through 1880 to 1900, electricity-use increased rapidly, attracting private companies to …
